CITY OF AUBURN COUNCIL MEETING
May 18, 1992
D. Agenda Modifications
Mayor Roegner noted agenda modificatioµs this evening replace the agenda
bills that were filed for the following agenda items, and includes appropriate
Council and staff member name which were inadvertently in error. New
agenda bills submitted are for items VII.A.6, VII.A.7, VII.A.10, and
VII.A.1I.

A. Public Hearings - None.

III. COUNCIL COMMITTEE REPORTS
A. Municipal Services

Chairman Brothers reported that the Municipal Services Committee met prior
to the Council meeting at 4:30 p.m. He said the Committee recommends
approval of five ordinances submitted on tonight's agenda. Chairman
Brothers reported the Committee discussed a TCI Cable Television of
Washington issue. The next Municipal Services meeting is Monday, June 1,
1992 at 4:30 p.m.
B. Planning & Community Development

Chairman Burns reported that the Planning & Community Development
Committee has not met since the last Council meeting. The next meeting of
the Planning & Community Development is scheduled to meet Tuesday, May
26, 1992.
C. Public Works

Chairman Whittall reported that the Public Works Committee met prior to
the Council meeting at 5:30 p.m. Some of the items discussed appear on
tonight's agenda. The next meeting of the Public Works Committee is
scheduled for Monday, June 1, 1992 at 5:30 p.m.
D. Finance

Chairman Barber reported that the Finance Committee met prior to the
Council meeting this evening at 7:00 p.m. and discussed claim and payroll
items. The next meeting of the Finance Committee is scheduled for
Monday, June 1, 1992 at 7:00 p.m.
IV. CONSENT AGENDA
A. Minutes
1. Minutes of the May 4, 1992 regular Council meeting.

57.3± acres located from approximately 45th Street S.E. down through
approximately 55th Street S.E. (Divisions 9,10,12 lie easterly of the existing
divisions and Division 14 lies westerly of the existing divisions).
Motion by Councilmember Burns, second by Council member Barber to
approve the Preliminary Plat of Lakeland Hills Divisions 9, 10, 12 and 14
based upon the Hearing Examiner's Findings of Fact, Conclusions and
Conditions and to instruct the City Attorney to prepare the necessary
Resolution.
MOTION CARRIED UNANIMOUSLY. 7-0.
C. Application No. PL T0006-90

The request of RAC Investments and Henderson Development Inc. for
approval of the Preliminary Plat of Lakeland Hills Division 13 consisting of
65 lots on property zoned R-2 (Single Family) and containing 28.5± acres
located east of anà adjacent to the City of Pacific city limits at
approximately 52nd Street S.E. and extending south to the King/Pierce
County line.
Motion by Councilmember Burns, second by Councilmember Borden to
approve the Preliminary Plat of Lakeland Hills Division 13 based upon the
Hearing Examiner's Findings of Fact, Conclusions and Conditions and to
instruct the City Attorney to prepare the necessary Resolution.
MOTION CARRIED UNANIMOUSLY. 7-0.
VII. ORDINANCES AND RESOLUTIONS

1. Ordinance No. 4562

An Ordinance of the City of Auburn, Washington, amending City of
Auburn Zoning Code Chapter 18.22 to allow maximum building height
in RO-H designation to be 65 feet.
Motion by Councilmember Burns, second by Councilmember Barber to
introduce and adopt Ordinance No. 4562.
MOTION CARRIED UNANIMOUSLY. 7-0.
2. Ordinance No. 4563
03.10.1 Application No. CUPOOOl-92
An Ordinance of the City of Auburn, Washington, providing for a
Conditional Use Permit to allow construction of four 4-plexes and one
triplex on property located on the South side of 21st Street S.E. in the
200-300 blocks in a R-3 (Two family Duplex Residential District)
zone, within the City of Auburn, Washington.
Motion by Councilmember Burns, second by Councilmember Borden to
introduce and adopt Ordinance No. 4563.
MOTION CARRIED UNANIMOUSLY. 7-0.

