The regular meeting of the Auburn City Council convened at 8:00 p.m. in the Auburn City Council
Chambers.
ROLL CALL
COUNCILMEN PRESENT:
Councilmen Roegner, Kitchell, Craig, Larson, Anderson, Flechsig and Lea.
It was moved by Roegner, seconded by Flechsig, that the minutes of the March 7, 1977 council
meeting be approved with the following correction:
Page 4, line 3 under BuiJding Committee report: The building owner would agree to allow
Irking spaces in the front of Ron's for use by city customers, and 10 spaces for city
d vehicles at the western edge of the lot.

PUBLIC HEARINGS
Mayor Kersey declared the public hearing open on the appropriation of the city's Federal
Anti-Recession Funds.
Councilman Flechsig presented the Finance Committee's recomfflfindation lor these lunds.
No one spoke against these z'ecommendations.
It was moved by Flechsig, seconded by Larson, to clOSe the public hearing on the anti-recession
funds.

RECOMMENDATIONS
The following are recommended to call for public hearing by the Department of Planning and
Community Development:
Request of Larry L. Jensen to rezone from R-4 (multiple family) to C-l (light commercial
property located on Academy Drive between 37th St. S. E. and the Auburn-Enumclaw Highway
(Application 5-77).
Request of Bartow Fite to rezone from M-2 (heavy industrial) to R-TP (Inobile home park)
property located in the 400 block of 37th St. S. E. (Application 6-77).
Request of Don Kirkman, David Hensel and Bill Belles to rezone from R-2 Condi tional Use perml
to an amended Conditional Use Permit for property located at "M" St. N. E. between 22nd and
18th Street N. E. (Application No. 8-77).
Reqoest of William A. Vance to rezone from R-2 and R-2 (single family and duplex) to R-4
(multiple family) property located at 707 8th St. N. E. (Application No. 9-77).
Request of Michael W. O'Brien to rezone from R-4 (multiple family) to R-4 with a Conditional
Use permi t to construct a display model home on property located on the east side of "M" St.
S. E., north and adjacent to the Burlington Norther Railroad and Highway l8 (Application
No. 11-77).
It was moved by Larson, seconded by Anderson, that a public hearing be held on the request
of Larry L. Jensen, Application 5-77, Bartow Fite, Application 6-77, Don Kirkman and David
Hensel and Bill Belles, Application 8-77, William A. Vance, Application 9-77, and Michael
W. O'Brien, Application 11-77, on April 4, 1977, at 8:00 p.m., in the Council Chambers.

PROCLAMATIONS, APPOINTMENTS AND ANNOUNCEMENTS
Mayor Kersey announced that Metro will be holding a public meeting in Auburn at the Little
Theatre on Wednesday, March 30, 1977, at 7:30 p.m. to review the route changes connected
wi th the new park and ride lot in Auburn, and to listen to the desire of the ci tizens for
local service.
Any departments wishing to apply for positions through CETA or the Neighborhood Youth Corps
programs should submit request right away in order to participate for this year.

A proclamation was signed last week declaring the week of March 14, 1977, Demolay Week in the
Ci tlJof Auburn.
COUNCIL COMMITTEE REPORTS
Building Codes Committee - Chairman Roegner
It was moved by Roegner, seconded by Kitchell, to authorize the City Clerk to call for bids
on the demolition of the city hall, bids to be opened sometime during the week of April II
through the l5th, 1977.

MOTION CARRIED
It was moved by Roegner, seconded by Kitchell, to authorize payment to the AD Art Sign Co. of
$242.42 for painting and installing the sign required by E. D. A. for the new city hall con-
struction project.

It was moved by Roegner, seconded by Flechsig, to authorize payment to McConnell's Electric
Company of $l,350.00 for installation of the necessary electrical outlets in the temporary
city hall location.

