ROLL CALL Councilmen present: Councilmen Roegner, Kitchell, Craig, Larson, Anderson, Flechsig, Lea. It was moved by Flechsig, seconded by Craig, that the minutes of the February 7, 1977, council meeting be approved with the'following correction: Page 5, first motion of Finance Committee, should include the stipulatior., "until these tl volunteers have reached 25 years of service". MOTION CARRIED PUBLIC HEARING Mayor Kersey declared the public hearing open on the request of the City of Auburn for vacation of alley right-of-way located in Block, 1st Addition to Slaughter (next to City Hall). The Planntng Department recommends approval of this request. No one spoke for or ~:~inst the request. It was moved by Larson, seconded by Roegner, that the public hearing on the vacation of alley r1~~t-of-way be closed. _.. MOTION CARRIED Mayor Kersey declared the public hearing open on the Fi'nal Assessment Roll for Local Improvement Dlict No. 288, street, sidewalk, sotrm drain, etc., for 23rd Street N. E. area. N e spoke for or against the request. It was moved by Lea, seconded by Flechsig, that the public hearing on the assessment roll for LID 288 be closed. MOTI ON CARRI ED It was moved by Lea, seconded by Anderson, that the Final Assessment Roll for Local Improvement District No. 288, street, sidewalk, storm drain, etc., for 23rd Street N. E. area, be approved, and the City Attorney be instructed to draw up the necessary ordinance. ROLL CALL VOTE: All councilmen voting YES. MOTION CARRIED CORRESPONDENCE Conditional Use Permit application from Harlan J. James to rezone from R-2 to a Conditional Use Permit for property located at 1026 Harvey Road (Application 7-77). Zone Change Application from Don Kirkman, David Hensel & Bill Belles to rezone from R-2 (Conditional Use Permit) to an amended Conditional Use Permit for property located on "MII Street N. MOTI ON CARRI ED AUDIENCE PARTICIPATION Mayor Kersey introduced Mr. Neil Barnes, Director of the Valley Communications Center, and Chief Jay Skewes. Chief of Police of Kent, to discuss with the council the city's participation -1- 232 AUBURN, WASHiNGTON TUESDAY FEBRUARY 22, 1977 in the Valley Communications Center. Mr. Barnes reported that the center is projected to be operational the first part of June or July, 1977, and that the cost to the City of Auburn for 1977 is approximately $70,000. This $70,000 figure was projected when the center was expected to open in February or March, 1977, and with the later opening date, will be reduced. This figure includes costs for capital outlay as well as personnel. The costs to Auburn in 1978 will be approximately $40,000, to cover the city.s share of personnel costs. This cost will be lowered by the city's share of whatever revenue the communications center derives from servir~ caarges to other participating agencies; perhaps lowered by as much as half. Expenses for future capital outlay is expected to come from grant monies. Councilman Craig questioned the efficiency of tre communications center system, and whether it would result in a true cost savings to the City of Auburn. Mr. Barnes explained how the system would work concerning calls from the Auburn area, and indicated that response time and quality would be equal to that currently enjoyed by Auburn ci ti zens. Chief Scyler commented that his department would still have to maintain a 24-hour dispatch capability in addition to using the communication center dispatch system, in order to cover for possible emergency should the center have a break-down, and to respond to the 86 local burglary alarms currently based in the station. However, participation in the communication center would decrease his requirements for dispatch personnel, at a savings of around $30,000 a year. He indicated that the central communications center would be very helpful to the police in dp'.~ ;ng with problems effecting nearby jurisdictions, allowing them to work together tJ solve them. Chief Spencer reported that use of the communications center would free one of the firemen for full time duty as a fireman, rather than a dispatcher, and that his department is in need of such extra work 7orce. He also noted that using the communications center, fire calls would be transmitted more quickly and additional help could be obtained from nearby fire departments if needed, resulting in less loss of property and lives. He commented that this could perhaps lead to a better class rating for the city which would lead to lower fire insurance for businesses and citizens. I Councilman Lea asked Chief Scyler and Chief Spencer to indicate any present problems they have that would merit the participation in the communications center. Chief Scyler answered his department has no present problems with the eXisting communication I system, except that it does require using two patrolmen for dispatchers part time, when they could be used on the street, and that it does not allow easy communtation with nearby police jurisdictions. Chief Spencer answered that the present communications his department has takes one fireman away from his duties as a fireman, and does not allow cooperation with nearby fire jurisdic- t ions. Councilman Anderson commented that it is difficult to weigh the intangible costs and returns of the communications center, but that it will lead to an overall upgrading of the city's police and fire