The regular meeting of the Auburn City Council convened at 8:00 p.m. in the Auburn City
Council Chambers.

1. Call for Public Hearing on the request of Gerald C. Lybeck to rezone from R-4
(Multi-family) to a Conditional Use permit for a professional office for a parcel
of land on the southwest corner of 4th and "D" Streets N. E. (Application 32-76)
It was moved by Larson, seconded by Flechsig, that a Public Hearing be held on the
request of Gerald C. Lybeck (Application No. 32-76) on February 7, 1977, at 8:00
p.m. in the Council Chambers.

2. ~~ll for Public Hearing on a petition requesting annexation to the City of Auburn

4. Change Order No. 1 to Morris Construction Co. for Sanitary Sewer Imp. #29 for an
increase of $1,878.18 due to conflicts with existing utilities which arose during
construction which could not have been foreseen without considerable expense in
earlier exploration. Sanitary Sewer Imp. #29, replacement of sanitary sewer lines
and manholes in various locations in the city.
It was moved by Craig, seconded by Flechsig, that the adoption of Change Order No.
1 to Morris Construction Co. for an increase of $1,878.18, be approved.

PROCLAMATIONS, APPOINTMENTS AND ANNOUNCEMENTS
Mayor Kersey announced that the Chamber of Commerce has honored by proclamation citizens
of the City of Auburn who contributed their time and efforts in completing the Bicentennial
Park, substantially reducing the cost of the park and assuring its completion in the
bicentennial year. The city has also received a certificate for the park from the
national Bicentennial Commission.

COUNCIL COMMITTEE REPORTS
Municipal Building Codes Committee - Chairman Roegner
The next meeting of the committee will be January 24, 1977.
Airport Council Committee - Chairman Kitchell
The minutes of the committee meeting are a matter of public record.
It was moved by Kitchell, seconded by Lea, to instruct the City Attorney to draw up the
necessary papers to increase hangar rental rates at Auburn Municipal Airport by ~en
($10.00) dollars per month, effective March 1, 1977.
MOTION CARRIED
The public is invited to the February 7, 1977, council meeting to provide input on this
proposed rental increase.
The next meeting of the committee will be January 18, 1977, 7:30 p.m.

Jack Bereiter, City Attorney, clarified for Councilman Roegner and the public the necessity
of complying with regulations on bonding coverage (which this increase will make possible)
in order to avoid any legal action by the state or individual bond holders.

Chairman Craig reported that the Public Works Department will be reviewing sewer rates in
the near future in order to bring the rates into line with regulations of the Environmental
Protection Agency, which requires conformance from Metro and in turn from the City of
Auburn. This change in rates will mean increased costs to the larger users and little
Ino change to the average residential user.
was moved by Craig, seconded by Flechsig, to pay $3,000.00 to R.S.T. Disposal for an
'ustment on their solid waste contract with the city, upon receipt of a hold harmless
agreement and waiver of all claims from R.S.T. Disposal.

It was moved by Craig, seconded by Larson, that the City Attorney be instructed to draft
a resolution to accept a 5 x 20 foot section of land on the southwest corner of property
located at 1602 6th Street N. E. and owned by Mrs.Gera1dine Taylor, and to authorize payment
for this property, which is required by the city for relocation of the "R" Street sewage
pump station.

COl.lilcilman,Lea:questioned tile $60,000 that has gone to the Airport Fund over a period of I
time from interfund loans, and suggested that available monies from the 1976 budget be
used to payoff this fund and others.
Councilman Flechsig replied that these loans are made due to requirements of the state
auditor's office which do not allow any fund to be overdrawn, and that when the 1977 budget
is reopened any surplus should be used to payoff some of these loans; and in so doing the
city will be completely in accordance with the auditor's requirements.
Councilman Larson expressed concern that the Airport Council Committee was not involved in
the decision regarding interfund loan to the Airport Fund, and Mayor Kersey pointed out
that the time limit did not allow this.
Councilman Craig stated that the council is beginning to get a handle on the interfund
loan situation, and is working to stop problems of fund deficiency before they come to a
head.

It was moved by Flechsig, seconded by Craig, to authorize the Mayor and Finance Director
to call for bids for rental or purchase of a mini computer, bids to be openec at 11:00 a.m.,
January 31, 1977, and bid to be awarded at a special council meeting at 8:00 a.m., January
31, 1977, in the council chambers.
Councilman ,Larson hoped that further discussion would preceed action on the old cr;.,uputer.
Councilman Lea wished to caution council members against getting a computer' ./-',at might
not be able to handle the ci ty' s needs. Henry Farr, Finance Director assured the council
that the computer would encompass all needs of the ci ty.

It was moved by F1echsig, seconded by Lea, to authorize the Mayor to accept the agreement
with the King County Health Department for City of Auburn health services for 1977, and to
write a letter of the city's objection to the county'sbil1ing practice.

details of relocation of the city offices during construction of the new city hall at
the special council meeting January 31, 1977.

George Schuler, Planning Director, explained that changes were made from provisons of the
original ordinance, and that these changes are acceptable to the city and to the court
which had ordered that an agreement be arrived at with Standard Mining.