Airport Council Committee - Chairman Kitchell
The minutes of the committee meeting are a matter of public record. The next meeting will
be April 5, 1977, 7:30 p.m.
Utilities Committee - Chairman Craig
Ie waS moved by Craig, seconded by Larson, to authorize a credit to CHG International of $83.09
for each of 20 water services installed by them in the Skycrest Terrace II development, to be
credited to their future installations in that area.
RI CALL VOTE: All councilmen voting YES. MOTION CARRIED
T committee reviewed the question of irregularities on the low bid of Surface Construction for
C ract 77-0l. Public Works reported that these irregularities have since been corrected
by the contractor. The committee Iound no reason to reject the low bid due to the irregulari-
ties, waives the irregularities, and confirms award to Surface Construction on their low bid.
The Building Committee is asked to attend the next meeting of the utility Committee to discuss
effective use of funds involving both; that meeting will be Thursday, March 24, 1977, 7:30 p.m.
Planning and Community Development - Chairman Larson
The committee members will meet at city hall at 9:15 a.m., Wednesday, March 23, 1977, to tour
the Neely Mansion.

The ground breaking for the Auburn Senior Center is scheduled for March 28, 1977, at 9:30 a.m.

Jaycee Auxiliary for the weekends of June lO, l7 and 24th, 1977 for the men's A & B and the
In's A & B and the men's open softball tournament, subject to the condition that no gum

Len Chapman reported on an upcoming Auburn Community Night at the Seattle Sounder's soccer
game on April 30, 1977. Tickets will be sold by local clubs and features at the game will
reflect local interests.
The next committee meeting will be held April 12, 1977, 7:30 p.m.
Public Safety Committee - Chairman Anderson
There will be no action requested on Ordinance No. 3165 at this council meeting.
The next committee meeting will be March 29, 1977, 7:30 p.m.
Finance committee - Chairman Flechsig
No' bid was received on the cash register offered for bid on March 15, 1977. The committee
proposes to put it up for auction at a later date.
Bids were received on the sale of the Honeywell computer March 15, 1977. Brown Computer Service
of Missouri bid $6,800.00, and Unit Record Service of Massachusetts bid $2,551.00

c~eck be returned to unit Record Service, and to authorize re-advertisement of the bid
sale of the Honeywell computer.

replied that costs of storage are being investigated.

Street & Engineering Committee - Chairman Lea
The Urban Arterial Board decision on funding of the Main Street project will be coming in
early April.
It was moved by Lea, seconded by Larson, to authorize the city to communicate with the Wash-
ington State Highway commission it~ a~proval of the proposed program to allow the Washington
State Bicycle Association to use S. R. 167 from 15th St. S. W. northerly to 84th Avenue N. E.
for the National Championship Time Trials.

the help of the City Attorney, to prepare a resolution to encourage the Soil Conservation
Service to include the West Side Project in their study and in their environmental impact

CONNECTION REQUIRED) AND 13.20.110 (COMPULSORY SEWER CONNECTIONS) REQUIRING PROPERTY OWNERS WITHIN
TWO HUNDRED FEET OF AUBURN MUNICIPAL SANITARY SEWER LINES (WHETHER WITHIN OR WITHOUT THE AUBURN
CITY LIMITS) TO EITHER CONNECT TO SAID SEWER LINE OR IN THE ABSENCE OF A HEALTH HAZARD, TO PAY

Councilman Roegner questioned the charging of homeowners who are not connected to the sewer,
when there is no health hazard.
Councilman Craig answered that allowing homeowners not to hook up to the sewer or pay a Chargel
creates difficulties in putting in publi c utili ti es . Homeowners migbt choose not to partici-
pate until they absolutely have to, at a later date, making the initial cost of the utility
higher and creating more work in connecting to the utility after it is completed. Also,
this ordinance brings utilities outside the city limits into line with those requirements
of u~ilities inside the city limits. The state has given the city the authority to require
this connection of homeowners if the ci ty so chooses.
Councilman Roegner stated he felt this proposed requirement should be thoroughly looked into
before proceeding further, to see what revenue would be lost in allowing homeowners not to
hook up if they so desired.

was to insure the continuing development of public utilities.
