Audience Particioation 03.10.1 Application No. CUP0004-92 Gary Lyle - 708A 10th Street N.E., Auburn, W A Gary Lyle is a neighborhood resident in the area proposed for a youth group residence under Application No. CUP0004-92 which is the request of Auburn Youth Resources for a Conditional Use Permit to permit the addition/modification of an existing residence zoned R-4 (Multi-Family) located at 702 10th Street N.E. Speaking against this issue in hopes the Council would overrule the Hearing Examiner decision, Mr. Lyle commented on the number of senior citizens living in the area, the Kentucky Fried Chicken business establishment, and other group homes in the area. Mr. Lyle felt this neighborhood has done more than their fair share. Dick Brugger - 11234 S.E. 322nd Street, Auburn, W A Dick Brugger is the Executive Director of Auburn Youth Resources. Mr. Brugger responded to Mr. Lyle's comments. He stated the home will be used for transitional housing for homeless youth ages 18 and older who have either previously lived in another Auburn Youth Resource facility or have been referred and have proven ready to begin emancipation. No more than seven young people will reside in the home at anyone time. Mr. Brugger described the amenities this particular location provides for the youth. The program rules apply to the youths during their stay. Rules such as the youths are not allowed to have cars, no drug or alcohol on the premises, all guests will be monitored, and the youths are required to respect the neighborhood. Mr. Brugger concluded his comments by stating there will be at least one or two staff persons who will provide supervision at the residence. Dorothy Frye - 1420 Auburn Way South, Auburn, WA Dorothy Frye is a neighboring resident of the current South King County Youth shelter for younger teens located on off of Auburn Way South. Dorothy Frye sympathized with neighboring residents remembering when the Auburn Way South shelter was first proposed next door to her business. During this time, she has not had a reason to file one complaint with regard to the group home next door to her. Ms. Frye stated it has been one of the nicest things to have happened to these kids and the neighborhood. Sharon Hoganson - 1301 M Street S.E., Auburn, WA Sharon Hoganson is neighboring resident of the current South King County Youth Shelter. Ms. Hoganson remembered when the first facility was being proposed. At that time many residents located near the Library expressed concern of troubled youths living in their area. Ms. Hoganson said up until January two youth homes were located in her neighborhood. Other typical private family homes located in her neighborhood have caused Ms. Hoganson more problems. They have had wild parties, shot bottle rockets into her yard, and have pulled up her flowers. Ms. Hoganson stated she has not had a reason to file a complaint with regard to the group home. Ms. Hoganson encouraged support of the youth home. PAGE 2 CITY OF AUBURN COUNCIL MEETING June I, 1992 George Osborne - 1402 22nd Street N.E. #111, Auburn, WA George Osborne is President emeritus of Auburn Youth Resources. Mr. Osborne said this is something neighboring residents can be proud of in their back yard. He ensured there would be supervision and control at all times, things that you can't control in a private home. Bill Mitchell - 808 10th Street N.E., Auburn, W A Mr. Mitchell is a neighboring resident in the area of the proposed youth home. Mr. Mitchell expressed concern of not being noticed for the public hearing. Mr. Mitchell opposes the youth home because of problems created by young people that frequent the Kentucky Fried Chicken restaurant. C. Corresoondence - None. III. COUNCIL COMMITTEE REPORTS A. Municioal Services A3.6.4.4 Chairman Brothers reported that the Municipal Services Committee has not met since the last Council meeting. After polling other committee members, approval of surplus of the 1975 Mack Fire Pumper is recommended. The next Municipal Services meeting is Monday, June 15, 1992 at 4:30 p.m. B. Planning & Community Develooment A3.6.4.4 Chairman Burns reported that the Planning & Community Development Committee met on May 26, 1992 and the minutes are of public record. The next meeting of the Planning & Community Development is scheduled to meet Monday, June 22, 1992 at 7:30 p.m. C. Public Works A3.6.4.4 Chairman Whittall reported that the Public Works Committee met prior to the Council meeting at 6:30 p.m. Three items discussed appear on tonight's agenda. The next meeting of the Public Works Committee is scheduled for Monday, June 15, 1992 at 5:30 p.m. Chairman Whittall mentioned he will be out of town for the next meeting, and Don Kurle will be attending the meeting in his absence. D. Finance A3.6.4.4 Chairman Barber reported that the Finance Committee met prior to the Council meeting this evening at 7:00 p.m. and minutes will be of public record when published. Items discussed included claim and payroll items. The next meeting of the Finance Committee is scheduled for Monday, June 15, 1992 at 7:00 p.m. IV. CONSENT AGENDA A. Minutes 1. Claim numbers 72507 through 73008 in the amount of $595,528.93 and dated June 1, 1992. 