CALL TO ORDER The regular meeting of the City of Auburn Council was called to order by Mayor Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers. A. Flag Salute Mayor Roegner led those in attendance in the pledge of allegiance. B. Roll Call Those in attendance included Mayor Bob Roegner and Councilmembers Weekley, Wagner, Burns, Borden, Barber, Brothers, and Kurle. Staff members in attendance included Police Chief Jake Evans, Fire Chief Bob Johnson, Personnel Director Pam Sime, Parks & Recreation Director Len Chapman, Finance Director Pat Dugan, Public Works Director Frank Currie, Planning Director Steve Lancaster, City Attorney Stephen Shelton, and City Clerk Robin Wohlhueter. Other staff in attendance included Police Captain Bill Pitzl, Assistant Planner Ted Beach, M & 0 Services Manager Bonnie Dann, and Sewer Supervisor Bob Kinderknecht. C. Announcements and Aooointments 1. Announcements D.A.R.E. Graduations 01.8 Mayor Roegner announced there are several 1992-93 D.A.R.E. Graduations scheduled at various Auburn elementary schools to begin January 26, 1993 through February 2, 1993. Mayor Roegner urged Councilmember attendance. Christmas Card A3.6.5 Mayor Roegner read a Christmas card the City received from ACAP Daycare. It said, "To the City of Auburn with Heartfelt Thanks". ACAP Daycare is supported through the City's Community Development Block Grant in an effort to assist local families in child care. Proclamation A1.8 A proclamation of the Honorable Mayor Bob Roegner of the City of Auburn, Washington, honoring the Auburn High School Trojan Football Team. Mayor Roegner read and presented approximately twenty Auburn High School football players with a proclamation honoring the team and coaching staff finishing the SPSL season as the North Division Champions with a 9-3 record during the 1992 football season. The r- CITY OF AUBURN COUNCIL MEETING January 4, 1993 players accepted the proclamation and congratulations from Mayor Roegner and Members of the Auburn City Council. 1992 Emolovee of the Year Presentation A1.9 After describing the many years of service to the City of Auburn and community involvement, Mayor Roegner honored Bob Kinderknecht as Employee of the Year for 1992. Mr. Kinderknecht has been with the City of Auburn since 1966. 2. Aooointments a. Board & Commission Aooointments A3.8, A3.8.2 Arts Commission Respectfully request Council approval of the recommendation to appoint Pam Smith to a vacant position on the Auburn Arts Commission for a term to expire 12/31/95. Motion by Councilmember Kurle, second by Councilmember Burns to confirm the appointment of Pam Smith to a vacant position on the Auburn Arts Commission for a term to expire 12/31/95. MOTION CARRIED UNANIMOUSLY. 7-0. D. Agenda Modifications Agenda modifications include an additional claim voucher run added to the agenda under IV.B.l which are claim numbers 80152 through 80185 in the amount of $58,416.36 and dated December 31, 1992. II. CITIZEN INPUT. PUBLIC HEARINGS & CORRESPONDENCE A. Public Hearings - None. B. Audience Particioation Mayor Roegner invited citizens in the audience this evening who may want to bring to attention of the City Council something occurring in the community or later in tonight's agenda to come forward. No one indicated a request for recognition. C. Corresoondence - None. III. COUNCIL COMMITTEE REPORTS A. Municioal Services A3.6.4.4 Chairman Brothers announced that the Municipal Services Committee did not meet today. The next meeting of the Municipal Services Committee will be Monday, January 18, 1993 at 4:30 p.m. PAGE 2 CITY OF AUBURN COUNCIL MEETING January 4, 1993 B. Planning & Community Develooment A3.6.4.4 Chairman Burns reported that the Planning & Community Development Committee has not met since the last Council meeting. The next regularly scheduled meeting of the Planning & Community Development Committee is