Flag Salute Mayor Roegner called the meeting to order at 7:30 p.m. and led those in attendance in the pledge of allegiance. B. Roll Call Those in attendance included Mayor Bob Roegner and Councilmembers Weekley, Wagner, Burns, Borden, Barber, Brothers, and Kurle. Staff members present included Fire Chief Bob Johnson, Personnel Director Pam Sime, Parks and Recreation Director Len Chapman, Police Chief Jake Evans, Police Lieutenant Marion Dukes, Finance Director Pat Dugan, Public Works Director Frank Currie, City Engineer Dennis Dowdy, Planning Director Steve Lancaster, Attorney Stephen Shelton, and City Clerk Robin Wohlhueter. C. Announcements and Appointments 1. Announcements Boy Scout Troops Mayor Roegner acknowledged two individuals Merit Badges, Citizenship in the Community. and Mike Pitts from Troop 331 - Varsity. in the audience working on their Jake Nannery from Troop 401, 2. Appointments - None. D. Agenda Modifications Agenda modifications are included under Council Agenda Item II.C.4 and Council Agenda Item IV.B.2. Council Agenda Item II.C.4 transmits a letter dated August 16, 1993 to the City of Auburn, Washington from Maxine DeLauro with regard to LID 345; Council Agenda Item IV.B.2 changes payroll numbers 194534 through 195100 in the amount of $863,676.72 covering the period July 28, 1993 through August 6, 1993. II. CITIZEN INPUT. PUBLIC HEARINGS & CORRESPONDENCE A. Public Hearings 1. Local Improvement District 345 F2.4.9 lid 345 x 2 At the request of the Auburn City Council, this date has been set as the date and time for the public hearing on the Final Assessment Roll for Local Improvement District No. 345 and for the Sidewalk Improvement and related work along both sides of the property West of "R" Street S.E., East of "A" Street S.E., South of 12th S.E., and North of 33rd S.E., in Auburn, Washington. AUBURN CITY COUNCIL MINUTES Page No.2 August 16, 1993 Mayor Roegner opened the public hearing, and asked if there was anyone in the audience to testify for or against or comment upon the Final Assessment Roll for LID 345. After three calls for citizen comment, Mayor Roegner entertained a motion to close the public hearing. Motion by Councilmember Wagner to close the public hearing. Second by Council member Weekley. MOTION CARRIED UNANIMOUSLY. 7-0. Motion by Councilmember Wagner, second by Councilmember Weekley to introduce and adopt Ordinance No. 4623. MOTION CARRIED UNANIMOUSLY. 7-0. B. Audience Participation Mayor Roegner announced an opportunity for audience participation. He said this is where anyone wishing to comment upon an issue appearing later in tonight's agenda or bring to the Council's attention any community issue can do so at this time. There were no requests for recognition. C. Correspondence F2.4.9 LID 345 1. Letter received on August 9, 1993 from David A. Peterson expressing concern with regard to LID 345, Assessment No. 80. 2. Letter received on August 9, 1993 from David Allan Peterson expressing concern with regard to LID 345, Assessment No. 81. 3. Note written by Dorothy E. Frye on the back of the Notice of Final Assessment Roll Hearing for Local Improvement District No. 345, Assessment No. 134 objecting to higher cost. 4. Letter dated August 16, 1993 to the City of Auburn, Washington from Maxine DeLauro with regard to Assessment L.I.D. No. 345, Assessment No. 41, Property address: 607 21st Street S.E., Auburn, W A. III. COUNCIL COMMITTEE REPORTS A. Municipal Services A3.6.4.4 Chairman Brothers reported the Municipal Services Committee met on August 2, 1993, and the minutes are of public record. The next meeting of the Municipal Services Committee will be Tuesday, September 7, 1993 at 4:30 p.m. B. Planning & Community Development A3.6.4.4 Chair Burns reported the Planning and Community Development Committee met a week ago this evening and the minutes are of public record. He asked for Council support of AUBURN CITY COUNCIL MINUTES Page No. 3 August 16, 1993 those items as they appear