Flag Salute Mayor Roegner called the meeting to order at 7:30 p.m. and led those in attendance in the pledge of allegiance. B. Roll Call Those in attendance included Mayor Bob Roegner and Councilmembers Weekley, Wagner, Burns, Borden, Barber, and Brothers. Councilmember Kurle was excused. Staff members present included Fire Chief Bob Johnson, Personnel Director Pam Sime, Parks and Recreation Director Len Chapman, Police Chief Jake Evans, Police Captain Ray Sherman, Finance Director Pat Dugan, Public Works Director Frank Currie, Planning Director Steve Lancaster, City Attorney Stephen Shelton, and City Clerk Robin Wohlhueter. C. Announcements and Aooointments 1. Announcements a) International Literacv Dav AI.& Mayor Roegner read and presented a proclamation of City of Auburn, Washington proclaiming September 8, 1993 as "International Literacy Day" to Mike Downs, Valley Literacy Council - South. b) Auburn Kids Count--Join PTA AI.8 Mayor Roegner read and presented a proclamation of the City of Auburn declaring September, 1993 as Auburn Kids Count--Join PT A month to Claudia Grant-Dehl and Dan Timm. 2. Aooointments - None. D. Agenda Modifications The agenda modification transmits a copy of Council Agenda Item VII.A.I., Ordinance No. 4638. II. CITIZEN INPUT. PUBLIC HEARINGS & CORRESPONDENCE AUBURN CITY COUNCIL MINUTES Page NO.2 September 7, 1993 A. Public Hearings 1. 1994 Budget Hearing F3.8, 1994 Budget All persons interested are encouraged to participate in the public hearing by making comments, proposals, and suggestions on matters for the City Council and Mayor to consider during the preparation of the City of Auburn 1994 Budget. After a brief explanation of the purpose of the hearing, Mayor Roegner opened the public hearing and invited citizen comment. Mark Bodensteiner 3029 14th Street S.E., Auburn W A Mark Bodensteiner, President of the Auburn Area Chamber of Commerce, stated a proposal has been submitted requesting $6,000 be budgeted to form a joint partnership between the City and the Chamber of Commerce in forming Economic Development Council. With the $6,000, he said, a plan would be developed to identify what the Economic Development Council would be and how it would function. Mayor Roegner noted the Auburn City Council Members have received a copy of the letter. Virginia Haugen - 2503 R Street S.E., Auburn W A Virginia Haugen noted she is aware of budget issues, and extended thanks to the Mayor and Council with regard to the budget process. Motion by Council member Barber to close the public hearing. Second by Councilmember Brothers. MOTION CARRIED UNANIMOUSLY. 6-0. Mayor Roegner reminded citizens that they may make further comments with regard to the Preliminary and Final 1994 Budget process to either himself or Finance Director Pat Dugan. B. Audience Particioation Mayor Roegner announced that this is an opportunity for audience participation. He said this is where anyone wishing to comment upon an issue appearing later in tonight's agenda or bring to the Council's attention any community issue can do so at this time. Virginia Haugen - 2503 R Street S.E. Auburn W A Virginia Haugen commented on behalf of the residents who live in the Sherwood Apartments. She stated homeowners are concerned about how the development of 58 acres above the mobile home park near Howard Road will impact traffic within their neighborhood. She further pointed out that the fence at the park within this neighborhood is down. Ms. Haugen expressed concern with regard to litter, dirt, and graffiti in the Auburn area, and a vacant home on M Street experiencing rodent problems. Ms. Haugen submitted a copy of a petition requesting assistance in removing the rodent problem. Virginia Moses - 114 M Street S.E., Auburn WA A UBURN CITY COUNCIL MINUTES Page No. 3 September 7, 1993 Virginia Moses - 114 M Street S.E., Auburn W A Virginia Moses, Auburn resident, expressed concern of rats nesting in a vacant house next door to her. She said several attempts have been made to take care of this problem by contacting the King County Health Department and City staff. Mrs. Moses asked for assistance in getting rid of this rodent problem next door to her home. C. Corresoondence Correspondence received from the Auburn Chamber of Commerce referenced under the public hearing this evening has been received by the Mayor and City Council. Other correspondence includes a petition signed by property owners on "M" Street S.E. and submitted by Virginia Haugen under the audience participation section of these minutes. III. COUNCIL COMMITTEE REPORTS A. Municioal Services A3.6.4.4 Chair Brothers reported the Municipal Services Committee did not meet today. The last meeting of the Municipal Services Committee was held on August 2, 1993. The next meeting of the Municipal Services Committee will be Monday, September 20, 1993 at 4:30 p.m. B. Planning & Community Develooment A3.6.4.4 Chair Burns reported the Planning and Community Development Committee met on August 23, 1993, and the minutes are of public record. He asked for Council support of those items as they appear before the City Council. The next Planning & Community Development Committee will be Monday, September 13, 1993 at 5:30 p.m. C. Public Works A3.6.4.4 Chair Wagner reported the Public Works Committee did not meet this evening. The next meeting of the Public Works Committee will be Monday, September 20, 1993 at 5:30 p.m. D. Finance A.3.6.4.4 Chair Barber reported the Finance Committee met at 7:00 p.m. prior to the Council meeting this evening to discuss an interfund loan, Ordinance No. 4638, and claims & payroll vouchers of which the Finance Committee is recommending approval. The next meeting of the Finance Committee will be Monday, September 20, 1993 at 7:00 p.m. IV. CONSENT AGENDA A. Minutes 1. Minutes of the August 16, 1993 regular Council meeting. Payroll numbers 195101 through 195623 in the amount of $710,234.41 covering the period August 6, 1993 to August 24, 1993 through and dated September 7, 1993. C. Interfund Loan F2.4.9 LID 345 x 2, F4.7 Request approval for an interfund loan for LID 345 (Sidewalk Improvement #14) from Arterial Street Fund 102) in the amount of $22,000.00 at the rate of 3.23% interest for the period of July 31, 1993 to November 30, 1993. D. Surolus Prooerty F4.6.l Request permission to surplus and sell at the next auction the vehicles listed below. o FD033 (F033A) 1986 Chevrolet Caprice sin lGlBL6963GX164251 E. Utility Bill Ad iustment F4.5.2 Recommend approval of utility adjustment to account 2.60.4960 in the amount of $366.03. Motion by Councilmember Burns, second by Councilmember Brothers to approve Consent Agenda Items IV.A. through IV.E. MOTION CARRIED UNANIMOUSLY. 6-0 V. OLD BUSINESS - None VI. NEW BUSINESS A. Aoolication No. REZ0002-93 03.8 REZ0002-93 Council consideration on the request of Richard Miller to rezone property from R -1, Single Family, to R-2, Single Family located on the N.E. corner of 4th and "V" Street S.E. Motion by Councilmember Burns, second by Council member Barber to approve the rezoning request based upon the Hearing Examiner's Findings of Fact and Conclusions of Law; and, to instruct the City Attorney to prepare the necessary Ordinance. Executive Session Mayor Roegner announced there would be a brief Executive Session to discuss one matter of litigation. Mayor Roegner anticipated there would be no action required by the City Council as a result of the Executive Session, and recommended adjournment. IX.
