CITY OF AUBURN
COUNCIL MEETING MINUTES
July 6, 1993 7:30 p.m.
I. CALL TO ORDER
A. Flag Salute
Mayor Roegner called the meeting to order at 7:30 p.m. and led those in attendance in
the pledge of allegiance.
B. Roll Call
Those in attendance included Mayor Bob Roegner and Councilmembers Weekley,
Wagner, Burns, Borden, Barber, Brothers, and Kurle. Staff members present included
Assistant Fire Chief Steve Shropshire, Personnel Director Pam Sime, Parks and
Recreation Director Len Chapman, Police Chief Jake Evans, Finance Director Pat
Dugan, Public Works Director Frank Currie, Planning Director Steve Lancaster, City
Attorney Stephen Shelton, and City Clerk Robin Wohlhueter.

I. Announcements
4th of Julv Festival

Mayor Roegner congratulated various departments for their participation in the
annual community 4th of July Festival held at Les Gove Park. It was a success,
he said.
Mayor Roegner further reported there were no significant firework related
incidents over the weekend. A written report will be available in the next few
days.

minutes, and VII.A.l, a corrected Page 1 of Ordinance No. 4635.

Brett Olson is a Board Member for the Steel Lake Little League. He has been
designated to represent its "Save the Fields" campaign, and has been soliciting assistance

from neighboring cities. Mr. Olson briefly described the history behind the six baseball
fields, and the community involvement to preserve the fields. He said the City of
Seattle currently owns the property where the baseball fields are located, and the entire
parcel of property is up for sale. If sold, he said, they may have to vacate the property
within 30 days leaving 850 children with nowhere to participate in baseball. He solicited
support from the City Council in working with the neighboring communities and the
City of Seattle in preserving the property for their baseball league.
Mayor Roegner responded to Mr. Olsen's request, and referred this item to Parks &
Recreation Director Len Chapman.

I. An appeal filed by Gary A. Fujioka on June 28, 1993 of Hearing Examiner's
Decision to affirm the Planning Director's decision that retail sales of pet
supplies is not a permitted use within the M-l, Light Industrial zone with regard
Appeal Application No. MIS0008-93.
III. COUNCIL COMMITTEE REPORTS
A. MuniciDal Services

Chairman Brothers reported the Municipal Services Committee last met on June 21,
1993, and minutes are of public record. The next meeting of the Municipal Services
Committee will be Monday, July 19, 1993 at 4:30 p.m.
B. Planning & Community DeveloDment

Chairman Burns reported the Planning and Community Development Committee met one
week ago at 5:30 p.m. and discussed several items which appear on the Council agenda
this evening and are recommended for approval. The next meeting of the Planning and
Community Development Committee will be Monday, July 12, 1993 at 5:30 p.m.
C. Public Works

Chairman Wagner reported the Public Works Committee met this evening at 5:30 p.m.
and discussed the six year street plan. The next meeting of the Public Works Committee
will be Tuesday, July 19, 1993 at 5:30 p.m.
D. Finance

Chair Barber reported the Finance Committee met at 7:00 p.m. prior to the Council
meeting this evening. Chair Barber reported the Committee discussed the rebate
program for Senior Citizens. Chair Barber pointed out a change in voucher numbers
appearing under Consent Agenda Item No IV.B.l. Claim numbers begin with 83950.
The next meeting of the Finance Committee will be Monday, July 19, 1993 at 7:00 p.m.

Hearing Examiner's Decision to affirm the Planning Director's decision that retail

with regard Appeal Application No. MIS0008-93.
Motion by Councilmember Kurle, second by Councilmember Burns to approve
Consent Agenda Items IV.A.I through IV.C.l.
MOTION CARRIED UNANIMOUSLY. 7-0.

An Ordinance of the City Council of the City of Auburn, Washington, affirming
the Hearing Examiner's Decision to deny Appeal No. MIS0004-93 wherein
Primark Development appealed the administrative decisions of the Planning
Director that a Surface Mining Permit is required to undertake the proposed
excavation for the Nakiska Apartment project and that the Conditional Use
Permit issued under Ordinance No. 4308 and 4309 is expired and null and void
on such project which was proposed to be developed on property located East of
"W" Street N.W. and West of the terminus of 15th Street N.W., within the city of
Auburn, Washington.

Motion by Councilmember Burns second by Councilmember Barber to introduce
and adopt Ordinance No. 4635 as amended.
A correction was noted on Page 3, item number 7 correcting the date to
November 18, 1991 which was agreed to by the makers of the motion.
Mayor Roegner called for a vote on the motion as amended.
MOTION CARRIED UNANIMOUSLY. 7-0.
B. Resolutions

A Resolution of the City Council of the City of Auburn, Washington, setting
August 16, 1993 at 7:30 p.m. as the date and time for the public hearing on the
Final Assessment Roll for Local Improvement District No. 345 and for the
Sidewalk Improvement and related work along both sides of the property West of
"R" Street S.E., East of "A" Street S.E., South of 12th S.E., and North of 33rd
S.E., in Auburn, Washington.
Motion by Councilmember Wagner second by Councilmember Weekley to
approve Resolution No. 2408.
MOTION CARRIED UNANIMOUSLY. 7-0.
2. Resolution No. 2425

A Resolution of the City Council of the City of Auburn, Washington, fixing 7:30
p.m. on August 2, 1993 as the time and date for a public hearing before the City
Council on the 1994-1999 Six Year Street Program.
Motion by Councilmember Wagner, second by Council member Burns to approve
Resolution No. 2425.
MOTION CARRIED UNANIMOUSLY. 7-0.
VIII. MAYOR'S REPORT
Mayor Roegner announced there would be a brief Executive Session to discuss labor
negotiations for approximately five to ten minutes. He anticipated Council action as a
result of the Executive Session, and recommended the meeting recess at 7:50 p.m.
A. Executive Session - Labor Negotiations.
The meeting reconvened at 8: 10 p.m.
Motion by Councilmember Barber, second by Councilmember Brothers to authorize the
Mayor and City Clerk to sign the contract with IAFF Fire Local #1352.
MOTION CARRIED UNANIMOUSLY. 7-0.