7. Ordinance No. 4567
An Ordinance of the City of Auburn, Washington amending Section
13.16.020 entitled "Definitions" and Section 13.16.100 entitled "Fire
Flow Requirement" contained in Auburn City Code Chapter 13.16
entitled "Auburn Fire Hydrant/Access Ordinance" by amending and
deleting certain language in order to conform to certain requirements
in Auburn City Code Chapter 15.36 and repealing Sections 13.16.040,
13.16.110 and 13.16.120 entitled respectively "Public Buildings--
Compliance Required," "Issuance of Building Permits" and "Firefighting
Access Requirements" as requirements contained in the repealed
sections are included in Auburn City Code Chapter 15.36.
Motion by Councilmember Brothers, second by Council member Borden
to introduce and adopt Ordinance No. 4567.
MOTION CARRIED UNANIMOUSLY. 7-0.
8. Ordinance No. 4568
An Ordinance of the City of Auburn, Washington repealing Chapter
15.12 entitled "Housing Code" and adding a new Chapter 15.12 entitled
"Housing Code" which amends certain sections of the 1991 Uniform
Housing Code and adds a new section.
Prior to Councilmember Whittall's motion clarification of what was
changing with adoption of this ordinance was explained by Stephen
Shelton. Motion by Councilmember Whittall, second by
Councilmember Wagner to introduce and adopt Ordinance No. 4568.
MOTION CARRIED UNANIMOUSLY. 7-0.
9. Ordinance No. 4569
An Ordinance of the City of Auburn, Washington amending Auburn
City Code Section 15.32.010 entitled "Additional Provisions Adopted"
contained in Chapter 15.32 entitled "Sign Code" by adopting the 1991
Uniform Sign Code and repealing Section 15.32.050 entitled "Section
103(c) amended--Appeal and Appeal Procedures" and adding a new
Section 15.32.050 entitled "Appeals" which amends appeal procedures
contained in Section 103(c) of the 1991 Uniform Sign Code.
Motion by Councilmember Whittall, second by Councilmember Burns
to introduce and adopt Ordinance No. 4569.
MOTION CARRIED UNANIMOUSLY. 7-0.
10. Ordinance No. 4570
An Ordinance adding a new Auburn City Code Chapter 8.50 entitled
"Enhanced 911 (E-9ll) Telephone System" to Title 8 entitled "Health
and Safety" establishing a telephone system for automatic number and
location information.
Motion by Councilmember Brothers, second by Councilmember Wagner
to introduce and adopt Ordinance No. 4570.
MOTION CARRIED UNANIMOUSLY. 7 -0.

11. Ordinance No. 4571
An Ordinance of the City of Auburn, Washington amending Auburn
City Code Sections 15.36.010, 15.36.020 and 15.36.090 respectively
entitled "Adoption," "Definitions" and "Violation--Penalty" and adding
Sections 15.36.020, 15.36.030 and 15.36.040 respectively entitled
"Appeals", "Storage and Accumulation of Rubbish and Vegetation" and
"Fire Flow Requirements for Buildings" which are contained in Auburn
City Code Chapter 15.36 entitled "Fire Code"; and repealing Sections
15.36.030, 15.36.035, 15.36.040, 15.36.070 and 15.36.080 respectively
entitled "Enforcement Agency and Inspectors," "Section 10.308
Amended--Automatic Sprinkler Systems," "Section 77.105 Amended--
Bond for Blasting," "Modifications," and "Welding or Cutting
Operations".
Motion by Councilmember Brothers, second by Council member Borden
to introduce and adopt Ordinance No. 4571.
MOTION CARRIED UNANIMOUSLY. 7-0.
B. Resolutions
1. Resolution No. 2312

A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor of the City of Auburn to accept a grant offered
by the Federal Aviation Administration in the amount of $350,521.00
under AlP Project Number 3-53-0003-06 for improvements to Auburn
Municipal Airport.
Motion by Councilmember Whittall, second by Councilmember Wagner
to introduce and adopt Resolution No. 2312.
MOTION CARRIED UNANIMOUSLY. 7-0.
2. Resolution No. 2313

A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk of the City of Auburn to
execute a payback agreement between the City and J.B. McHugh
Construction, Inc.
Motion by Councilmember Whittall, second by Councilmember Burns
to adopt Resolution No. 2313.
MOTION CARRIED UNANIMOUSLY. 7-0.
VIII. MAYOR'S REPORT
Executive Session
Mayor Roegner announced there would not be an Executive Session this
evening and recommended adjournment.
