ADJOURNMENT ' There being no further business, the meeting vase adjourned at 8:08 p.m. Robin Wohlhueter, City Clerk _ 87M9.21-1,2 ~i - 5- ~ ,i CITY OF AUBURN COUNCIL WORKSHOP 1988 GOALS September 21, 1987 The meeting was called to order at 5:00 p.m. Those in attendance included: Councilmembers Brothers, Burns, Rurle, Larson, and Walters; Mayor Roegner; Joe Haberstroh from the South Bureau, Seattle Times; Stuart Eskenazi from the Tacoma News Tribune; and Vern Forslund, an Auburn citizen. Mayor Roegner went over the proposed City goals for 1988 with members of the City Council. Councilmembers indicated general support for the goals with the understanding that budget propo- sals from the Mayor to the Council would be made as they relate to the City goals. Councilmember Brothers indicated strong sup- port for staffing for the Game Farm Park, an interest in addressing social service issues, and support for public safety initiatives. Councilman Rurle indicated support for the goals as proposed and asked questions on the DARE program. Councilmembers Larson and Walters indicated they would like to hear more about the coordinated computerized permit tracking system; Councilmember Burns indicated support for Game Farm Park staffing and also asked if it would be possible to have the staff do a presentation on the City's computer plan. Councilmember Burns also asked for a discussion with regard to the Capital Improvement Program (CIP). Mayor Roegner handed out the recommended CIP plan which will go to the Planning Commission and to the City Council in about sixty days. The first section of the plan calls for a public bond issue in 1989 to include expansion of the Senior Center, a new community center, and expansion of the .library. Mayor Roegner indicated that the budget projections were still very preliminary in nature, and within the next few weeks final revenue numbers would be available. The workshop on City goals adjourned with general support from all Councilmembers for the recommended city goals. Chris Rawlings, represented Boy Scout Troop 343, read a letter requesting Counci consider widening Auburn Way South from Piggly Wiggly to the Auburn City limit Troop 343 suggested widening Auburn Way South in order to provide a safer traffic flow for the camnunity. Chris Rawlings thanked the Mayor and Council for their attention, and asked that a response be forwarded to them. C. Correspondence - None III. COUNCIL COYIVHTTEE REPORT'S A. Municipal Services Chairman Wisner reported the Municipal Services has not met since the last Council meeting. The next Municipal Services Camnittee meeting will be Wednesday, October 14 at 7:30 p.m. B. Planning do Camnunity Development Chairman Burns reported the Planning 6c Community Development Ca~mittee met on September 29, 1987 and the minutes are of public record. Chairman Burns requested the September 29, 1987 minutes be amended to reflect the absence of Councilmember Wisner. C. Public Works Chairman Larson reported on the Public Works Camnittee meeting held on October 1, 1987. The minutes are of public record. The next Public Works Camnittee meeting mac, r..... D. Finance Chairman Kurle reported the Finance Committee met at 7:00 p.m. prior to the Council meeting tonight. Items that were discussed appear on tonight's agenda. Motion by Councilmember Larson, second by CouncIlmember Wisner to approve Consent Agenda Items IV.A through IV.E. MGPIGN CARRIED UNANIMWSLY. 7-0. V. OIA BUSINESS ' A. Rezone Application No. 21-8? Council approval on rezone Bequest fran R-4 (Multiple Family District) to M-1 (Light Industrial District) and a Canprehensive Plan Map amendment from high density residential land use to light industrial on property located on the south side of 3rd Street S.W. in the 300-400 blocks. Councilmember Burns informed the Mayor and Council he had been contacted by neighborhood residents who abut the proposed rezone. Motion by Councilmember Burns, second by Couneilmember Wisner to approve the rezone and Comprehensive Pian Map amendment based upon the Findings of Fact and Conclusions as outlined, and instruct the City Attorney to prepare the necessary ordinance and resolution. Councilmember Kurle pointed out pursuant to ACSN 42.36.060 regarding quasi-judicial proceedings, this letter is to inform the Mayor and City Council, and to enter into the public record that he accepted the invitation of Kathleen Hayes to attend a meeting on September 28, 1987 to discuss rezone Application 21-87. Final Plat -Application No. P-1-84 Request Council approval on the request of Steve Lone, Richard Burnham and Jean M. O'Brien for the Final Plat of Lone's Third Addition to be located at the easterly end of 12th Street N.E. and adjacent to the Green River consisting oP 4.2 acres and situated in an R-1 (Single Family) zone, and reconmend the City Attorney prepare the necessary ordinance. MAYOR'S REPOKI' Monthly Report Mayor Roegner stated the Council will receive his monthly report by the end of this week. s Senior Center 10th Anniversary Couneilmember Larson noted the Senior Center will be celebrating their 10th anniversay on Friday, October 9, 1987. Ongoing entertainrts;nt and activities have been scheduled for anyone who would like to participate. IlI. Announcements and Appointments 1988 Budget Workshops Mayor Roegner announced the schedule for the 1988 Budget Workshops. The Budget Workshops will be held on November 17, 23, and 24, 1987 beginning at 5:30 p.m. D. Agenda Modifications Mayor Roegner noted agenda modifications under Item II.C which transmits the two letters dated October 15 and October 16, 1987 frw-n Jcel Haggard, Attorney representing Theron Torgerson, regarding rezone Application No. 26-87. Mr. Haggard requests the Auburn City Council consider continuance of Application No. 26-87 ' hearing until December 7, 1987 in order to review the record. Other modifications ~• were noted under IV. E. Contract 87-32 Bid Award, and IV.F. 1988 Preliminary Budget call for public hearing. II. CITIZEN INPUT, PUBLIC HEARING4 do CDRHESPDNDENC.E A. Public Hearings 1. Rezone Application No. 26-87 The request of Theron Torgerson to rezone from R-4 (Multiple Family) to G3 (Heavy Camnercial) and a Canprehensive Plan Amendment from High Density Residential to Heavy Commercial for property located on the east side of Auburn Way North in the 4400 block. Merris Nickson - 523 Aaby Drive, Auburn, WA Mareis Nickson was conceened about development oP the proposed rezone property. Morris Nickson felt the City spent many hours adopting the new zoning code, and should consider approving the staff recamnendation to deny rezone end Cemprehensive Plan Map amendments. Dorothy Thompson - 4537 Auburn Way North, Auburn, WA Dorothy Thompson, property owner near proposed rezone property, stated she would like to see commercial development in this area. Dorothy Thompson explained there are too many apartment dwellings already causing traffic congestion and litter problems. Torgerson, asked Council for continuance of the public hearing until December 7, 1987 in order to review the record. Review of the record would provide more information regarding dedication of proposed property to the City in 1970.