2. Payroll numbers 178838 through 179325 in the amount of covering the period May 12, 1992 to May 22, 1992. C. Surolus Prooerty 1. Fire Deoartment F4.6.1 The administration recommends that one (1) 1975 Mack Fire Pumper (License Number 126l8D, VIN Number MB685FC1083 and Title Number 9207715613) be declared surplus and sold to the highest bidder. D. Utility Bill Ad iustment F4.5.2 1. Recommend approval of utility adjustment to account 1-50-2200 in the amount of $308.88. E. Contract Administration 1. Water Improvement No. 192 Sewer Improvement No. 86 Street Imorovement No. 300 04.9.1 Str Imp 300, 04.6.3 Sewer Imp 86, 04.11.1 Water Imp 86 Recommend award of Contract 92-04, Water Improvement No. 192, Sewer Improvement No. 86 and Street Improvement No. 300 to Virginia L. Seitz Const. on their low bid of $533,246.69. Motion by Councilmember Kurle, second by Councilmember Burns to adopt Consent Agenda Items IV.A.l through IV.E.1. MOTION CARRIED UNANIMOUSLY. 7-0 V. OLD BUSINESS - None. VI. NEW BUSINESS A. Aoolication No. CUP0004-92 03.10.1 Application No. CUP0004-92 The request of Auburn Youth Resources for approval of a Conditional Use Permit to permit the addition/modification of an existing residence to be used as a youth group residence located at 702 10th Street N .E. Mayor Roegner requested Council consideration on Application No. CUP0004-92. The discussion centered around questions some of the Councilmembers raised with regard to the proposed Conditional Use Permit. Dick Brugger PAGE 4 CITY OF AUBURN COUNCIL MEETING June I, 1992 commented on typical backgrounds of homeless youths that would occupy the residence. Each resident is expected to either be in school or working, and is under the guidance of a caseworker. Mr. Brugger stated Auburn Youth Resources is responsible for monitoring the requirements of the Conditional Use Permit which includes establishment of "house rules". He also said residents will be at least 18 year of age and will be screened prior to taking residency. With regard to the parking at the proposed site, it is the recommendation of the Hearing Examiner the youth that reside at the proposed youth home will not be allowed to have cars parked at the site or in the neighborhood. Councilmember Kurle noted that the Hearing Examiner's Findings of Fact indicate residents will be either employed or enrolled in school, but the Conditions of the approval don't state this. Steve Lancaster indicated that in reviewing the house rules required by Condition No.2, staff will ensure that the intent of the Findings of Fact are carried out. Motion by Councilmember Burns, second by Councilmember Barber to approve the Conditional Use Permit based upon the Hearing Examiner's Findings of Fact, Conclusions and Conditions and to instruct the City Attorney to prepare the necessary Ordinance. MOTION CARRIED UNANIMOUSLY. 7-0. VII. ORDINANCES AND RESOLUTIONS A. Ordinances 1. Ordinance No. 4565 F2.4.9 LID 344, F4.25 Loan Fund An Ordinance relating to Local Improvement District No. 344 and establishing Local Improvement Fund, District No. 344; fixing the amount, form, date, interest rates, and maturity of the Local Improvement District No. 344 installment note; and fixing the interest rate on local improvement district assessment installments. Motion by Councilmember Barber, second by Councilmember Whittall to introduce and adopt Ordinance No. 4565. MOTION CARRIED UNANIMOUSLY. 7-0. 2. Ordinance No. 4572 03.10.3 Application No. MINOOOI-90 An Ordinance of the City of Auburn, Washington, approving a surface mining permit to allow the excavation of approximately 125,880 cubic yards of material to accommodate the construction of Lakeland Hills Divisions 9, 10, 12, 13 and 14 consisting of 211 single family lots within the City of Auburn, Washington. Motion by Councilmember Burns, second by Councilmember Borden to introduce and adopt Ordinance No. 4572. MOTION CARRIED UNANIMOUSLY. 7-0. PAGE 5 CITY OF AUBURN COUNCIL MEETING June 1, 1992 IX.
