The regular meeting of the Auburn Ci ty Council convened at 8: 00 p.m. in the
Auburn School District Board Room.
ROLL CALL
COUNCILMEN PRESENT:
Councilmen Roegner, Kitchell, Craig, Larson, Anderson
F1echsig and Lea.
It was moved by F1echsig, seconded by Larson, that the minutes of the council
meeting of September 6, 1977, be approved as mailed.
Councilman Lea opposed.
MOTION CARRIED
PUBLIC HEARINGS
1. Mayor .Kersey declared the public hearing continued on the petition of
abutting property owners for the vacation of alley right-of-way south
of 1st Street S.W. between "A" and "B" Street S.W. No one in the
audience spoke for or against the request. It was moved by Larson,
seconded by Flechsig, that the public hearing be closed.
MOTION CARRIED
It was moved by Craig, seconded by Lea, that the city attorney be
instructed to draft the necessary ordinance granting the vacation of
alley right-of-way south of 1st Street S.W. between "A" and "B" Street
S.W., to include that a public utility easement be retained over, across,
upon and underneath the entire portion of alley to be vacated for ingress
and egress for the purpose of installing, laying and maintaining all
public utilities.
ROLL CALL VOTE:
All councilmen voting YES.
MOTION CARRIED
2. Mayor Kersey declared the public hearing continued on the petition of
John W. Kelly for vacation of street right-of-way situated on Reddington
Road directly east of "I" Street N.E. between 36th and 38th Street N.E.
No one in the audience spoke for or against the request. It was moved
by Flechsig, seconded by Craig, that the public hearing be closed.
MOTION CARRIED
Craig, Geo~ge Schuler and Pat Nevins discussed the possibility of a
utility easement being retained for this vacation, but it was determined
that this would not be appropriate at this time because of the uncertainty
of the title, to this property. It was moved by Craig, seconded by F1echsig
that the city attorney be instructed to draw up the necessary ordinance
granting the vacation of street right-of-way situated on Reddington
Road to include the provision that the city retain access to the river
for maintenance of the dike.

All councilmen voting YES.

CORRESPONDENCE
The ci ty clerk read three rezone applications: 1) Request from John W. Underwood
to rezone from R-2 to R-4 a parcel of land adjacent to the west line of Brannan
Park and 140 feet north of 28th Street N.E. (Application 29-77), 2) Request from
Karl A. Juergens to change from C-3 to R-4 property located on the east side
of Auburn Way North in the 4700 block (Application 30-77), and 3) Request of
John and Marlene Kingman to change from R-2 to R-3 property located on the
west side of "N" Street S.E. in the 3300 block between 37th and 32nd S.E.
(Application 31-77). It was moved by Lea, seconded by Flechsig, that
applications 29, 30 and 31 be referred to the Planning Commission.

RECOMMENDATIONS
The following items are submitted by the Director of Public Works for council
approval:
1. Change Order No. 2 to Moss Construction Co., St. Imp. 186, 3rd St.
N.E./N.W. construction, increase in the amount of $2,100.96, necessary
to replace water line at 3rd & "A" N.E. due to conflict of grade
between new storm line and existing 4 inch water line. It was moved
by Craig, seconded by Anderson that Change Order No. 2 to Moss
Construction, for an increase of $2,100.96 be approved.

All councilmen voting YES.

2.
Authority to call for Public Hearing on LID 289 assessment roll, hearing
to be held November 7, 1977. It was moved by Flechsig, seconded by
Lea, that a public hearing be held November 7, 1977, at 8:00 p.m.,
in the Auburn School District Administration Building Board Room on the
assessment roll for LID 289.
ROLL CALL VOTE:
All councilmen voting YES.
MOTION CARRIED
3. Credit oE $13.34 to account #590.04240 (solid waste disposal service)
to correct billing of privately owned container. It was moved by Craig
seconded by Anderson, that account #590.04240 of Valley Enameling,
3401 "c" Street N.E., be credited $13.34.
ROLL CALL VOTE:
All councilmen voting YES.
MOTION CARRIED
4. Credit of $27.90 to account number 135.08100 due to a leak on the city's
side of the meter. It was moved by Craig, seconded by Anderson, to
credit the account of Wallace Wisner, #135.08100, of 2302 Skyway Lane.

All councilmen voting YES.