scheduled for Monday, January 11, 1993 at 5:30 p.m. C. Public Works A3.6.4.4 Chairman Wagner reported the Public Works Committee met at 5:30 p.m. today. The next meeting of the Public Works Committee is scheduled for January 18, 1993 at 5:30 p.m. D. Finance A3.6.4.4 Chairman Barber reported that the Finance Committee met prior to the Council meeting at 7:00 p.m. to discuss claims and payroll. The next meeting of the Finance Committee is scheduled for Monday, January 18, 1993 at 7:00 p.m. IV. CONSENT AGENDA A. Minutes 1. Minutes of the December 21, 1992 regular Council meeting. B. Vouchers F4.9.2, F4.9.5 1. Claim numbers 79720 through 80151 in the amount of $1,251,933.58 and dated December 31, 1992. Claim numbers 80152 through 80185 in the amount of $58,416.36 and dated December 31, 1992. 2. Payroll numbers 186695 through 187653 in the amount of $1,407,962.91 covering the period 12/17/92 to 12/31/92, this 4th day of January, 1993. C. Utility Bill Ad iustment F4.5.2 Recommend approval of utility adjustment to account number 342.2910 in the amount of $258.40. D. Contract Administration 1. Street Imorovement No. 292 04.9.1 Recommend approval of Change Order No.2 to Woodworth & Company in the amount of $3,269.37 for Contract No. 91-04 for the Main Street Project. MOTION CARRIED UNANIMOUSLY. 7-0. V. OLD BUSINESS - None. VI. NEW BUSINESS - None. VII. ORDINANCES AND RESOLUTIONS A. Ordinances - None. B. Resolutions City Attorney Stephen Shelton read each title to the resolutions out loud. 1. Resolution No. 2359 A3.l3.2.2 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute a release of utility easement to eliminate the easement as established by document recorded under King County Auditor's File No. 8002140838 on property located at the north side of 41st Street S.E. approximately 330 feet east of "A" Street S.E. within the City of Auburn. Motion by Councilmember Wagner, second by Councilmember Burns to introduce and adopt Resolution No. 2359. MOTION CARRIED UNANIMOUSLY. 7-0. Mayor Roegner excused himself from the Council Chambers because the following Resolution pertains to an annexation property that abuts and includes a small portion of property owned by he and his wife. Mayor Roegner stated he is not a proponent or an opponent with regard to this annexation, and on advice of the City Attorney the gavel was turned over to Mayor Pro-Tern Kurle for action upon Resolution No. 2365. 2. Resolution No. 2365 03.1 Application No. ANXOOOI-92 A Resolution of the City Council of the City of Auburn, Washington, relating to its intention to annex certain property located on the City's eastern boundary, just north of the Chinook Elementary School. Motion by Councilmember Burns, second by Councilmember Borden to introduce and adopt Resolution No. 2365. MOTION CARRIED UNANIMOUSLY. 7-0. Mayor Roegner returned to the Council Chambers, and requested Stephen Shelton continue with Resolution No. 2366. PAGE 4 CITY OF AUBURN COUNCIL MEETING January 4, 1993 3. Resolution No. 2366 03.5 PL TOOO 1-92 A Resolution of the City Council of the City of Auburn, Washington, approving the Preliminary Plat of a 2l-lot residential subdivision to be known as "Lyman's Farm Addition to Auburn" located on the West side of "K" Street S.E. in the 2200 block. Motion by Councilmember Burns, second by Councilmember Barber to introduce and adopt Resolution No. 2366. MOTION CARRIED 6-1 with Councilmember Wagner voting no. 4. Resolution No. 2367 A3.4, 1993 Legislative Package A Resolution of the City Council of the City of Auburn, Washington, adopting the 1993 Legislative Package and requesting the Mayor of the City of Auburn to transmit said package to the Washington State Legislature. Motion by Councilmember Kurle, second by Councilmember Burns to introduce and adopt Resolution No. 2367. MOTION CARRIED UNANIMOUSLY. 7-0 VIII. MAYOR'S REPORT A. Executive Session - None. IX.
