CALL TO ORDER The regular meeting of the City of Auburn Council was called to order by Mayor Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers. A. Flag Salute Mayor Roegner led those in attendance in the pledge of allegiance. B. Roll Call Those in attendance included Mayor Bob Roegner and Councilmembers Weekley, Wagner, Burns, Borden, Barber, Brothers, and Kurle. Staff members in attendance included Police Chief Jake Evans, Fire Chief Bob Johnson, Personnel Director Pam Sime, Parks & Recreation Director Len Chapman, Finance Director Pat Dugan, Public Works Director Frank Currie, Planning Director Steve Lancaster, City Attorney Stephen Shelton, and City Clerk Robin Wohlhueter. Other staff in attendance included Police Captain Ray Sherman. C. Announcements and Appointments I. Announcements a. 1993 Budget Workshops F3.7, 1993 Budget Mayor Roegner mentioned three days have been set aside to finish up the budget process by conducting Budget Workshops for departmental presentations. Beginning Monday, November 23rd, Tuesday, November 24th, and if needed, Wednesday, November 25th the Mayor and Council will meet with staff at 6:00 p.m. in the Council Work area to review the 1993 Budget for finalization. b. Bov Scout Troop 341 Prior to Audience Participation Mayor Roegner acknowledged in the audience this evening Boy Scouts Ian and Les Crawford. They are working on their Citizenship in the Community Badge. Mayor Roegner thanked the boys for attending the meeting tonight. 2. Appointments a. White River Vallev Historical Society Board of Directors A3.8.21 Council consideration to concur with the following appointments to the White River Valley Historical Society Board of Directors effective January I, 1993: CITY OF AUBURN COUNCIL MEETING November 2, 1992 Board Member Name Dr. Brian J. Library Board A3.8.12 Council consideration to concur with the appointment of Ray Bradley to the Library Board replacing Sue Singer for a term to expire December 31, 1995. Motion by Councilmember Kurle to approve the noted appointments to the White River Valley Historical Society Board of Directors, and the appointment to Library Board. Second by Councilmember Burns. MOTION CARRIED UNANIMOUSLY. 7-0. D. Agenda Modifications The modification is under Consent Agenda Item IV.B.2 which corrects the total dollar amount submitted for payroll numbers to $764,064.33. II. CITIZEN INPUT. PUBLIC HEARINGS & CORRESPONDENCE A. Public Hearings I. Aoolication No. ANX0003-92 03.1, ANX0003-92 Property owners adjacent to the existing city limits of the City of Auburn have filed a petition to annex 3.48 acres of property to the City of Auburn located on the northeast corner of 4th and "V" Street S.E. Mayor Roegner opened the public hearing. Cecil Steohenson - 2105 2nd S.E., Auburn, W A Mr. Stephenson is a resident who lives outside the city limits of Auburn and within the vicinity of the proposed annexation. He indicated that a previous attempt to annex his area failed, but he is still interested. Irene Fenster - 10520 Auburn Black Diamond Road, Auburn, W A Mrs. Fenster directed her comments to the map of the proposed annexation area, and wondered if the narrow strip going down to the river is a road or if it is part of the property. Don Taylor - 2041 2nd Street S.E., Auburn, W A Mr. Taylor lives next to Mr. Stephenson outside the city limits of Auburn. He expressed a desire to annex his property inside the city limits of Auburn. PAGE 2 CITY OF AUBURN COUNCIL MEETING November 2, 1992 Mayor Roegner suggested those wishing to annex their property into the city limits of Auburn meet with Planning Director Steve Lancaster Motion by Councilmember Burns, second by Councilmember Borden to close the public hearing. MOTION CARRIED UNANIMOUSLY. 7-0. Planning Director Steve Lancaster responded to the concerns raised during the public hearing. Referring to the two Auburn residents who want to annex their property, Mr. Lancaster pointed out that both residents do not abut the proposed annexation area, and the area they are referring to is an area where a petition was circulated, but failed to have a sufficient number of signatures to go further in the annexation process. With regard to the Mrs. Fenster's question, Mr. Lancaster stated the annexation map illustrates a former river channel as it is recorded on the plat which is not part of the annexation. He indicated the access easement is from 2nd Street Southeast and is not affected by the annexation. Mr. Lancaster will be available after this meeting to discuss annexation questions further. Motion by Councilmember Burns to approve the annexation and to instruct the City Attorney to prepare the necessary resolution and the Planning Department to prepare the notice of intention and forward it to the Boundary Review Board. Second by Councilmember Barber. MOTION CARRIED UNANIMOUSLY. 