CITY OF AUBURN COUNCIL BUDGET WORKSHOP MINUTES
November 23, 1992
Those present included Councilmembers Barber, Borden, Brothers,
Burns, Kurle, Wagner and Weekley; Mayor Roegner; Finance Director
Dugan; Fire Chief Johnson, Police Chief Evans, Planning Director
Lancaster, Public Works Director Currie, City Attorney Shelton,
Parks and Recreation Director Chapman, Personnel Director sime,
Library Director Waters, Airport Director Anderson, and Finance
Analyst Strand.
Mayor Roegner opened the Council Workshop on the 1993 Budget with
an update on goal accomplishment for 1992. It appears at year
end that the City will accomplish approximately 25 of its 31
major goals for 1992. This was followed by a brief update on the
proposed goals for 1993 plus the additions suggested by the city
Council for inclusion from their workshop in August 1992.
Finance Director Pat Dugan then updated the city Council on
financial projections for 1993. This was followed by budget
presentations by each department head. Significant discussion
ensued with regard to the allocation of various city resources to
carry out the goals for the coming year.
At the conclusion of the discussion, the city Council reached
consensus that it would support the baseline budget as proposed;
that it would also support the Mayor's recommended priorities 1
through 4 (i-Youth 2000 Coordinator; 2-Bloodborne Pathogen Decon
station; 3-Architectural study for third fire station, 4-
Municipal Court Clerk) be included in the 1993 budget. The
Council also affirmed its interest in supporting additional
priorities subject to a positive financial report at mid-year.
Additional priorities would be a police clerk position to
coordinate the Home Arrest and Volunteer programs and an
Enterprise utilities engineer. The Council also asked that a
report be provided to the Council Planning and Community and
Development Committee on the staff review of a security system
for the library. Consistent with Council consensus staff will be
directed to prepare the appropriate document for the Council to
consider budget adoption at the Council December 7 meeting.
There being no further business to come before the workshop, the
workshop was adjourned with the Council thanking the Mayor and
staff for their work on the budget in a particularly tight
economic climate.
