CITY OF AUBURN
COUNCIL MEETING MINUTES
December 6, 1993
I. CALL TO ORDER
A. Flag Salute
Mayor Roegner called the meeting to order at 7:30 p.m. and led those in attendance in
the pledge of allegiance.
B. Roll Call
Those in attendance included Mayor Roegner and Council members Burns, Wagner,
Barber, Brothers, and Kurle. Councilmember Borden was excused. Staff members
present included Police Chief Jake Evans, Fire Chief Bob Johnson, Personnel Director
Pam Sime, Parks and Recreation Director Len Chapman, Finance Director Pat Dugan,
Acting Planning Director and Public Works Director Frank Currie, City Attorney
Stephen R. Shelton, Mayor-Elect Charles Booth, Councilmember-Elect Virginia Haugen,
Airport Manager John Anderson, and City Clerk Robin Wohlhueter.
C. Announcements and Appointments
1. Announcements
a. Swearing in Ceremonv lOath of Office
City Attorney Stephen Shelton administered the Oath of Office for
Virginia Haugen elected on November 2, 1993 to fill an unexpired 2-year
term for City Council Position No. 5 through December 31, 1995. Mayor
Roegner noted the unexpired 2-year term was vacated by Pete Whittall.
Mayor Roegner pointed out that technically Virginia Haugen will fill a
one-month term, and on January 3rd will be sworn in along with recently
elected officials, Mayor-Elect Booth, and Councilmembers Brothers,
Barber and Wagner.
After the Oath of Office, Virginia Haugen took her seat at the Council
table.
Mayor Roegner extended an invitation to the formal swearing-in
ceremony scheduled for January 3rd at 7:00 p.m. in the Council
Chambers. Immediately after the ceremony there will be coffee and cake.
Giving Tree
Mayor Roegner urged everyone to assist those people less fortunate in our
community during the holiday season by donating a gift to the giving tree
located in the lobby of Auburn City Hall. Mayor Roegner noted the

giving tree is purchased annually by the eight elected officials of the City
of Auburn, and extended thanks to each of them.
Breakfast with Santa
Mayor Roegner announced next Saturday is the annual Breakfast with
Santa at the Senior Center, and invited Councilmembers to participate as
Santas' helpers.
b. Proclamations
A1.8
(1) A proclamation honoring Daniel T. Wilson as Citizen of the Month
who assisted the Auburn Police Officers in apprehension of the
driver charged with Vehicular Assault.
Mayor Roegner read and presented a proclamation to Daniel T.
Wilson, as recommended by Chief Evans, for his heroic actions
taken on August 12, 1993.
(2) A proclamation to recognize and congratulate the 1993 Auburn
High School Trojan Football Team and coaching staff finishing
the SPSL season as the North Division Co-Champions.
Mayor Roegner presented the coaching staff, managers, and
football players in attendance a proclamation recognizing and
congratulating them for their outstanding record and the prestige
they have brought to the city of Auburn.
2. Appointments - None.
D. Agenda Modifications
One modification was filed adding Resolution No. 2449 to the Council Agenda under
VII.B.3.
II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE
A. Public Hearings - None.
B. Audience Participation
Mayor Roegner invited CItIzens 111 the audience to make any comments they desired to
be brought before the Council.
Bill Morchin - 1345 East Main, Auburn
Mr. Bill Morchin congratulated Virginia Haugen for her election win, and said she
would be an asset to our city government. Mr. Morchin explained that he is here
tonight to assure protection for the citizens with regard to an Ordinance provision where
traffic monitoring will begin after Phase I of the mall is complete; not when the Tandy
store is complete under Phase I-A.

