Flag Salute Mayor Roegner called the meeting to order at 7:30 p.m. and led those in attendance 10 the pledge of allegiance. B. Roll Call Those in attendance included Mayor Bob Roegner and Councilmembers Weekley, Wagner, Burns, Borden, Barber, Brothers, and Kurle. Staff members present included Fire Chief Bob Johnson, Personnel Director Pam Sime, Parks and Recreation Director Len Chapman, Police Chief Jake Evans, Police Captain Ray Sherman, Finance Director Pat Dugan, Public Works Director Frank Currie, City Engineer Dennis Dowdy, Senior Planner Lynn Rued, Attorney Stephen Shelton, and City Clerk Robin Wohlhueter. C. Announcements and Appointments 1. Announcements a. Distinguished Budget Presentation A ward Mayor Roegner was pleased to announce that the City of Auburn has received the Distinguished Budget Presentation A ward from the Government Finance Officers Association (GFOA) which is the highest form of recognition in governmental budgeting and represents a significant achievement by our Finance staff. Mayor Roegner congratulated Finance Director Pat Dugan and his staff, and indicated a more formal presentation will be made this fall when the plaque is received. 2. Appointments - None. D. Agenda Modifications - None. II. CITIZEN INPUT. PUBLIC HEARINGS & CORRESPONDENCE A. Public Hearings 1. 1994-1999 Six Year Street Program 04.9.3, 1994-1999 Six Year Street Program Pursuant to State law, the Auburn City Council is to annually conduct a public hearing in order to receive public comments, to review the work proposed under the Six Year Street Program, and to adopt a revised and extended comprehensive street program for the city of Auburn. Motion by Councilmember Wagner, second by Councilmember Weekley to close the public hearing. MOTION CARRIED UNANIMOUSLY. 7-0. B. Audience Participation Virginia Haugen - 2503 R Street S.E., Auburn W A Virginia Haugen submitted a letter on behalf of Barbara Guthmiller with regard to Justin Guthmiller's employment and vocational education training with the Auburn Public Library. Ms. Haugen further explained the background and concern of Justin Guthmillers' employment and educational possibilities. C. Correspondence Correspondence received by the City of Auburn includes a letter dated July 8, 1993 from Jeffrey L. Esser, Executive Director of the Government Finance Officers Association; a letter from Barbara Guthmiller submitted under audience participation; and a letter addressed to the Auburn City Council from the Auburn Coalition on Teenage Pregnancy seeking support from the Auburn City Council. III. COUNCIL COMMITTEE REPORTS A. Municipal Services A3.6.4.4 Chairman Brothers reported the Municipal Services Committee met at 4:30 today. Items discussed included the proposed remodel of the Municipal Services Building and recent police activities. The next meeting of the Municipal Services Committee will be Monday, August 16, 1993 at 4:30 p.m. B. Planning & Communitv Development A3.6.4.4 Chairman Burns reported the Planning and Community Development Committee met a week ago this evening and the minutes are of public record. He asked for Council support of those items as they appear in the City Council Agenda. The next of the Planning & Community Development Committee will be Monday, August 9, 1993 at 5:30 p.m. C. Public Works A3.6.4.4 Chairman Wagner reported the Public Works Committee met this evening at 5:30 p.m. to discuss the City's participation in the Mill Creek Plan, Six Year Street Plan and utility bills adjustments. Finance A.3.6.4.4 Chair Barber reported the Finance Committee met at 7:00 p.m. prior to the Council meeting this evening to discuss Ordinance No. 4634, the 1993 Budget Amendment and claims & payroll vouchers of which the Finance Committee is recommending approval as they appear on tonight's agenda. The next meeting of the Finance Committee will be Monday, August 16, 1993 at 7:00 p.m. IV. CONSENT AGENDA A. Minutes 1. Minutes of the July 19, 1993 regular Council meeting. B. Vouchers F4.9.2, F4.9.5 1. Claim numbers 84970 through 85286 III the amount of $480,106.99 and dated August 2, 1993. 2. Payroll numbers 193973 through 194533 in the amount of $726,080.30 covering the period July 15, 1993 to July 27, 1993 dated August 2, 1993. C. Call for Public Hearing FIN 3.8, 1994 Budget 1. 