Flag Salute Mayor Roegner called the meeting to order at 7:30 p.m. and led those in attendance ill the pledge of allegiance. B. Roll Call Those in attendance included Mayor Roegner and Counci1members Weekley, Wagner, Burns, Borden, Barber, Brothers, and Kurle. Staff members present included Police Chief Jake Evans, Police Lieutenant Michael Dunbar, Fire Chief Bob Johnson, Personnel Director Pam Sime, Parks and Recreation Director Len Chapman, Finance Director Pat Dugan, Public Works Director Frank Currie, Planning Director Steve Lancaster, City Attorney Stephen R. Shelton, and City Clerk Robin Wohlhueter. C. Announcements and Appointments 1. Announcements a. Proclamation A1.8 American Education Week Mayor Roegner presented a proclamation to Carolyn Olson, Vice President of the Auburn Education Association, Linda Cowan, Associate Superintendent of Elementary Education, and Lee Singer, Auburn School Board Member, declaring November 14 through November 20, 1993 as American Education Week. Mayor Roegner thanked Ms. Olson, Ms. Cowan, and Mr. Singer for all their efforts in what they do to educate our young people. 2. Appointments - None. D. Agenda Modifications - None. II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE A. Public Hearings - None. B. Audience Participation Mayor Roegner invited cItIzens in the audience to make any comments they desired be brought before the Council. ~. ---~ AUBURN CITY COUNCIL MINUTES Page No.2 November 1, 1993 Virginia Haugen - 2503 R Street S.E., Auburn W A 98001 Virginia Haugen, resident of the city of Auburn, expressed concern with regard to taxation, and the Auburn Way resurfacing street project. She asked for payment clarification. Councilmember Wagner responded to Ms. Haugen's request. C. Correspondence There were no correspondence items to be reviewed this evening. III. COUNCIL COMMITTEE REPORTS A. Municipal Services A3.6.4.4 Chairman Brothers reported the Municipal Services Committee met today to discuss two items of which the Committee is recommending approval for Ordinance No. 4645 and Resolution No. 2442. The next meeting of the Municipal Services Committee will be Monday, November 15, 1993 at 4:30 p.m. B. Planning & Community Development A3.6.4.4 Chairman Burns reported the Planning and Community Development Committee has not met since the last Council meeting. The next meeting of the Planning & Community Development Committee will be Monday, November 8, 1993 at 5:30 p.m. C. Public Works A3.6.4.4 Chairman Wagner reported the Public Works Committee met this evening at 5:30 p.m. to discuss several items appearing later in tonight's agenda. He asked for support of those items as they come before the Council. The next meeting of the Public Works Committee will be Monday, November 15, 1993 at 5:30 p.m. D. Finance A.3.6.4.4 Chair Barber reported the Finance Committee met at 7:00 p.m. prior to the Council meeting this evening to discuss the 1994 Preliminary Budget. She announced the 1994 Budget Workshops are scheduled for November 22nd, 23rd, and 24th. Other business included recommended approval of claims and payroll numbers. The next meeting of the Finance Committee will be Monday, November 15, 1993 at 7:00 p.m. IV. CONSENT AGENDA A. Minutes 1. Claim numbers 87014 through 87430 in the amount of $923,202.55 and dated November 1, 1993. 2. Payroll numbers 197167 through 197641 in the amount of $770,803.59 covering the period October 13, 1993 through October 22, 1993 and dated November 1, 1993. C. Call for Public Hearing F3.8 1. 1994 Final Budget Hearing City Council to call for a public hearing to be held at the regular City Council meeting of December 6, 1993 in order to receive comments, proposals, and suggestions from the general public for consideration of the 1994 City of Auburn Final Budget. D. Contract Administration 1. Project No. 504 04.8.1 PR504, Change Order No.1 Recommend approval of Change Order No. 1 to Shoreline Construction Company, for Contract 93-03, 1993 Local Storm Improvement, (Janssen's Addition) in the amount of $9,800.00. 