The following items are submitted by the Director of Planning and Community
Development for council approval:
1. Call for public hearing on the request of Dean A. Chaussee and William
W. Bernbeck to rezone from R-2 to R-4 property located on the north side
of 8th St.N.E. approximately 200 feet from Auburn Way North (Application
26-77) .
2. Call for public hearing on the request of Wick Homes, Inc. to rezone from
Unclassified to R-2 a parcel of land 38 acres in size located east of the
existing subdivision of Cameron Village No.1 (Application 27-77).
3. Call for public hearing on the request of Subdivision Management, Inc.
for approval of a preliminary plat to be known as Janssen's Addition loca-
ted on a parcel of land east of Cameron Village No. 1 and extending east
to 148th Avenue S.E. (Application P-7-77).
4. Call for public hearing on.the request of Crestwe1l Holdings Ltd. for
approval of a preliminary plat to be known as Riverside Manor located
on a parcel of land 72 acres in size lying on the south side of the White
River approximately 1.5 miles east of "R" St. S.E. (Application P-8-77).
5. Call for public hearing on the request of Feist, Mastro, Michelotti,
Mondchien and Terrana for a five (5) year extension to an existing
Special Property Use Permit for gravel removal on a parcel of land
approximately 10 acres in size lying on the west side of the West
Va11y Highway (Application 19-77).
It was moved by Lea, seconded by F1echsig, that a public hearing be held
October 3, 1977, at 8:00 p.m., in the Auburn School District Administration
Building Board Room, on each of applications 19, 26 and 27-77, and P-7 and
P-8-77.

6. Request approval of final plat of Dev/Con's Crofton Townhomes (formerly
Forest Ridge Townhouses) located on the east side of Elm St. S.E.
and lying south of the Sherwood Apartments and the F.A.A. center.
(Application P-4-77). The Planning Commission recommends council
approval of this final plat and further that the mayor and ci ty clerk
be authorized to sign the face of the plat upon receipt from the Public

It was moved by F1echsig, seconded by Larson, that the city attorney
be instructed to draw up the necessary ordinance approving the plat,
and that the mayor and city clerk be authorized to sign the face of
the plat upon receipt of the necessary assurance regarding public
improvements.

7. Request approval of the final plat of the D. M. Young Construction Company
for Cedar Hollow located on a parcel of land 4.5 acres in size on the north
side of 29th St. S.E. approximately 130 feet west of "M" St. S.E.
(Application P-5-77). The Planning Commission recommends council approval
of tlJis final plat and that the mayor and ci ty clerk be authorized to
sign the face of the plat upon receipt from the public works department
that the public improvements have been installed and/or the necessary
performance bond or other form of assurance has been filed. It
was mOlVed by F1echsig, seconded by Larson, that the ci ty attorney be
instructed to draw up the necessary ordinance granting the final plat,
and that the mayor and ci ty clerk be authorized to sign the face of
the plat upon receipt of the necessary assurance regarding public
improvments.

Municipal Building Codes Committee - Chairman Roegner
It was moved by Roegner, seconded by Flechsig, to approve Change Order #2
to Contract 77-10, Piling and Ekcavation for the new city hall, for a
decrease of $1,300.

MOTION CARRIED
It was moved by Roegner, seconded by Ki tche11, to approve Change Order #1
to Contract 77-20, Construction of the New City Hall, Merit Company -
Contractor, for an increase of $3,935.00.

It was moved by Roegner, seconded by Flechsig, to apprOVe.i_dY Estimates
1296, 1297 and 1300 to Hart Crowser and Associates in the amount of $112.50,
$1,713.09 and $851.35, respectively, for inspection services on the new
city hall construction.

Airport Council Committee - Chairman Kitchell
The meeting minutes are a matter of public record.
Utility Committee - Chairman Craig
The committee mdnutes are a matter of public record. It was moved by Craig,
seconded by Anderson, to authorize city participation in the proposed LID on
"I" Street N.E. for a waterline, in the amount of $14,050.
ROLL CALL VOTE:
All councilmen voting YES.
MOTION CARRIED
The utility committee meeting of October 6, 1977, will probably be rescheduled.
Planning and Community Development Committee - Chairman Larson
It was moved by Larson, seconded by Roegner, to approve a pay estimate from
O.R.B. for professional services performed on the Senior Citizen Center
in the amount of $884.25.

for housing repairs for the low income elderly under the King County Housing
Block Grant Program be wai ved.

It was moved by Flechsig, seconded by Lea, to approve the voucher expendi tU1!es
for the period August 31, 1977 through September l3, 1977, in the amount of
$1,342,853.96 and payroll expenditures for the two week period ending 9/11/77
in the amount of $107,677.04.

Councilman Flechsig asked that an executive session be held at the end of
the regular council meeting to discuss personnel.
Street & Engineering Committee - Vice Chairman Craig
It was moved by Craig, seconded by Anderson, to instruct the city attorney
to draw up the necessary resolution calling for a public hearing on the
propesed vacation of a portion of "L" Place S.E., provided that the formal
petition for vacation is received and properly certified before the next
regular council meeting.