III. COUNCIL COMMITTEE REPORTS
A. Municipal Services

Chair Brothers reported the Municipal Services Committee last met on Monday,
November 15, 1993 and the minutes are of public record. The next meeting of the
Municipal Services Committee will be Monday, December 20, 1993 at 4:30 p.m.
B. Planning & Communitv Development

Chair Burns reported the Planning and Community Development Committee met on
Monday, November 22, 1993 will be of public record when published. He asked for
Council support of those items appearing in tonight's agenda. The next meeting of the
Planning & Community Development Committee will be Monday, December 13, 1993 at
5:30 p.m.
C. Public Works

Chairman Wagner reported the Public Works Committee met this evening at 5:30 p.m. to
discuss an easement, a change in airport rental fees, and other contract administration
items. He asked for support of those items as they appear later in tonight's agenda.
The next meeting of the Public Works Committee will be Monday, December 20, 1993 at
5:30 p.m.
D. Finance

Chair Barber reported the Finance Committee met at 7:00 p.m. prior to the Council
meeting this evening to discuss the payroll and claims vouchers, and asked for support
those items. The next meeting of the Finance Committee will be Monday, December
20, 1993 at 7:00 p.m.
E. Committee on Committees
Councilmember Kurle announced the Committee on Committees will meet at 7:00 p.m.
on January 5, 1993 in the Council Work Area to discuss Council Committee assignments
for 1994.

VI. NEW BUSINESS
A. Supermall Ordinance Amendment
03.8 REZ0009-90
Council consideration on an amendment to the Supermall rezone Ordinance No. 4627 to
allow occupancy of one tenant, in the mall, prior to all of the conditions of Ordinance
No. 4627 being fulfilled.
Councilmember Wagner questioned the parking requirement related to the amendment to
the Supermall Ordinance. Frank Currie responded that the parking for Phase I-A was
more than adequate according to code and would be guaranteed through the original
conditions in Ordinance No. 4627. Council member Kurle addressed Mr. Morchin's
question with regard to monitoring traffic after completion of the Phase I of the
Supermall. Frank Currie stated that the traffic monitoring would begin after the
completion of Phase I and not upon completion of Phase I-A. Mr. Currie reiterated that
if there were any discrepancies between the proposed ordinance establishing Phase I-A
and Ordinance No. 4627 with regard to the traffic monitoring program or parking the
original ordinance would prevail and preserve the intended monitoring program and
insure adequate parking.
Motion by Council member Burns, second by Council member Barber to approve a minor
amendment to the Supermall rezone Ordinance No. 4627.
MOTION CARRIED UNANIMOUSLY. 6-0.
B. Growth Management Grant Funds

City Council to consider authorizing the Mayor to execute a service agreement with
King County for the receipt and administration of GMA Grant Funds for 1993-1994.
Motion by Councilmember Burns, second by Councilmember Barber to authorize the
Mayor to execute a service agreement with King County for the receipt and
administration of GMA Grant Funds and to instruct the City Attorney to prepare the
necessary Resolution.
MOTION CARRIED UNANIMOUSLY. 6-0.
VII. ORDINANCES AND RESOLUTIONS
A. Ordinances
City Attorney Stephen Shelton read the titles to each ordinance prior to the City Council
taking action.

2. Resolution No. 2451

A Resolution of the City Council of the City of Auburn, Washington, authorizing
the Mayor and City Clerk to execute a contract for Public Defense Services
Contract between the City and Timothy A. Jenkins, Attorney at Law.
Motion by Councilmember Barber, second by Councilmember Brothers to adopt
Resolution No. 2451.
MOTION CARRIED UNANIMOUSLY. 6-0.
3. Resolution No. 2449
A Resolution of the City Council of the City of Auburn, Washington, renaming
"White River Park" to "Roegner Park" in honor, and in appreciation for, the
eighteen years of service which Mayor Bob Roegner has provided to the City of
Auburn.
Motion by Council member Burns, second by Council member Barber to introduce
and adopt Resolution No. 2449.
MOTION CARRIED UNANIMOUSLY. 6-0.
Mayor Roegner thanked the Council for this gracious gesture.
VIII. MAYOR'S REPORT
Roegner Park Dedication
Mayor Roegner announced the dedication of White River Park that has been changed to
Roegner Park is scheduled for December 14, 1993 at 1:30 p.m.

IX. ADJOURNMENT
There being no further business to come before the Auburn City Council, the meeting
adjourned at 7:58 p.m.
