CITY COUNCIL MEETING MINUTES
August 3, 1992 7:30 p.m.
I. CALL TO ORDER
The regular meeting of the City of Auburn Council was called to order by Mayor
Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers.
A. Flag Salute
Mayor Roegner led those in attendance in the pledge of allegiance.
B. Roll Call
Those in attendance included Mayor Bob Roegner and Councilmembers
Weekley, Wagner, Burns, Borden, Barber, Brothers, and Kurle. Staff
members in attendance included Fire Chief Bob Johnson, Police Chief Jake
Evans, Personnel Director Pam Sime, Parks & Recreation Director Len
Chapman, Finance Director Pat Dugan, Public Works Director Frank Currie,
Planning Director Steve Lancaster, City Attorney Stephen R. Shelton, Deputy
City Clerk Gayle Butcher, and Police Lieutenant Mike Dunbar.
C. Announcements and Appointments
1. Announcements
(a) Council Workshop

Mayor Roegner announced a Council Workshop will be held
Monday, August 10, at 6:00 p.m. at Chandelle's, Restaurant,
333 15th Street N.E., Auburn, Washington. Mayor Roegner
noted this is a workshop to discuss the progress on the 1992
Council goals and to discuss 1993 Council goals.
(b) Proclamation

A proclamation of the Honorable Bob Roegner, Mayor of the
City of Auburn, Washington, honoring Pete Whittall as a
former Auburn City Councilmember.
Mayor Roegner also presented Pete Whittall with Resolution
No. 2334 expressing appreciation for his nine years of service
to the city. Mayor Roegner also recognized Mrs. Lucille
Whittall for her many years of support.
2. Appointments - None
D. Agenda Modifications
Agenda modification are noted under Council Agenda Item II.C.5 and II.C.6
adding letters received on August 3, 1992 from Paul Joseph Olson and
Shelley M. Pankiewicz opposing the proposed Supermall of the Great
Northwest.

Mayor Roegner noted Councilmembers may be receiving correspondence at
their homes regarding the proposed Supermall of the Great Northwest.
Mayor Roegner requested correspondence be delivered to the City Clerk who
will distribute the correspondence and maintain an accurate record.
II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE
A. Public Hearings - None.
B. Audience Participation
Mayor Roegner invited those people wishing to comment for the good of the
community, something occurring within the community, or to comment on
something occurring later in tonight's agenda.
There were no requests for recognition from the audience.
C. Correspondence

I. Letter dated July 15, 1992 to Pat Burns from Diane Papritz opposing
the proposed Supermall of the Great Northwest.
2. Letter from Edward Bardot received by the City of Auburn on July
24, 1992 opposing the proposed Supermall of the Great Northwest
3. Letter from Susan Nevers received by the City of Auburn on July 29,
1992 opposing the proposed Supermall of the Great Northwest
4. Comment Form submitted by Kay Ryan received by the City Clerk on
July 30, 1992 expressing concerns with regard to the proposed
Supermall of the Great Northwest
5. Letter dated August 1, 1992 from Paul Joseph Olson opposing the
proposed Supermall of the Great Northwest.
6. Letter dated August 1, 1992 from Shelley M. Pankiewicz opposing the
proposed Supermall of the Great Northwest.
III. COUNCIL COMMITTEE REPORTS
A. Municipal Services

Chairman Brothers announced that the Municipal Services Committee met
this afternoon at 4:30 p.m. to discuss cable service to an unserved area and
surplusing unclaimed property. The next meeting will be Monday, August
17, 1992 at 4:30 p.m. in Conference Room #2.
B. Planning & Community Development

Chairman Burns reported that the Planning & Community Development
Committee met Tuesday, July 28, and discussed items on this evening's
council agenda. The next meeting of the Planning and Community
Development Committee is rescheduled to meet Wednesday, August 12, 1992
at 5:30 p.m.

