AUBURN, WASHINGTON 32'5 MONDAY JUNE 3, 1974 The regular meeting of the Auburn City Council convened at 8:00 P.M., in the Auburn City Council Chambers. ROLL CALL Councilmen Present: Councilman Lawler, Kitchell, Craig, Darling, Holman, Flechsig and Lea. APPROVAL OF MINUTES It was moved by Holman, seconded by Lawler, that the Council Minutes of May 20, 1974, be approved as mailed. MOTION CARRIED CORRESPONDENCE The City Clerk read a letter from Miles Drake, Civil Engineer and Land Surveyor, regarding Preliminary Plat of "Apple Blossom Manor". It was moved by Darling, seconded by Lea, that the letter from Miles Drake, regarding the Preliminary Plat of "Apple Blossom Manor", be referred to the Planning Commission for recommendations. MOTION CARRIED The City Clerk read a letter from George K. Bernstein, Federal Insurance Administrator for the Department of Housing and Urban Development, authorizing the sale of flood insurance in our community. AUDIENCE PARTICIPATION Mr. Bob Roegn~r, of the Washington State Employment Security Office, stated that he is working with young people in the new Summer Short Job Program. The program was established to help young people find summer employment on a short time basis, since many business establishments cannot hire young people for the entire summer. Some of the jobs available from this group include lawn work, maintenance, and babysitting. It was suggested that the hourly fe~ for hiring the students, be in the range of $1.80 to $2.50 per hour depending upon the nature of work being done. RECOMMENDATIONS The following item was submitted by the Director of Public Works, Pat Nevins, for Council Approval: Pay Estimate No. 1 to Venture Construction Co. on Reservoir No. 1 (Water Improvement No. 90) in the amount of $77,462.70. It was moved by Flechsig, seconded by Lea, that Pay Estimate No. 1 to Venture Construction Company, for $77,462.70, be approved for payment. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED PROCLAMATIONS, APPOINTMENTS AND ANNOUNCEMENTS Mayor Kersey announced that Spring Clean Up will be completed West of Auburn Way, from 17th Street S.E. to Highway 18, tomorrow and beginning Wednesday, Clean Up will begin South of 17th Street S.E., including the hill and Forest Villa Area. COUNCIL COMMITTEE REPORTS BUILDING COMMITTEE - CHAIRMAN LAWLER Chairman Lawler announced the Building Committee will meet in Executive Session on June 10, 1974, at 7:30 P.M. The Committee will be discussing the new municipal building and all Councilmen are invited to attend. AIRPORT COMMITTEE - CHAIRMAN KITCHELL Chairman Kitchell announced that the next Airport Committee Meeting will be at 7:30 P.M., June 4, 1974. PUBLIC SAFETY COMMITTEE - CHAIRMAN CRAIG Chairman Craig announced that the Public Safety Committee met in a Workshop Session on May 28. The Committee discussed recodification of the Code Book and a memo was distributed to all Councilmen pertaining to same. FINANCE COMMITTEE - CHAIRMAN HOLMAN The Finance Committee met at 7:40 P.M. on May 29, 1974. Chairman Holman reported on the meeting and the Committee Minutes are a matter of Public Record, on file in the City Clerk's Office. I The Director of Finance reported that the amount of reinvestment was $2,700,000 in repurchase agreements, June 1,1974, and the Committee recommended the Director of Finance be authorized to make the investment. It was moved by Holman, seconded by Flechsig, that the Director of Finance be authorized to make the investment listed above. