CALL TO ORDER The regular meeting of the City of Auburn Council was called to order by Mayor Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers. A. Flag Salute Mayor Roegner led those in attendance in the pledge of allegiance. B. Roll Call Those in attendance included Mayor Bob Roegner and Councilmembers Whittall, Wagner, Borden, Barber, Brothers, and Kurle. Councilmember Burns was excused. Staff members in attendance included Assistant Fire Chief Monroe Shropshire, Police Captain Ray Sherman, Personnel Director PaII1 Sime, Parks & Recreation Director Len Chapman, Finance Director Pat Dugan, Public Works Director Frank Currie, Planning Director Steve Lancaster, City Attorney Stephen R. Shelton, City Clerk Robin Wohlhueter and Deputy City Clerk Gayle Butcher. Other staff members in attendance included Senior Planners Lynn Rued and Al Hicks, Police Lieutenant T. Michael Dunbar, and Library Director Mary Stanton. - C. Announcements and Aooointments 1. Announcements Mayor Roegner announced he received a banner from Ms. Williams' Cascade Junior High students who had signed their pledge to stay off drugs. Mayor Roegner commended Ms. Williams' for her contribution to a drug-free community. Mayor Roegner announced Ms. Branham's third grade class at Hazelwood Elementary had been chosen as the winner of the City's annual slogan contest for the Spring Clean-up Program. Mayor Roegner passed out buttons for Councilmembers printed with this year's winning slogan, "Auburn, A Clean Green Scene." a. Proclamation A1.8 (1) Volunteer Week Mayor Bob Roegner presented a proclamation proclaiming April 26 through May 2, 1992, as "Volunteer Week." Proclamations were accepted by volunteers on behalf of agencies in Auburn were: Eva Hartman, Auburn Community Suppers, Liz Kapinos, Friend-to-Friend, Ward Ohl, Auburn Parks Youth Softball Coach, Lucille & Dutch Hogenson, Auburn Senior Center, and Tom Richardson, CITY OF AUBURN COUNCIL MEETING April 20, 1992 Auburn Police Home Arrest Program. Mayor Roegner also invited all Councilmembers to attend the luncheon honoring the many volunteers in our community at the Senior Center on Tuesday, April 28, 1992. (2) Earthauake Awareness Month Mayor Bob Roegner presented a proclamation to Assistant Fire Chief Monroe Shropshire proclaiming April 26 through May 2, 1992 as "Earthquake Awareness Week." (3) Washington Librarv Week Mayor Bob Roegner presented a proclamation to Library Director Mary Stanton proclaiming April 19-25, 1992 as "Washington Library Week." Mayor Roegner also expressed his thanks to Library Director Mary Stanton and her staff for keeping the Library open until midnight, April 15, in an effort to assist citizens needing tax forms. (4) Auburn High School Bovs Basketball Team Mayor Bob Roegner presented proclamations honoring the Auburn High School Boys Basketball Team for placing fifth in the 1992 Washington State AAA Basketball Championship competition. Auburn High School Trojans Head Coach is Tim Cummings, Basketball Team Members are Mike Bearman, Cameron Curry, Jeff Davis, Travis Goodlett, John Hepola, Brandon Nevers, Rob Preston, Jon Price, Ryan Rosevear, Joel Shabel, Eric Simms, Torrey Speer, Eric Studerus, and Assistants Lee Nevers, Leon Butorac, Pat Rhoades, and Bill Jackson. (5) Auburn High School Girls Basketball Team Mayor Bob Roegner presented proclamations honoring the Auburn High School Girls Basketball Team for placing second at the 1992 Washington State AAA Basketball Championship competition, and have earned statewide distinction. Auburn High School Lady Trojans Coach is Dennis Olson, Team Members are Tiffany Bermensolo, Brenda Covey, Kelli Crossno, Janna Ellsworth, Laine Gonzales, Audrey Hetrick, Nancy Konsmo, Leigh Anne Raschkow, Karen Reimer, Pauline Roach, Carey Rockey, Behka Stafford, Jennifer Wood, Assistants are Tony Higgins, Gordon O'Dell, Dale Pound, and Jason Higgins. (6) Auburn High School Bovs Wrestling Team Mayor Bob Roegner presented proclamations honoring the Auburn High School Boys Wrestling Team for being Region III Champions, SPSL Champions, placing third in AAA State Wrestling, and second as State Academic Champions with a team average of 3.34 GPA. Auburn High School Trojan Wrestling Coach is Kip Herren, Wrestling Team Members are Dan Anic, Ben Celver, PAGE 2 CITY OF AUBURN COUNCIL MEETING April 20, 1992 Lori Dauolaise. 404 B Street N.E.. Auburn. W A Ms. Dauplaise is requesting a variance be granted to Auburn General Hospital for their proposed multi-story medical office building rather than amending the zoning code. She expressed concern regarding parking problems that residents are currently experiencing in the area, and she feels the addition will add to residential parking problems. Alan Goodman. Universal Health Services. 367 South Guloh Road. King of Prussia. Pennsylvania 19406 Mr. Goodman is from the corporate offices of Universal Health Services, owners of Auburn General Hospital. He presented an overview of building time tables for constructing the proposed 400-car garage and medical office building. He noted that arrangements have been planned for temporary off- site parking that will provide shuttle service for employees to avoid parking problems during construction. Todd Gritch. HKS. 1111 Plaza of the Americas North. LB307. Dallas Texas 75201 Mr. Gritch represents the architect firm working for the hospital. Mr. Gritch demonstrated the basic layout of the proposed construction and described some of the amenities proposed such as a sky-bridge connection and atrium connecting the hospital with the medical office building. He described the compatibility needs of new building standards to blend with the hospital which was constructed years ago. An example consisted of floor to floor standards for mechanical needs, such as air conditioning. Curt Smith. 