CITY OF AUBURN
CITY COUNCIL MEETING MINUTES
July 20, 1992 7:30 p.m.
I. CALL TO ORDER
The regular meeting of the City of Auburn Council was called to order by Mayor
Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers.
A. Flag Salute
Mayor Roegner led those in attendance in the pledge of allegiance.
B. Roll Call
Those in attendance included Mayor Bob Roegner and Council members
Wagner, Burns, Borden, Barber, and Kurle. Staff members in attendance
included Fire Chief Bob Johnson, Police Captain Bill Pitzl, Personnel
Director Pam Sime, Parks & Recreation Director Len Chapman, Finance
Director Pat Dugan, Public Works Director Frank Currie, Planning Director
Steve Lancaster, City Attorney Stephen R. Shelton, and City Clerk Robin
Wohlhueter.
C. Announcements and Appointments

(a) Council Position NO.1
Council to consider the appointment of Michael Weekley to
Council Position No. 1 effective July 20, 1992 replacing Pete
Whittall who resigned on June 20, 1992.
Presiding over the interview process held on July 9, 1992,
Council member Kurle moved for the affirmative appointment of
Michael Weekley to fill Council Position No. 1 effective July 20,
1992. Second by Councilmember Burns.
MOTION CARRIED UNANIMOUSLY. 6-0.
Mayor Roegner invited Michael Weekley and his family to the
front of the Council Chambers to receive the Oath of Office.
City Attorney Stephen Shelton administered the Oath of Office.
Councilmember Weekley was welcomed by the Mayor and Council
and was seated at the Council table.
2. Appointments
a. Silver Medal of Distinction
A1.9
Presentation of the Silver Medal of Distinction to Police Officer
Andy Suver for disregard of his own personal safety on June 24,
1992 when he searched a burning condominium in an effort to
rescue possible occupants.

After Mayor Roegner summarized the events that occurred on
June 24, 1992, Police Officer Andy Suver was presented the Silver
Medal of Distinction.
D. Agenda Modifications
Agenda modification are noted under Council Agenda Item II.C.6 adding a
letter received on July 20, 1992 from D. Gail Jones regarding Local
Improvement District No. 345, and Council Agenda Item VII.B.1 transmitted
Exhibit "A" to Resolution No. 2319 that was not included in the packet.
II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE
A. Public Hearings - None.
B. Audience Participation
Mayor Roegner invited those people wishing to comment for the good of the
community, something occurring within the community, or to comment on
something occurring later in tonight's agenda.
There were no requests for recognition from the audience.

1. Letter dated July 2, 1992 from Steve Hansen Consulting opposing the
Supermall.
2. Letter dated July 8, 1992 that was faxed to City Hall from Paul E.
Nelson with regard to opposing the Supermall.
3. Letter from David & Teresa Hancock opposing the Supermall and hand
delivered to the Auburn City Council at the July 8, 1992 public
meeting held in the City of Auburn Council Chambers.
4. Undated letter, received July 14, 1992, from D. Gail Jones and John
W. Jones opposing LID No. 345, Sidewalk Improvement No. 14.
5. Letter dated July 13, 1992 from Robert J. and Dorothy D. Hebert
protesting LID No. 345, Sidewalk Improvement No. 14.
6. Letter dated July 15, 1992 from D. Gail Jones regarding LID 345.
III. COUNCIL COMMITTEE REPORTS
A. Municipal Services

Chairman Brothers announced Municipal Services Committee met this
afternoon at 4:30 p.m. to discuss design services for the City Hall Annex
Building, and Resolution No. 2319 designating "Drug Free Zones". The next
meeting will be Monday, August 3, 1992 at 4:30 p.m. in Conference Room
#2.

B. Planning & Community Development

Chairman Burns reported that the Planning & Community Development
Committee (PCDC) has not met since the last Council meeting. The next
meeting of the PC DC is scheduled to meet Monday, July 27, 1992 at 7:30
p.m.
C. Public Works

Chairman Wagner reported that the Public Works Committee met prior to the
Council meeting at 5:30 p.m. Items discussed appear on tonight's agenda.
Chairman Wagner stated the committee discussed the upcoming Mill Creek
Drainage Plan to be presented by the County on Thursday. The next
meeting of the Public Works Committee is scheduled for Monday, August 3,
1992 at 5:30 p.m.
D. Finance

Chairman Barber reported that the Finance Committee met pnor to the
Council meeting at 7:00 p.m. Items discussed appear included the Low
Income Rebate Program, and claims and payroll. The next meeting of the
Finance Committee is scheduled for Monday, August 3, 1992 at 7:00 p.m.
E. Council Committee on Committee
In filling the duties as vacated by Pete Whittall, Mayor Roegner called upon
Councilmember Kurle to announce the Council Committee assignments.
Councilmember Kurle stated that Councilmember Weekley will be a member
of the Public Works Committee and the Finance Committee. Councilmember
Wagner is the new Chairman of the Public Works Committee.

Recommend approval of utility adjustments to account 219-3960 in the
amount of $7.99, account 227-0270 in the amount of $13.39, and account
231-0720 in the amount of $274.32.
Motion by Councilmember Kurle, second by Councilmember Burns to adopt
Consent Agenda Items IV.A through IV.F. Second by Councilmember Burns.
MOTION CARRIED UNANIMOUSLY. 7-0.

VII. ORDINANCES AND RESOLUTIONS

03.8 Application No. REZ0002-92
An Ordinance of the City of Auburn, Washington, providing for the
rezoning of property located on the west side of Western Street N. W.
in the 300-400 blocks, within the City of Auburn, Washington,
changing the zoning classification thereof from R-2 (Single Family) to
M -1 (Light Industrial).
Motion by Councilmember Burns, second by Councilmember Borden to
introduce and adopt Ordinance No. 4578.
MOTION CARRIED UNANIMOUSLY. 7-0.
B. Resolutions
I. Resolution No. 2319

A Resolution of the City Council of the City Auburn, Washington,
approving and designating "Drug Free Zones" within the City of
Auburn Pursuant to RCW 69.50.435 of the laws of the State of
Washington in Order to implement enhanced penalties for unlawful
drug activities in those zones; establishing such zones by adoption of
an official map; directing the installation of appropriate signage; and
directing the City Clerk to file and maintain such official map as an
official record of the City of Auburn.

to introduce and adopt Resolution No. 2319.

2. Resolution No. 2330

A Resolution of the City Council of the City of Auburn, Washington,
approving the 12-10t industrial preliminary plat to be known as
"Auburn Park" located on the north side of 37th Street N.E. in the
300-400 blocks..
Motion by Councilmember Burns, second by Council member Barber to
introduce and adopt Resolution No. 2330.
MOTION CARRIED UNANIMOUSLY. 7-0.
3. Resolution No. 2331

A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk to execute a service agreement
between the City of Auburn and Carolyn Browne Associates for work
related to the Auburn Business Survey.
Motion by Councilmember Burns, second by Councilmember Borden to
introduce and adopt Resolution No. 2331.
MOTION CARRIED UNANIMOUSLY. 7 -0.
VIII. MAYOR'S REPORT
A. Executive Session
Mayor Roegner announced there would be a 15-20 minute Executive Session
to discuss labor negotiations. He further stated no action would be required
as a result of the Executive Session, and recommended adjournment.
IX. ADJOURNMENT
There being no further business to come before the Auburn City Council, the
meeting adjourned at 7:47 p.m.