1994 Budget a. City Council to call for a public hearing for to be held at its regular meeting on Tuesday, September 7, 1993 in order to receive comments, proposals, and suggestions from the general public for consideration during the preparation of the 1994 City of Auburn Budget; b. City Council to call for a public hearing and to authorize a call for a public hearing to be held on Monday, November 15, 1993 in order to receive written and oral comments and to ask questions concerning the City of Auburn 1994 Preliminary Budget. D. Surplus Equipment F4.6.l To recommend surplus of Lanstar PC Network Cabinet described below: The Lanstar PC Network Cabinet consists of one PTE-S Cabinet Assembly, one Transport Controller, one Transport Terminator, three Lanlink Interface Cards (16 ports), six Lanlink PC Cards (includes one for dial-in PC), one Lanstar PC Administration Software, and 48 PC Lanlink Cards. E. Utility Ad iustment FIN 4.5.2 1. Recommend approval of utility adjustment to account 2.60.4698 in the amount of $1,379.46. AUBURN CITY COUNCIL MINUTES Page No. 4 August 2, 1993 2. Recommend approval of utility adjustment to account 2.42.2550 in the amount of $4,726.02 and account 3.12.2820 in the amount of $390.73. Motion by Councilmember Kurle, second by Councilmember Burns to approve Consent Agenda Items IV.A. through IV.E.2. MOTION CARRIED UNANIMOUSLY. 7-0. V. OLD BUSINESS - None VI. NEW BUSINESS A. Application No. PL T0009-86 03.5, PL T0009-86 Council consideration of approval of the extension of the Preliminary Plat of "West Beverly Hills" for another year located south from 15th Street N.W. to South 320th Street lying east of 60th A venue South. Motion by Councilmember Burns, second by Councilmember Borden to approve the extension of the preliminary plat of "West Beverly Hills" for another year and authorize the City Attorney to prepare the necessary resolution. MOTION CARRIED UNANIMOUSLY. 7-0. B. Application No. CUP0004-93 03.10.1 CUP0004-93 Council consideration on a Conditional Use Permit to allow construction of a duplex in a C-3, Heavy Commercial Zone, located at the S.W. corner of 8th and "B" Street S.E. Motion by Councilmember Burns, second by Councilmember Barber to approve the Conditional Use Permit based upon the Hearing Examiner's Findings of Fact, Conclusions, and Conditions and to instruct the City Attorney to prepare the necessary ordinance. MOTION CARRIED UNANIMOUSLY. 7-0. VII. ORDINANCES AND RESOLUTIONS A. Ordinances Stephen Shelton read the titles to each ordinance out loud. 1. Ordinance No. 4634 F3. 7, 1993 Budget Amendment An Ordinance of the City Council of the City of Auburn, Washington, authorizing the Mayor to accept Schedule "A" which relates to the City of Auburn 1993 budget reallocation of funds in various accounts in several funds pursuant to RCW 35A.33.120. Motion by Councilmember Barber, second by Councilmember Brothers to introduce and adopt Ordinance No. 4634. AUBURN CITY COUNCIL MINUTES Page No. 5 August 2, 1993 MOTION CARRIED UNANIMOUSLY. 7-0. 2. Ordinance No. 4636 A3.23.1 Application No. MIS0008-93 An Ordinance of the City Council of the City of Auburn, Washington, affirming the Hearing Examiner's decision to deny Appeal No. MIS0008-93 wherein Gary Fujioka appealed the administrative decision of the Planning Director that retail sales of pet supplies is not a permitted use within M-l Light Industrial zone, within the City of Auburn, Washington. Motion by Councilmember Burns, second by Councilmember Borden to introduce and adopt Ordinance No. 4636. MOTION CARRIED UNANIMOUSLY. 7-0. B. Resolutions Stephen Shelton read the titles to each resolution out loud. 1. Resolution No. 2426 04.4.2 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor to execute a Memorandum of Understanding between King County Retired Senior Volunteer Program and the City of Auburn, for the purpose of volunteer recruitment at the Auburn Senior Center. Motion by Councilmember Burns, second by Councilmember Barber to adopt Resolution No. 2426. MOTION CARRIED UNANIMOUSLY. 7-0. 2. Resolution No. 2430 A3.17 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute a Lease Agreement between the City and Frank and Linda Tisdale for caretaker purposes at Mountain View Cemetery. Motion by Council member Burns, second by Councilmember Borden to adopt Resolution No. 2430. MOTION CARRIED UNANIMOUSLY. 7-0. 3. Resolution No. 2431 A1.3 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute an amendment to the Mill Creek Interlocal Agreement between King County and the cities of Auburn and Kent extending the duration of the interlocal agreement eighteen months from the date of adoption. Motion by Councilmember Wagner, second by Councilmember Weekley to adopt Resolution No. 2431. AUBURN CITY COUNCIL MINUTES Page No.6 August 2, 1993 MOTION CARRIED UNANIMOUSLY. 7-0. 4. Resolution No. 2432 04.9.3, 1994-1999 A Resolution of the City Council of the City of Auburn, Washington, adopting the 1994-1999 revisions and extensions of the Comprehensive Street Program of the City of Auburn pursuant to R.C.W. Chapter 35.77 of the laws of the State of Washington. Motion by Councilmember Wagner, second by Councilmember Burns to adopt Resolution No. 2432. MOTION CARRIED. 5-2 with Councilmembers Weekley and Borden voting no. VIII. MAYOR'S REPORT - None. A. Executive Session - None. IX.
