CALL TO ORDER The regular meeting of the City of Auburn Council was called to order by Mayor Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers. A. Flag Salute Mayor Roegner led those in attendance in the pledge of allegiance. B. Roll Call Those in attendance included Mayor Bob Roegner and Councilmembers Weekley, Wagner, Burns, Borden, Barber, Brothers, and Kurle. Staff members in attendance included Police Chief Jake Evans, Fire Chief Bob Johnson, Personnel Director Pam Sime, Parks & Recreation Director Len Chapman, Finance Director Pat Dugan, Public Works Director Frank Currie, Planning Director Steve Lancaster, City Attorney Stephen Shelton, and Deputy City Clerk Gayle Butcher. Other staff in attendance included Police Lieutenant Marion Dukes. C. Announcements and Aooointments 1. Announcements. a. Proclamations A1.8 (1) Fire Prevention Week Mayor Roegner presented a proclamation to Fire Chief Johnson Proclaiming October 4-10, 1992, as "Fire Prevention Week." Mayor Roegner also recommended Councilmembers attend one of the Fire Education Unit's elementary school presentation if their schedules allowed. (2) Auburn Kids Count--Join PT A Month Mayor Roegner presented a proclamation Proclaiming October, 1992 as "Auburn Kids Count--Join PTA Month" to PT A President, Julie Furnish, and PT A Membership Chair, Paulette Sebelboro, and Mayor Roegner expressed his appreciation to the PT A for their efforts as a proactive child advocacy for the community's youth. 2. Aooointments a. National League of Cities A5.3.9 Motion by Councilmember Kurle, second by Council member Burns, to confirm the appointments of Council member Pat Burns as voting delegate at the National League of Cities, Councilmember Stacey Brothers as alternate. CITY OF AUBURN COUNCIL MEETING October 5, 1992 MOTION CARRIED UNANIMOUSLY. 7-0. D. Agenda Modifications There were no agenda modifications. II. CITIZEN INPUT. PUBLIC HEARINGS & CORRESPONDENCE A. Public Hearings - None. B. Audience Particioation There were no requests for audience participation. C. Corresoondence 03.3.1 1. Letter dated September 21, 1992 from Ray E. Nelson opposing the proposed Supermall. III. COUNCIL COMMITTEE REPORTS A. Municioal Services A3.6.4.4 Chairman Brothers announced that the Municipal Services Committee met at 4:30 p.m. Items of discussion included Resolution Nos. 2327 and 2337 on this evening's agenda. The next meeting of the Municipal Services Committee will be October 19, 1992, at 4:30 p.m. B. Planning & Community Develooment A3.6.4.4 Chairman Burns reported that the Planning & Community Development Committee met on September 30, 1992 and minutes will be of public record when published. The next regularly scheduled meeting of the Planning & Community Development Committee is scheduled for Monday, October 12, 1992. C. Public Works A3.6.4.4 Chairman Wagner reported that the Public Works Committee met prior to the Council meeting at 5:30 p.m. Items discussed included the Resolution Nos. 2204 and 2346 on this evening's agenda. The next meeting of the Public Works Committee is scheduled for November 2, 1992 at 5:30 p.m. D. Finance A3.6.4.4 Chairman Barber reported that the Finance Committee met prior to the Council meeting at 7:00 p.m. Items discussed included claims and payroll on this evening's agenda. The next meeting of the Finance Committee is scheduled for October 19, 1992 at 7:00 p.m. IV. CONSENT AGENDA A. Minutes 1. Minutes of the September 21, 1992 regular Council meeting. PAGE 2 CITY OF AUBURN COUNCIL MEETING October 5, 1992 B. Vouchers F4.9.2, F4.9.5 1. Claim numbers 77696 through 78006 in the amount of $514,665.10 and dated October 5, 1992. 2. Payroll numbers 183693 through 184160 in the amount of $649,984.52 covering the period September 16, 1992 through September 30, 1992. C. Call for Public Hearing 1. Prooosed Countywide Planning Policies for King County A3.4.l, F5.2.1l City Council to call for a public hearing to be held at the October 19, 1992 City Council meeting in order to receive public comments with regard to the ratification of Countywide Planning Policies for King County. D. Contract Administration 1. Park Maintenance Building 05.2 To award Contract No. 91-17, the construction of a park maintenance building, to Donovan Brothers, Inc., for their low bid in the amount of $114,920 plus WSST. E. Billing Ad iustment F4.5.2 Recommend approval of utility adjustment to account 3.42.0900 in the amount of $246.24. F. Liauor License A5.6.1 Recommend approval of a Class EF liquor license for DELI USA located at 501 "C" Street S.W. #D2. Subject to the applicant obtaining the necessary building and occupancy permits. Motion by Councilmember Kurle, second by Councilmember Burns to approve Consent Agenda Items IV.A, IV.B.2, and IV.D through IV.F. and considering IV.C.l separately. MOTION CARRIED UNANIMOUSLY. 7-0. Councilmember Kurle expressed concern with Auburn meeting Countywide Planning Policies target dates during the month of October. Planning Director Lancaster noted the schedule has recently been revised, and items with an October 1 due date, such as designation of manufacturing/industrial centers, are being worked on and will be in line with the revised schedule. The revised schedule will be available at the October 19, 1992 public hearing. OLD BUSINESS - None. VI. NEW BUSINESS - None. VII. ORDINANCES AND RESOLUTIONS A. Ordinances There were no ordinances. B. Resolutions 1. Resolution No. 2204 A3.16.9 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk of the City of Auburn to enter into an interlocal agreement with the City of Pacific for maintenance services at Ellingson Road and "C" Street S. W. also known as Ellingson Road and 83rd A venue South. Motion by Councilmember Wagner, second by Council member Weekley to introduce and adopt Resolution No. 2204. MOTION CARRIED UNANIMOUSLY. 7-0. 2. Resolution No. 2327 A3.17 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to enter into a lease agreement on behalf of the City of Auburn with Telecomm System Inc. for the installation of a 931 MHZ one-way paging system transmitter on City owned property located on the East side of Mountain View Drive. Motion by Councilmember Brothers, second by Councilmember Borden to introduce and adopt Resolution No. 2327. MOTION CARRIED UNANIMOUSLY. 7-0. 3. Resolution No. 2337 A3.17 A Resolution of the City Council of the City of Auburn, Washington, authorizing the City of Auburn Fire Chief to execute a memorandum of understanding regarding regulation of the outdoor fires between the City of Auburn, Washington and the Puget Sound Air Pollution Control Agency. Motion by Councilmember Brothers, second by Councilmember Borden to introduce and adopt Resolution No. 2337. MOTION CARRIED UNANIMOUSLY. 7-0. PAGE 4 CITY OF AUBURN COUNCIL MEETING October 5, 1992 4. Resolution No. 2346 A3.16.9, 04.9.1 St. Imp. 297 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute an agreement for professional services between the City of Auburn and W&H Pacific, Inc. relating to development of the Traffic Signal Interconnect Project. Motion by Councilmember Wagner, second by Councilmember Weekley to introduce and adopt Resolution No. 2346. MOTION CARRIED UNANIMOUSLY. 7-0. VIII. MAYOR'S REPORT A. Executive Session - None. IX.