7-0. B. Audience Particioation Mayor Roegner invited citizens in the audience this evening who may want to bring to attention of the City Council something occurring in the community or later in tonight's agenda to come forward. There were no requests for recognition. C. Corresoondence - None. III. COUNCIL COMMITTEE REPORTS A. Municioal Services A3.6.4.4 Chairman Brothers announced that the Municipal Services Committee did not meet today, and previous minutes are of public record. The next meeting of the Municipal Services Committee will be November 16, 1992, at 4:30 p.m. B. Planning & Community Develooment A3.6.4.4 Chairman Burns reported that the Planning & Community Development Committee met on October 26, 1992 and the minutes are of public record. Chairman Burns requested support of those items appearing later in the agenda. The next regularly scheduled meeting of the Planning & Community Development Committee is scheduled for Monday, November 9, 1992 at its regular time. Public Works A3.6.4.4 Chairman Wagner reported the Public Works Committee met at 5:30 p.m. to discuss Auburn Flight Service lease, and an agreement for a Model Traffic Plan. The next meeting of the Public Works Committee is scheduled for November 16, 1992 at 5:30 p.m. D. Finance A3.6.4.4 Chairman Barber reported that the Finance Committee met prior to the Council meeting at 7:00 p.m. Items discussed included claims and payroll numbers. Chairman Barber noted the agenda modification changes the total dollar amount for payroll figures. The next meeting of the Finance Committee is scheduled for November 16, 1992 at 7:00 p.m. IV. CONSENT AGENDA A. Minutes 1. Minutes of the October 19, 1992 regular Council meeting. B. Vouchers F4.9.2, F4.9.5 1. Claim numbers 78362 through 78697 in the amount of $392,189.59 and dated November 2, 1992. 2. Payroll numbers 184676 through 185154 in the amount of $764,064.33 covering the period October 14, 1992 through October 23, 1992. C. Utility Bill Ad iustments F4.5.2 I. Recommend approval of utility bill adjustment to Account No. 2.23.0270 in the amount of $1,075.68 and Account No. 4.49.0930 in the amount of $682.56. 2. Recommend approval of utility bill adjustment to Account No. 1.43.1570 in the amount of $18,602.92. 3. Recommend approval of utility adjustment to account 1.19.2670 in the amount of $1,129.68, account 3.34.2490 in the amount of $319.05, and account 2.31.2710 in the amount of $30.24. D. Call for Public Hearing I. Aoolication No. ANX0002-92 03.1, ANX0002-92 Request approval for the Auburn City Council to call for a public hearing to be held at its November 16, 1992 regular meeting on the petition for annexation of approximately 4.84 acres located on the west side of the West Valley Highway in the 2700 block. PAGE 4 CITY OF AUBURN COUNCIL MEETING November 2, 1992 2. 1993 Comorehensive Housing Affordability Strategy 03.11.3 City Council to call for public hearing on the 1993 annual update to the Comprehensive Housing Affordability Strategy (CHAS) to be held at its November 16, 1992 meeting. Motion by Councilmember Kurle, second by Council member Burns to approve Consent Agenda Items IV.A.l through IV.D.2 including the agenda modification for item IV.B.2. MOTION CARRIED UNANIMOUSLY. 7-0. V. OLD BUSINESS - None. VI. NEW BUSINESS - None. VII. ORDINANCES AND RESOLUTIONS A. Ordinances F4.3, 04.7.2 City Attorney Stephen Shelton read each title to the ordinances out loud. 1. Ordinance No. 4589 A5.3.30 An Ordinance of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute a new interlocal agreement for regional planning of the central Puget Sound area, previously executed pursuant to Ordinance No. 4494 as amended by Ordinance No. 4509. Motion by Councilmember Burns, second by Councilmember Borden to introduce and adopt Ordinance No. 4589. MOTION CARRIED UNANIMOUSLY. 7-0. 2. Ordinance No. 4591 03.5, PLTOOOI-91 An Ordinance of the City Council of the City of Auburn, Washington, approving the final plat of James Subdivision located on the east side of "M" Street S.E. in the 3200-3300 blocks, within the City of Auburn, Washington, according to the plat on file with the Clerk of the City of Auburn. Motion by Councilmember Burns, second by Councilmember Barber to introduce and adopt Ordinance No. 4591. MOTION CARRIED UNANIMOUSLY. 7-0. PAGE 5 CITY OF AUBURN COUNCIL MEETING November 2, 1992 B. Resolutions 1. Resolution No. 2347 03.13.9 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk of the City of Auburn to execute a payback agreement between the City and the Quadrant Corporation. Motion by Councilmember Wagner, second by Councilmember Burns to introduce and adopt Resolution No. 2347. MOTION CARRIED UNANIMOUSLY. 7-0. 2. Resolution No. 2348 A3.17 A Resolution of the City Council of the City of Auburn, Washington, amending that certain fixed-based lease at Auburn Municipal Airport for Auburn Flight Service, Inc., previously approved pursuant to Resolution No. 2298, to provide for additional aircraft tie down space. Motion by Councilmember Wagner, second by Councilmember Weekley to introduce and adopt Resolution No. 2348. MOTION CARRIED UNANIMOUSLY. 7-0. 3. Resolution No. 2349 A1.3, A3.4.1 A Resolution of the City Council of the City of Auburn, Washington, approving the County Wide Planning Policies for King County. Motion by Councilmember Burns, second by Councilmember Borden to introduce and adopt Resolution No. 2349. MOTION CARRIED UNANIMOUSLY. 7-0. 4. Resolution No. 2350 04.10 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute an agreement for professional services between the City of Auburn and TMODEL Corporation to prepare and calibrate a transportation model for the City of Auburn. Motion by Councilmember Wagner, second by Council member Burns to introduce and adopt Resolution No. 2350. MOTION CARRIED UNANIMOUSLY. 7-0. VIII. MAYOR'S REPORT Prior to adjournment, Mayor Roegner reminded the Council of 1993 Budget Workshop on November 23rd and 24th, and if needed, November 25th.