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Mayor Kersey stated that the next regularly scheduled Finance Committee Meeting, on June 13, could be cancelled since there are no items for the agenda and also because it conflicts with the Association of Washington Cities Convention. The Council agreed to cancel the Meeting. UTILITY COMMITTEE - CHAIRMAN FLECHSIG Chairman F1echsig announced that the next Utility Committee Meeting will be held at 7:30 P.M., on June 6, 1974, in the Engineering Department. STREET COMMITTEE - CHAIRMAN LEA The Street Committee met at 7:30 P.M. on May 22, 1974. Chairman Lßa reported on the meeting and the Committee Minutes are a matter of Public Record, on file in the City Clerk's Office. I ¡ ! The next Street Committee Meeting will be held at 7:30 P.M., June 5, 1974. The extension of 15th Street N.W., to the top of the west hill, will be discussed and all Councilmen were invited to attend. DEPARTMENT HEAD REPORTS The City Attorney expressed his extreme shock Over the apparent assassination of Superior Court Judge James Lawless. From news reports, this afternoon, Judge Lawless was killed in his office, by a letter bomb. Mr. Bereiter asked that he be allowed to express his condolences to the bench in Pasco, Washington. The Airport Manager, Robert Chipperfield, reported that through his efforts and the effo.rts of the F.A.A. and State Aeronautics Board, the 1974 gasoline allocations have been increased from 108,000 gallons to 168,500 gallons. Mayor Kersey stated that he had been contacted by Phil Smith, of Kent Auburn Youth Resources Bureau, in regard to a new summer program for young people. K.A.Y.R. has requested the use of a city facility for this purpose and Mayor Kersey asked that he and the City Clerk be authorized to enter into an agreement with K.A.Y.R. for their use of the building just rlest of MurieL's Restaurant. The Mayor pointed out that rent would not be charged; however, K.A.Y.R. would pay for utilities, insurance, I etc., and a Hold Harmless Clause will be included. It was moved by Lawler, seconded by Craig, that the Mayor and City Clerk be authorized to enter into an agreement with Kent Auburn Youth Resources Bureau for K.A.Y.R.'s use of a city facility for their summer program. MOTION CARRIED OLD BUSINESS -- The City Clerk read the title of Ordinance No. 2817, entitled "AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, CREATING AN AUBURN MUNICIPAL AIRPORT ADVISORY BOARD; SPECIFYING THE NUMBER OF MEMBERS THEREOF, THE METHOD OF APPOINTMENT THEREOF AND THE TERMS THEREOF; AND ESTABLISHING THE AREAS PERTAINING TO THE OPERATION OF THE AUBURN MUNICIPAL AIRPORT THAT SAID BOARD WILL BE CALLED UPON TO COUNSEL AND ADVISE THE CITY OF AUBURN ABOUT.", which was vetoed by Mayor Kersey. -2- I ~ ~ l'-- I-J ¡;::; C. It was moved by F1echsig,seconded by Lea, that Ordinance No. 2820 entitled "AN ORDINANCE OF THE CITY OF AUBURN, ç.¡ASHINGTON, CREATING AN AUBURN MUNICIPAL AIRPORT ADVISORY BOARD; SPECIFYING THE NUMBER OF MEMBERS THEREOF, THE METHOD OF APPOINTMENT TilEREOF AND THE TET",-"1S THEREOF; AND ESTABLISHING THE AREAS PERTAINING TO THE OPERATION OF THE .?¡.UBURN MUNICIP.?¡.L AIRPORT THAT SAID BOARD wILL BE CALLED UPON TO COUNSEL AND ADVISE THE CITY OF AUBURN ABOUT." be introduced only (to be referred to the Airport Committee Meeting for recommendation and brought back to Council on June 17). MOTION CARRIED ORDINANCE NO. 2819 It was moved by Darling, seconded by Lea, that Ordinance No. 2819 entitled "AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, PROVIDING FOR THE REZONING OF CERTAIN PROPERTY WCATED ON A PARCEL OF LAND ON THE SOUTHWEST CORNER OF 22nd STREET N.E. AND AUBURN WAY NORTH, SITUATE IN THE CITY OF AUBURN, WASHINGTON, CHANGING THE ZONING CLASSIFICATION THEREOF FROM M-l TO C-3." be introduced and adopted. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED RESOLUTION NO. 634 It was moved by Flechsig, seconded by Lawler, that Resolution No. 634 entitled "A RESOLUTION OF THE CITY OF AUBURN, WASHINGTON, AUTHORIZING THÈ" MAYOR OF THE CITY OF AUBURN TO ENTER INTO A TRANSFER AGREEMENT BETWEEN THE CITY OF AUBURN, THE MUCKLESHOOT TRIBE AND THE INDIAN HEALTH SERVICE (MEMORANDUM OF AGREEMENT AUTHORIZED BY RESOLUTION NO. 582, SIGNED JUNE 18,1973)." be adopted. MOTION CARRIED 328 AUBURiĊ¸, WASHINGTON MONDAY MISCELLANEOUS BUSINESS JUNE 3, 1974 Mayor Kersey announced that there will be an Executive Workshop !1eeting,'~of the City Council, on June 18, 1974, at 7:30 P.M. to discuss Revenue Sharing Allocations.