services to the citizens. He also noted that with the Mayor as a member of the board that oversees the operation of thecommunications center, the city will have a definite say in the service it provides. Chief Skewes of Kent noted that with the current requirements fIDr service of the cities invol- ved in the center, we must look closely at utilizing our manpower more efficiently. He also stated that some of the vagueness about the costs of the center were due to a problem in making plans after commiting to the center, rather than before. Councilman Larson asked what the costs would be of maintaining the current system in the new city hall. Chief Scyler indicated that he would need additional dispatchers and also jailers without the communications center. Currently, dispatchers also act as part time jailers. At the suggestion of Mayor Kersey, the council agreed to refer this subjec~ back to the next Public Safety Committee meeting to further discuss some of the questions brought up, and to make a- recommendat i on to the cou ncil . -2- I AUBURN, WAShiNGTON TUESDAY t1 '\ FEBRUARY 22, }9~7 BID OPENINGS -.--.-- Bids were received on call for bids at 2:00 p.m., February 8, 1977, for theconstruction of the Senior Citizen Center at Les Gove Park. Tib.e Park Board recommends that a crmtract for theconstructi on of the Auburn Senior Center be a~rded to Coleman Gilchrist Company on their low bid of $294,899 (including the base bid and a~rnates nos. lA, 18, lC, 3A, 4, 5, 6, 7 and 8) and to include change order No.1 for patios and benches in the amount of $8,707, and that the awarding of the bid will be subject to the succesful execution of a Referendum 29 funding contract for this project with the State of Washington Department of Social and Health Services. J. Ness Construction Co. and R. W. Huff Construction Co. be held pending signing of the contract, and that the remaining bid bonds be returned. ROLL CALL VOTE: All councilmen voting YES. MOTI ON CARR I ED Councilman Flechsig complimented the Engineering Department on the number of bids received. Councilman Craig thanked everyone involved in helping to bring about the Senior Center. RECOMMENDATIONS The Department of Planning and Community Development recomemnds the following for council approval: 1. Call for public hearing on the request of Charles Jinneman and Richard Christofferson to rezone from R-3 (Duplex) to C-l (Light Commercial) a parcel of land on the east side of Auburn Way South in the 900 block known as 936 and 938 Auburn Way South (Application 3-77) MOTION CARRIED. 2. Call for public hearing on the request of Richard B. DeRemer to rezone from C-l (Light commercial) and R-2 (Single family)to C-3 (heavy commercial) a parcel of land located in the 3200 block on the south side of Auburn Way South (Application 1-77). It was moved by Craig, seconded Roegner that a public hearing ~e held March 7, 1977, on application 3-77 and 1-77, in the city council chambers. I 3. Call for public hearing on the request of Charles and Artis Petrich for an Open Space Classification under the provisions of R.C.W. 84.34 for a parcel of land 60 acres in size lying on the south side of the Stuck River east of Oravetz Road. -3- 234 AUBURN, WASHINGTON TUESDAY FEBRUARY 22, 1977 The Planning Department advises that this hearing must be held before 3 members of the Auburn City Council and 3 members of of the King County Council. It was moved by Lea, seconded by Larson, that a public hearing be held before the Planning and Community Development Committee and King County Council members on Tuesday, March 15, 1977,7:30 p.m., or another mutually agreeable time, on the Application for Open Space of Charles and Artis Petrich. MOTI ON CARR I ED The Department of Public Works recommends the following for council approval: 1. Authority to request funds from Washington State Highway Department for Section 209 High Hazard locations, Section 210 Roadside Obstacles, and Section 205 Pavement Marking Demonstration. I It was moved by Lea, seconded by Craig, to authorize the Department of Public Works to request funds for the recommended projects from the Department of Highways. COUNCIL COMMITTEE REPORTS MOTION CARRI ED Municipal Building r""..dittee - Chairman Roegner It was moved by Roegner, seconded by Kitchell, to authorize the commitee to employ an architect or designer to prepare plans for the remodeling of the temporary city hall locations. MOTION CARRIED It was moved by Roegner, seconded by Kitchell, to continue the city council meeting until 7:00 p.m., February 23,1977, to consider items related to city hall relocation. MOTI ON CARR I ED It was moved by Roegner, seconded by Kitchell, to authorize the Planning Director to order temporary metal partitions for use in the temporary city hall locations, from the Boeing surP11 company, at an approximate cost of $1,200. ROLL CALL VOTE: Councilmen Roegner, Kitchell, Larson, Anderson, Flechsig, Lea votin YES. Councilman Craig abstaining. It was moved by Roegner, seconded by Flechsig, to authorize Jack L~nge to purchase a dumping bed for a flat bed truck at a cost including tax not to exceed $2,000. MOTI ON CARR I ED It was moved by Roegner, seconded by Flechsig, to approve pay estimate to Hart & Crowser & Associates for $1,878.00 for a soils and engineering study for the new city hall, funds to be paid from allocated revenue sharing funds.