14 B Street N.E.. Auburn. WA Mr. Smith expressed concern that he is unable to park in front of his neighborhood now, and he is concerned his home is losing a residential character. He is asking the Council to grant a variance to Auburn General Hospital rather than grant a zoning amendment. There were no further requests for audience participation. Due to audience participation discussion with regard to Auburn General Hospital's request for rezone, Council considered New Business Agenda Item VI.A out of agenda order. Aoolication No. MIS0002-92 03.4.2.1.2 Application No. MIS0002-92 City Council to consider an amendment to Section l8.22.050(E) of the Zoning Ordinance to increase the building height in the RO-H zone from 45 to 65-feet and instruct the City Attorney to prepare the necessary ordinance. Planning Director Steve Lancaster noted Planning Department Staff had looked at the variance application possibility. However, legal standards for granting a variance require that the variance not provide special treatment to one property owner inconsistent with the rights of other property owners within the area and zoning district. It is the opinion of the planning staff that a variance would single out the hospital for special treatment. Mr. Lancaster also noted that the Fire Department has the equipment and capability to respond to emergency situations involving a 65-foot building. Mr. Lancaster further stated that the parking garage may not solve existing PAGE 4 CITY OF AUBURN COUNCIL MEETING April 20, 1992 parking concerns, but the parking garage would be sufficient for the hospital's expansion. Council member Whittall inquired about as to what parking restrictions were planned for the property area. Senior Planner Lynn Rued responded that through the environmental review process, parking concerns may need to be mitigated. Councilmember Wagner inquired about the legal criteria for granting a variance. Mr. Lancaster recited the standards from the Auburn Zoning Code indicating that each and every standard must be met to allow a variance. Councilmembers further questioned staff as to building standards for the proposed mechanical equipment, Mt. Rainier view impacts to the neighborhood, current heights of buildings in the surrounding area, and potential adverse impact to the neighborhood. Motion by Councilmember Barber, second by Councilmember Borden, to refer Application No. MIS0002-92 to the next Planning and Community Development Committee. MOTION CARRIED UNANIMOUSLY. 6-0. C. Corresoondence A letter dated April 16, 1992 from Mary Jean Sonnemann with regard to Agenda Item VI.A, amending the zoning ordinance, was transmitted under agenda modifications of these minutes. III. COUNCIL COMMITTEE REPORTS A. Municioal Services A3.6.4.4 Chairman Brothers reported that the Municipal Services Committee met prior to the Council meeting at 4:30 p.m. Items discussed were Resolution Nos. 2309 and 2311, and drug-free zones. The next Municipal Services meeting is Monday, May 4, 1992 at 4:30 p.m. in Conference Room #2. B. Planning & Community Develooment A3.6.4.4 Vice-Chairman Barber reported that the Planning & Community Development Committee met on April 13, 1992 and the minutes are of public record. The next meeting of the Planning & Community Development is scheduled to meet Tuesday, Monday, April 28, 1992. C. Public Works A3.6.4.4 Chairman Whittall reported that the Public Works Committee met prior to the Council meeting at 5:30 p.m. Items discussed were Consent Agenda Items and Resolution No. 2308. The next meeting of the Public Works Committee is scheduled for Monday, May 4, 1992 at 5:30 p.m. D. Finance A3.6.4.4 Chairman Barber reported that the Finance Committee met prior to the Council meeting this evening at 7:00 p.m. and discussed Consent Agenda PAGE 5 CITY OF AUBURN COUNCIL MEETING April 20, 1992 Items. The next meeting of the Finance Committee is scheduled for Monday, May 4, 1992 at 7:00 p.m. IV. CONSENT AGENDA A. Minutes A3.6.2 1. Minutes of the regular April 6, 1992 Council meeting. 2. Amendment to the March 2, 1992 Council minutes correcting an account number that was transposed on an utility bill adjustment under Consent Agenda Item IV.E. The correct account number is 231-2740 in the amount of $131.95. B. Vouchers F4.9.2, F4.9.5 1. Claim numbers 71366 through 71767 in the amount of $1,143,842.77 and dated April 20, 1992. 2. Payroll check numbers 177387 through 177879 in the amount of $746,398.49 covering the period April 3, 1992 through April 8, 1992. C. Contract Administration I. Centennial Viewooint Park 05.2 Contract No. 91-16 To approve Pay Estimate #2 - FINAL to Golf Landscaping and Construction, Inc., for the construction of Centennial Viewpoint Park and improvements to City Park and Terminal Park, Contract #91-l6. 2. Street Imorovement No. 291 04.9.1 Street Improvement No. 291 Recommend award of Schedule I & II, Contract 92-03 to Totem Electric on their low bid of $179,587.75 for St. Imp. 291 D. Call for Public Hearing 1. Aoolication No. CAPOOO 1-92 A3.23.1 Request a public hearing be held before the Council on May 4, 1992 on the written appeal of the Hearing Examiner's decision issued on February 27, 1992 under Application Nos. MISOOlO-91 and SEP0014-91. 2. MA YOR'S REPORT Prior to adjournment, Councilmember Kurle requested a report from the Public Works Department with regard to telephone cabling work on Auburn Way South. Executive Session Mayor Roegner announced there would not be an Executive Session. IX.
