CALL TO ORDER The regular meeting of the City of Auburn Council was called to order by Mayor Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers. A. Flag Salute Mayor Roegner led those in attendance in the pledge of allegiance. B. Roll Call Those in attendance included Mayor Bob Roegner and Councilmembers Weekley, Wagner, Burns, Borden, Barber, Brothers, and Kurle. Staff members present included Fire Chief Bob Johnson, Personnel Director Pam Sime, Parks and Recreation Director Len Chapman, Police Chief Jake Evans, Finance Director Pat Dugan, Public Works Director Frank Currie, Planning Director Steve Lancaster, City Attorney Stephen Shelton, Police Lieutenant Marion Dukes, and City Clerk Robin Wohlhueter. C. Announcements and ADDointments 1. Announcements - None. 2. ADDointments 03.8 a. White River Historical Society Board of Directors City Council confirmation of the appointment of Shirley Rodarte to the White River Historical Society Board of Directors filling the unexpired term of Eunice Ryan until December 31, 1994. Motion by Councilmember Kurle, second by Councilmember Burns to confirm the appointment of Shirley Rodarte to the White River Historical Society Board of Directors. MOTION CARRIED UNANIMOUSLY. 7-0. D. Agenda Modifications The agenda modification provides additional information under IV.B.l where check number 83123 through 83228 were voided due to a printing error in processing financial reports. Audience Particioation There were no requests for recognition under audience participation. C. Corresoondence 03.3.4 1. Auburn Thoroughbred Racetrack Letter dated May 10, 1993 to the Auburn City Council from Linda Santos opposing development of a racetrack. Letter dated May 12, 1993 from Jo Ann Boyer to the Auburn City Council expressing opposition to development of the racetrack. Letter dated May 14, 1993 to the Auburn City Council from Tony Betchard expressing opposition to the proposed racetrack. Letter received May 17, 1993 to Councilmember Borden from Betty Mattox regarding the proposed Auburn Racetrack. Letter dated May 9, 1993 to Mayor Roegner from Rose T. Bolle expressing opposition to the racetrack. Letter dated May 5, 1993 to Mayor Roegner from Susan Michaels opposing the racetrack. Letter dated May 10, 1993 to Pat Burns from Sharon Rodman with regard to the racetrack. 2. Letter dated May 2, 1993 from Dave Ball to the Auburn City Council with regard to safety on 51st Street S.E. III. COUNCIL COMMITTEE REPORTS A. Municioal Services A3.6.4.4 Chairman Brothers reported the Municipal Services Committee met today at 4:30 p.m. and discussed fireworks, Cable TV outages, and a Lakeland Hills traffic concern. The next meeting of the Municipal Services Committee will be Monday, June 21, 1993 at 4:30 p.m. B. Planning & Communitv Develooment A3.6.4.4 Chairman Burns reported the Planning and Community Development Committee has not met since the City Council met on May 17, 1993. The next regular scheduled meeting is a week from tonight, but Chairman Burns pointed out that it appears the Committee will be short a quorum and the meeting will be changed to another date. C. Public Works A3.6.4.4 Chairman Wagner reported the Public Works Committee met this evening at 5:30 p.m. today and discussed contract administration items appearing on tonight's A UBURN CITY COUNCIL MINUTES Page No. 3 June 7, 1993 agenda. Further discussion centered around National Pollutant Discharge Elimination System and Intermodal Surface Transportation Efficiency Act. The next meeting of the Public Works Committee will be Monday, June 21, 1993 at 5:30 p.m. D. Finance A3.6.4.4 Chair Barber reported the Finance Committee met at 7:00 p.m. prior to the Council meeting. Chair Barber reported the Committee is recommending approval of claim and payroll vouchers as amended. The next meeting of the Finance Committee is scheduled for Monday, June 21, 1993 at 7:00 p.m. IV. CONSENT AGENDA A. Minutes 1. Minutes of the May 17, 1993 regular Council meeting. B. Vouchers F4.9.2, F4.9.5 1. Claim numbers 83071 through 83620 in the amount of $526,966.89 and dated June 7, 1993. Check number 83123 through 83228 were voided due to a printing error in processing financial reports. 2. Payroll numbers 191742 through 192245 in the amount of $658,779.37 covering the period May 13, 1993 through May 28, 1993. C. Call for Public Hearing I. Appeal File No. MIS0004-93 Aooeal File No. MIS0009-93 03.23.1 MIS0009-93, 03.10.3, 03.10.1 Call for a public hearing on June 21, 1993 on the appeal filed by the Primark Corporation asking that the decision of the Hearing Examiner to affirm the following determinations of the Planning Director, be overturned: That a surface mining permit would be required to undertake excavation proposed for the Nakiska Apartment project; and That the Conditional Use Permit issued under Auburn Ordinance No. 4308 approving the apartment project has expired and is null and void. Motion by Councilmember Kurle, second by Council member Burns to approve Consent Agenda Items IV.A.l through IV.F.l including the addition of the modification. MOTION CARRIED UNANIMOUSLY. 7-0. V. OLD BUSINESS - None. VI. NEW BUSINESS A. Aoolication No. CUP0002-93 03.10.1 CUP0002-93 The request of Auburn Youth Resources for a Conditional Use Permit to allow a 137.5 square foot increase of administrative office area at 816 F Street S.E. Motion by Councilmember Burns, second by Councilmember Barber to approve the Conditional Use Permit based on the Hearing Examiner's Findings of Fact, Conclusions and Conditions and to instruct the City Attorney to prepare the necessary ordinance. MOTION CARRIED UNANIMOUSLY. 7-0. B. Aoolication No. PL TOOOl-93 03.5 PL TOOO 1-93 The request of Richard T. Wooding for Preliminary Plat approval of an 8-1ot single family subdivision to be known as Smalkamish Rim Estates consisting of 78.61 acres zoned RR (Rural Residential) located on the north end of Foster A venue S.E. Motion by Councilmember Burns, second by Councilmember Borden to approve the preliminary plat based upon the Hearing Examiner's Findings of Fact, Conclusions, and Conditions and to instruct the City Attorney to prepare the necessary resolution. MOTION CARRIED UNANIMOUSLY. 7-0. VII. ORDINANCES AND RESOLUTIONS A. Ordinances 1. Ordinance No. 4629 03.5 PL T0008-90 An Ordinance of the City Council of the City of Auburn, Washington, approving the Final Plat of 'McLaughlin Court" located on the east side of "M" Street S.E. in the 3400 block, within the City of Auburn, Washington, according to the plat on file with the Clerk of the City of Auburn.