in the City Council Agenda. The next Planning & Community Development Committee will be Monday, August 23, 1993 at 5:30 p.m. C. Public Works A3.6.4.4 Chair Wagner reported the Public Works Committee met this evening at 5:30 p.m. to discuss and recommend approval of Contract Administration issues as they appear in tonight's agenda. The next meeting of the Public Works Committee will be Tuesday, September 7, 1993 at 5:30 p.m. D. Finance A.3.6.4.4 Chair Barber reported the Finance Committee met at 7:00 p.m. prior to the Council meeting this evening to discuss claims & payroll vouchers of which the Finance Committee is recommending approval as modified. The next meeting of the Finance Committee will be Tuesday, September 7, 1993 at 7:00 p.m. IV. CONSENT AGENDA A. Minutes 1. Minutes of the August 2, 1993 regular Council meeting. B. Public Works Proiect No. 509 04 Recommend approval of Change Order No. 1 to West Coast Construction, on PR 509, Contract 93-01, Auburn Way South and Academy Drive Project; for an extension of time. 2. Public Works Proiect No. 530 04 Recommend awarding Contract 93-06 to Blackline, Inc. on their low bid of $57,322.94 for PR 530, 1993 Slurry Seal Program. Public Works Proiect No. 504 04 Recommend awarding Contract 93-03 to Shoreline Construction Co. on their low bid of $108,857.32 for PR 504, Janssen's Addition Storm Improvement. 5. Public Works Proiect No. 521 04 Recommend awarding Contract 93-07 to R.W. Scott Construction Co. on their low bid of $51,936.00 for PR 521, East Main Outfall Repair. Motion by Council member Kurle, second by Council member Burns to approve Consent Agenda Items IV.A. through IV.F as modified. MOTION CARRIED UNANIMOUSLY. 7-0. V. OLD BUSINESS - None VI. NEW BUSINESS - None. VII. ORDINANCES AND RESOLUTIONS A. Ordinances 1. Ordinance No. 4623 F2.4.9 LID 345 x 2 An Ordinance of the City of Auburn, Washington, approving and confirming the assessments and the amended assessment roll of Local Improvement District No. 345 for the sidewalk construction and improvement (Sidewalk Improvement No. 14) along both sides of property west of "R" Street S.E., east of "A" Street S.E., south of 12th S.E., north of 33rd S.E., within the County of King, State of Washington, as provided by Ordinance No. 4576; and levying and assessing the cost and expense thereof against the several lots, tracts, parcels of land and other property as shown on the amended assessment roll; and approving payment of certain assessments of qualified low and moderate income homeowners pursuant to HUD Block Grant program and procedures. See Council Agenda Item II.A.l for action on this ordinance. Stephen Shelton read the title to the following ordinance out loud. 2. Ordinance No. 4637 03.10.1 Application No. CUP0004-93 An Ordinance of the City of Auburn, Washington, providing for a Conditional Use Permit to allow the construction of a duplex on property zoned C-3 (Heavy Commercial) on a 6,480 square foot site located on the southwest corner of 8th Street S.E. and "B" Street S.E., within the city of Auburn, Washington. Resolutions Stephen Shelton read the titles to each resolution out loud. 1. Resolution No. 2433 03.5 Application No. 9-86 A Resolution of the City Council of the City of Auburn, Washington, authorizing and approving the extension of the Preliminary Plat of "West Beverly Hills", Divisions I, II, and III for an additional year. Motion by Councilmember Burns, second by Councilmember Barber to approve Resolution No. 2433. MOTION CARRIED UNANIMOUSLY. 7-0. 2. Resolution No. 2434 A3.4.1 A Resolution of the City Council of the City of Auburn, Washington, approving certain amendments to the County-wide Planning Policies for King County. Motion by Councilmember Burns, second by Councilmember Borden to adopt Resolution No. 2434, ratifying the May 24, 1993 amendments to the County-wide Planning Policies for King County. MOTION CARRIED UNANIMOUSLY. 7-0. VIII. MAYOR'S REPORT - None. A. Executive Session - None. IX.
