CITY OF AUBURN
COUNCIL MEETING MINUTES
September 3, 1985 7:30 p.m.
CALL TO ORDER
I. A. Flag Salute
The regular meeting of the City of Auburn Council was
called to order by Mayor Bob Roegner at 7:30 p.m. in
the City of Auburn Council Chambers. Mayor Roegner
led those in attendance in the pledge of allegiance.
B. Roll Call
Those in attendance included Mayor. Bob Roegner,
Councilmembers Colburn, Kurle, Larson, Walters,
Whittall, and Wisner; staff members Jack Bereiter,
City Attorney; Len Chapman, Parks & Recreation
Director; Frank Currie, Public Works Director; Pat
Dugan, Planning Director; Jake Evans, Police Chief;
Bob Johnson, Fire Chief; Dan Clements, Finance
Director; Coralee McConnehey, City Clerk; Gretel
Sloan, Personnel Director; and Darlene Cruz, Deputy
City Clerk. Councilmember Burns was excused.
C. Announcements and Appointments
Anouncements - The Mayor presented Billy M. Ramsey,
accompanied by his family, with a heroic award for
saving the life of another human being and proclaimed
September 4 as Billy M. Ramsey Day.
Appointment - Mayor Roegner recommended Darlene Cruz for ,
appointment as City Clerk. MOTION by Larson, SECOND
by Walters, to confirm the Mayor's appointment of Darlene
Cruz as City Clerk. MOTION CARRIED UNANIMOUSLY.
D. Agenda Modifications included ordinance 4085.
CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE
II. A. Public Hearing
1. Continued Public Hearing on Don Hodson Rezone from
R-2 (Single Family) to R-3 (Duplex), property located
on the north side of 29th Street S.E. in the 800
block. (16-85) (Wisner/Dugan)*
Mayor Roegner announced the Hearing Examiner will
hear new information on the Environmental Impact
Appeal on September 17, 1985.
Phill Celver, 907 28th Street S.E., who spoke
against the rezone voiced concerns on the housing
patterns. Multi-family dwellings have increased
21.48 while single family dwellings have only
increased 28, he stated. The trend was now
reversing back to single family dwellings.

1. Don Hodson Rezone (Continued)
Joyce Celver, 907 28th Street S.E., who spoke
against the rezone expressed her concerns on the
Comprehensive Land Use Plan as being supportive of
the rezone. Celver noted that it was only a guide.
Meetings that were held from 4/11/85 through
6/27/85 were intended for citizens to give input
on the Comprehensive Plan process. Concerns
arising from the meeting included traffic, housing
mix, and pride in home-ownership. She asked for a
judgement against the rezone.
Mrs. Hodson expressed her opinion regarding the
type of dwelling in relation to the demands of
building, and stated the demands to build a single
family dwelling were unreasonable. She also
offered the piece of property to any interested
buyer.
Carol Egge, 2814 H Street, who spoke against the
rezone was concerned about the noise level of the
neighborhood. The fence and landscape buffer that
Hodson proposed were not going to reduce noise.
Egge said Barghausen had noted Hodson had
discussed plans with Planning Commission; however
those discussions were prior to input on the 1969
Comprehensive Land Use Plan. The plans have now
been changed. Only one small, surrounding pro-
perty had been rezoned since the plans. There
was presently no traffic to the north, but the
' Planning Commission would like to have access from
28th to 29th Streets. She felt access would cause
a traffic problem and a cul-de-sac would not be
safe with a multi-family dwelling at the end of
it. She noted there were no specific plans as to
what would be done about it. Egge also said the
Hodsons being property owners for fifteen years
was irrelevant to the issue.
Mr. Moravec, 908 28th Street S.E., who was against
the rezone submitted a letter for the record.
Linda Walter, 811 26th Street S.E. who spoke
against the rezone was concerned with the deva-
luation of the neighborhood.
Kathleen Clyde, 906 28th Street S.E. who spoke
against the rezone stated that fifty-eight peti-
tioners, the majority of the neighborhood, were
against the rezone. Clyde was concerned with
the rezone jeopardizing the life-time savings of
senior citizens who have invested in homes.
Shirley Montgomery, 1106 28th Street S.E., who spoke
against the rezone submitted to the Council pic-
tures of her backyard as it presently exists.
She voiced her concerns on the density of the
population in a small community. Montgomery
requested the Council to take a good look at the
direction of the rezone if it was passed.
MOTION by Wisner, SECOND by Walters, to close the
public hearing. MOTION CARRIED UNANIMOUSLY.

