The regular meeting of the Auburn City Council convened at 8: 00 p.m., in the Auburn Ci ty Council
Chambers.
ROLL CALL
COUNCILMEN PRESENT:
Counc.Llmen Roegner, Ki tchell, Cra.ig, Larson, Anderson, fi'1echsig fLea.
It was moved by F'lechsig, seconded by Kitchell, that the minutes of the March 21,2977 council
meeting be approved with the following correction:
Page 2, next to the 1as t paragraph, should z'ead "It was moved by Roegner, seconded by Flech-
sig, to award Me:Connell's Electric .company the bid on the installation of the necessary elel
trical outlets in the temporary city hall location, in the amount of $1,350.00".
PUBLIC HEARINGS
1. Mayor Kersey declared the public hearing open on the request of LaITY l~. Jensen to rezone
from R-4 (multi-family) to C-l (light commercial) a parcel of land located on the
northeast corner of Academy Drive and the Auburn-Enumclaw Highway (Application 5-77).
The Planning Commission recommends approval of this request because it will conform to
the intent of our Comprehensive Plan and will provide a needed service to the neighbor-
hood and consideration should be given to the dedication of the west 12 feet of the
property for street purposes that was set aside within the short subdivis,ion of this
site for the future widening of Academy Drive.
Mr. Bill Belles, 5616 AubuL~-Enumclaw Highway, stated he was available for any questions
on the request.
No one spoke against this request.
It was moved by Lea, seconded by Larson, to close the public hearing on the request
of Larry L. Jensen.

It was moved by Lea, seconded by Larson, that the request of LarL'y L. .Jensen to rezone
from R-4 (multi-family) to C-l (light conwercial) a parcel of land located on the I
northeast corner of Academy Drive and the Auburn-Enumclaw Highway, be approved, that
the Planning Commission recommendations be concurred with, and that the City Attorney
be instructed to draw up the necessary ordinance.

2. Mayor Kersey declared the public hearing open on the request of Bartow Fi te to rezone
from M-2 (heavy industrial) to R-TP (mobLIe home park) a parcel of 14 acres in size
located on the north side of 37th St. S. E. in the 400 block (Application 6-77).
A letter from Mr. Fite dated March 24, 1977, asked that the council table this request
until a later date.
No one spoke for or against this request.
It was moved by Flechsig, seconded by Larson, that the public hearing be closed on
the request of Mr. Fite.

It was moved by Flechsig, seconded by Lea, to table the rezone request of Bartow Fite
until the council meeting of June 6, 1977.

The Planning Commission recommends approval of this request because it will conform to
our Comprehensive Land Use Plan and the proposed uses would be less detrimental to the
surrounding properties because the bu.i1dings would be of single story construction wi th a
considerable amount of open space and landscaping and the operations conducted within the
buildings will have to be licensed and supervised aIld if approved the following condi-
tions should be included in the oz'dinance:

1. That the plot plans and exterior elevations submi tted wi th the application shall
be attached to and become a part of the permit.
2. That "M" st. N. E. abutting the site be improved to a 44 foot roadway including
curbs, sidewalk, street l.ighting, etc. All constructed to city standards by'L.I.D.
or other means.

beyond what is shown 011 tho site plan addi tJonal :r:ight of way will have to be

approved, that the Planning Con~ission reconmendations be concurred with, and the City
Attorney be instructed to draw up the necessary ordinance.

Gerold Harrell to rezone from I~-2 (single fami.2y) and R-] (duplex) to R-4 (mul ti-
family) a parcel of land approximately 27,000 sq. .ft. in size located on the north
side of 8th St. N. E. in the 700 block (Application 9-77).
The Planning Commission reco~nends approval of this request because it does conform to
our Comprehensive Land Use Plan. The commission also recommends that the recommendation
of the Planning Diz:ector regarding the dedication of the north 25 feet of the property
for the future extension of 9th St. N. E. be deleted.
Mr. Bill Vance, 2819 Forrest Ridge Drive, stated that he was available for any questions
on this request.
It was moved by Lea, seconded by Larson, to close the publi.c hea:r:ing on the request
of Vance and Harrell.

Mayor Kersey declared the public hearing open on the request of Michael W. O'B.rien to rezone
from R-4 (multi-family) to R--4 w_ith a Conditional Use Permit to construct a model disI~lay
home for use as a sales office on a parcel of land located on the east side of "M" St.
S. E., north and adjacent to the Burlington Northern Ra,ilroad right-of-way (Application
11-77) .
The Planning Commission recommends approval of this request because it would conform
to our Comprehensive Zoning OrdinanceJ and the building to be constructed upon the
site will be a single family dwelling that will be compatible with the surrounding single
family yses. Also if approved, the foLlowing 1C0nditi.ona should be incorporated into the
ordinance:
1. That the plot plan and exterior elevations submitted with the application be attachea
to and become a part of the permit.
2. That the off-street parking be arranged so that vehicles when leaving the pa~king
lot will not have to back out onto "M" St. S. E.

3. That any sign advertising the sale of bui.Zdings and/or the company name be restl:icted
to a low profile ground sign no more than 42 inches in height or a face sign
attached to the wa.ll of the building. These signs shall be indirectly 11 t and shall
not have any beacon, mov.ing or flashing Lights. The siz.e and design of the s,ign
shall be approved by the Planning Director.

any questions on this request.

It was moved by Lea, seconded by Flechs.i g, that .Application 14-77 be referred to the
next meeting of the Planning Comm.ission.

Mr. Smith, a homeowner in the 26th and "Mil S. E. area of Auburn, asked that council
consider the proposal regarding sanitary sewer connections in that area at this time.
Councilman Craig explained the proposal and how it came about:.
It was moved by Craig, seconded by Larson, that the ci ty coullc,il author,ize payment of
one-half of the charges for sim.i tary sewer connection fOT the property owners on "N" St.
S. E. involved in the TJti.Iity Committee proposal for that area, in the amount of
approximately $8l9.49 peT house, and that this payment be considered together with other
payments that. property OWners make in .lieu of future assessments for the sewer line,
and that all prope:r:ty owners make payment to the ci ty of all delinquent charges for
the sewer rates that are presently owing to the city.

Bids were received on a caLI f01: bids at .11:00 a.m., MaTch 29, 1977, for the purchase
0,[ a copy ma.chine for the Po,Iice Department. Eight companies submi tted bids. The Police
Department recommends that the bid be awarded to A. B. Dick Products on their hid of
$1,695.00 plus tax for a total bid of $1,786.53 for the A. B. Dick 695 Dry Copier.
It was moved by Flechsig, seconded by Anderson, to authorize the lease of an A. B. Dick
Copier for the Police Department for a period of three years at a cost of $61.87 per
month, plus $229.00 per year for maintenance service.

ment with them.

Street & Engineering Committee - Chairman Lea
Chairman Lea wished to make record of the corrected Street Committee minutes of 3/16/77.
The second line which read "The Mayor asks that the ally be improved to City standards",
is corrected to read "The Mayor's memorandum brought to the committee's attention the
condi tion of the unimproved alleyway and suggested that it may bear looking into".
Chairman Lea noted that Resolution No. 788 regarding the letter to the Soil Conservation
Service , is not meant to construe any intention of the ci ty to participate financially in
the project;