Motion by Councilmember Burns, second by Councilmember Barber,
to approve the final plat as prepared in accordance with the approved
preliminary plat, zoning and land division ordinances.
MOTION CARRIED UNANIMOUSLY. 7-0.
VII. ORDINANCES AND RESOLUTIONS
A. Ordinances
1. Ordinance No. 4577
F3.6 Budget Amendments
An Ordinance of the City Council of the City of Auburn, Washington,
authorizing the Mayor to accept Schedule "A" which relates to the City
of Auburn 1992 Budget reallocation of funds in various accounts in
several funds pursuant to RCW 35A.33.120.
Motion by Councilmember Barber, second by Councilmember Brothers
to introduce and adopt Ordinance No. 4577.
MOTION CARRIED UNANIMOUSLY. 7-0.
2. Ordinance No. 4579

An Ordinance of the City of Auburn, Washington, approving the fee
schedule and charges for the City of Auburn Mountain View
Cemetery..
Motion by Councilmember Burns, second by Councilmember Borden,
to introduce and adopt Ordinance No. 4579.
MOTION CARRIED UNANIMOUSLY. 7-0.
3.. Ordinance No. 4580

An Ordinance of the City Council of the City of Auburn, Washington,
approving the final plat of Valley Meadows Addition located on the
south side of 4th Street S.E. in the 1700-2000 blocks, within the City
of Auburn, Washington, according to the plat on file with the City
Clerk of the City of Auburn..
Motion by Councilmember Burns, second by Councilmember Barber,
to introduce and adopt Ordinance No. 4580.
MOTION CARRIED UNANIMOUSLY. 7-0.
4. Ordinance No. 4581
A3.5.5.3, 04
An Ordinance of the City of Auburn, Washington amending Chapter
3.12 entitled "Public Contracts" to be in accordance with State Law;
and adding new sections thereto to authorize the establishment of a
construction 'contractor's small works roster.

Motion by Councilmember Wagner, second by Councilmember Burns
to introduce and adopt Ordinance No. 4581.
Councilmember Borden expressed concern of a possible clerical error
on page 9. Council member Borden noted Ordinance No. 4582 with
regard to architectural and engineering services had included the
phrase "minority and women-owned firms". She felt the small works
roster should include "...minority contractor and women-owned firms
who..." in Section B, page 9, Exhibit "A" of Ordinance No. 4581.
Council member Burns noted the term "minority contractor" was within
the guidelines of state law which would also encompass women-owned
businesses.
After a brief discussion, Councilmembers concurred to amend the
motion to include the phrase "...minority contractor and women-owned
firms who..." in Section B, page 9, Exhibit "A" of Ordinance No. 4581.
MOTION CARRIED UNANIMOUSLY. 7-0.
5. Ordinance No. 4582
A3.5.5.3, 04
An Ordinance of the City of Auburn, Washington adding a new
Chapter 3.14 to the Auburn City Code entitled "Contracts for
Architectural and Engineering Services".
Motion by Councilmember Wagner, second by Councilmember Burns
to introduce and adopt Ordinance No. 4582.
MOTION CARRIED UNANIMOUSLY. 7-0.
B. Resolutions
1. Resolution No. 2332
04.4.2
A Resolution of the City Council of the City of Auburn, Washington
authorizing the Mayor to execute a memorandum of understanding
between King County Retired Senior Volunteer Program and the City
of Auburn, for the purpose of volunteer recruitment at the Auburn
Senior Center.
Motion by Council member Burns, second by Councilmember Barber to
introduce and adopt Resolution No. 2332.
MOTION CARRIED UNANIMOUSLY. 7-0.

2. Resolution No. 2333
05.2
A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk of the City of Auburn, to
execute Amendment No. 2 to agreement for professional services
between the City and Jongejan/Gerrard/McNeal, Inc., for the
preparation of a Master Site Plan, construction documents, bid phase
and construction phase for the White River/Lakeland Hills Park and
Trail System.
Motion by Council member Burns, second by Councilmember Borden to
introduce and adopt Resolution No. 2333.
MOTION CARRIED UNANIMOUSLY. 7-0.
3. Resolution No. 2334
A Resolution of the City Council of the City of Auburn, Washington,
honoring Pete Whittall for his years of dedicated service as an Auburn
City Councilmember.
The original Resolution No. 2334, signed and approved by the Mayor
and Auburn City Council, was presented to Pete Whittall under Item
I.C.l(b) of these minutes.
4. Resolution No. 2335
04.9.3
A Resolution of the City Council of the City of Auburn, Washington
fixing a time for a public hearing on the 1993-1998 Six Year Street
Program.
Motion by Councilmember Wagner, second by Councilmember Burns
to introduce and adopt Resolution No. 2335.
MOTION CARRIED UNANIMOUSLY. 7-0.
VIII. MAYOR'S REPORT - None
IX. ADJOURNMENT
There being no further business to come before the Auburn City Council, the
meeting adjourned at 7:45 p.m.