2. Pro ject No. 510 04.9.1, PR 510, Change Order No.1 Recommend approval of Change Order No.1, Contract 92-03, 17th & 'M' Street Signalization, to Totem Electric in the amount of $192.66. 3. Project No. 521 04.8, Project No. 521 a. Recommend approval of Change Order No. I, Contract 93-07, Main Street Outfall Repair to R.W. Scott Construction Co. in the amount of $1,258.60. b. Recommend approval for Pay Estimate No.2, Final, to R.W. Scott Construction in the amount of $6,058.60 for PR 521, Contract 93-07, East Main Outfall Repair Project. Motion by Counci1member Kurle, second by Council member Burns to approve Consent Agenda Items IV.A.1 through IV.D.3.b. MOTION CARRIED UNANIMOUSLY. 7-0. V. OLD BUSINESS - None AUBURN CITY COUNCIL MINUTES Page No.4 November 1, 1993 VI. NEW BUSINESS - None. VII. ORDINANCES AND RESOLUTIONS A. Ordinances Stephen Shelton read the titles to each ordinance prior to the City Council taking action. 1. Ordinance No. 4644 03.8 REZ0003-93, 03.4.4 MIS0010-93 An Ordinance of the City of Auburn, Washington, providing for the rezoning of property located on the northeast corner of 37th and West Valley Highway North, within the City of Auburn, Washington, changing the zoning classification thereof from M-1 (Light Industrial) to C-3 (Heavy Commercial) and a Comprehensive Plan Map Amendment from Light Industrial to Heavy Commercial. Motion by Councilmember Burns, second by Councilmember Barber to introduce and adopt Ordinance No. 4644. MOTION CARRIED UNANIMOUSLY. 7-0. 2. Ordinance No. 4645 01.8, F5.3 An Ordinance of the City Council of the City of Auburn, Washington, approving an appropriation of funds as provided in the contract for social services between the City and the Housing Authority of the County of King for the period commencing December I, 1993 and ending November 30, 1994. Motion by Councilmember Brothers, second by Councilmember Wagner to introduce and adopt Ordinance No. 4645. MOTION CARRIED UNANIMOUSLY. 7-0. B. Resolutions Prior to Council action, Stephen Shelton read the titles to each Resolution out loud. 1. Resolution No. 2441 03.7, 04.4.9.1.2 Resolution No. 2441 authorizes the Mayor and City Clerk to execute a contract between the City of Auburn and CH2M Hill, Inc. for Environmental Assessment Services for undeveloped land at Auburn Municipal Airport. Motion by Councilmember Wagner, second by Councilmember Weekley to introduce and adopt Resolution No. 2441. MOTION CARRIED UNANIMOUSLY. 7-0. AUBURN CITY COUNCIL MINUTES Page No. 5 November 1, 1993 2. Resolution No. 2442 01.5 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Auburn Police Department to execute a Memorandum of Understanding between the City of Auburn and the Washington National Guard prescribing the procedures and guidelines for cooperation and support pertaining to the Counterdrug Support Program. Motion by Councilmember Brothers, second by Councilmember Borden to introduce and adopt Resolution No. 2442. MOTION CARRIED UNANIMOUSLY. 7-0. 3. Resolution No. 2443 04.9.1, 04.5.1.1 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute a Construction and Maintenance Agreement between the City of Auburn and the Burlington Northern Railroad Company to widen and improve Auburn Way South and reconstruct Railway Bridge No. 102.1. Motion by Councilmember Wagner, second by Councilmember Weekley to introduce and adopt Resolution No. 2443. MOTION CARRIED UNANIMOUSLY. 7-0. VIII. MAYOR'S REPORT - None. Mayor Roegner announced there would be a brief Executive Session for approximately ten to fifteen minutes to discuss labor negotiations. He anticipated there would be action as a result of the Executive Session and recommended a recess at 7:45 p.m. A. Executive Session A3.9.1, A4.3.1 Mayor Roegner reconvened the meeting at 7:55 p.m. Motion by Councilmember Barber to authorize the Mayor and City Clerk to sign the three year contract with the Auburn Police Guild. Second by Councilmember Brothers. MOTION CARRIED UNANIMOUSLY. 7-0. Motion by Councilmember Barber, second by Council member Brothers to authorize the unaffiliated compensation plan, as established pursuant to Auburn City Code 2.88, be increased an additional .15% for 1993 to bring the total increase for 1993 to 3.15%.