2. Amendments to Hearing Examiner ordinance regarding
notification of the Hearing Examiner's final decision
and extending the appeal period for appeals of the
Hearing Examiner's final decision. (Wisner/Dugan)*

public hearing. MOTION CARRIED UNANIMOUSLY.

Municipal Services Meeting Night Change
MOTION by Kurle, SECOND by Colburn to instruct the
City Attorney to change the Municipal Services Meeting
to the Tuesday of the week following the Council
Meeting. MOTION CARRIED UNANIMOUSLY.
B. Planning & Community Development - Chairman Linda
Wisner - Minutes are of public record.
C. Public Works - Chairman Bud Larson - Minutes are of
public record.
D. Finance - Chairman Gene Colburn - Colburn reported on
the meeting held just prior to the Council meeting and
noted all items were on the agenda or modifications.

VI. OLD BUSINESS - None.
VII. NEW BUSINESS
A. Block Grant Funds - MOTION by Wisner, SECOND by
Walters to authorize the transfer of unexpended funds
of the Sidewalk Project and Storm Sewer Project to the
Housing Repair Project. MOTION CARRIED UNANIMOUSLY.
B. Ordinances and Resolutions
1. Ordinance 4079 - Approves the Mark Holcomb rezoning
of a parcel of land 1.83 acres in size located on the
east side of Randall Avenue S.E. in the 5400 block
from Unclassified to R-S (Suburban Residential).
MOTION by Wisner, SECOND by Walters to introduce and
adopt Ordinance 4079. MOTION CARRIED UNANIMOUSLY.
2. Ordinance 4080 - Approves Greg and Ramona Large
rezoning of a parcel of land 2.5+ acres in size and
located on the west side of Auburn Way North in the
5100 block from Unclassified to C-3 (Heavy
Commercial). MOTION by Wisner, SECOND by Walters to
introduce and adopt Ordinance 4080. Larson voted no.
MOTION CARRIED.
3. Ordinance 4081 - Amends Ordinance No. 4048 which
created the hearing examiner system. (Passed under
Public Hearing Section, Item II A.)
4. Ordinance 4082 - Adopts the ICMA Deferred
Compensation Plan for City of Auburn employees.
MOTION by Colburn, SECOND by Whittall to have the
Finance Committee review the ICMA Deferred
Compensation Plan. MOTION CARRIED UNANIMOUSLY.
5. Ordinance 4083 - Maquinna Limited Partnership
Conditional Use Permit for 100 bed nursing home on
the south side of 29th S.E. in the 500 block. MOTION
by Wisner, SECOND by Walters to introduce and adopt
Ordinance 4083. MOTION CARRIED UNANIMOUSLY.
6. Ordinance 4084 - Creates LID 337, the construction
and installation of improvements along Lund Road.
MOTION by Larson, SECOND by Kurle to introduce and
adopt Ordinance 4084. MOTION CARRIED UNANIMOUSLY.

7. Ordinance 4085 - Auburn Downs Bond Sale. MOTION by
Colburn, SECOND by Wisner to introduce and adopt
Ordinance 4085. MOTION CARRIED UNANIMOUSLY.
8. Resolution 1615 - Authorizes segregation of LID 311
Assessment 28. MOTION by Larson, SECOND by Kurle to
adopt Resolution 1615. MOTION CARRIED UNANIMOUSLY.
9. Resolution 1616 - Authorizes segregation of LID 312
Assessment 26. MOTION by Larson, SECOND by Kurle to
adopt Resolution 1616. MOTION CARRIED UNANIMOUSLY.
10. Resolution 1624 - Authorizes the Mayor and City Clerk
to execute agreement with Thomas S. Aiton for connec-
tion of sanitary sewer on Auburn Way South.
Wisner expressed several concerns related to this
resolution. Dugan and Currie explained this procedure
allowed someone to come in and propose a way to handle
the sewer main problem for their development
MOTION by Larson, SECOND by Kurle to adopt Resolution
1624. MOTION CARRIED UNANIMOUSLY.
III. MAYOR'S REPORT
September 23 goal setting workshop at 5:30 P.M., in the Council
work area.
IX. EXECUTIVE SESSION and ADJOURNMENT
The meeting was adjourned to an executive session at 8:55 p.m.
to discuss labor negotiations.
