Flag Salute Mayor Booth called the meeting to order at 7:30 p.m. and led those in attendance in the pledge of allegiance. B. Roll Call Those in attendance included Mayor Booth and Members of the Auburn City Council as follows: Wagner, Haugen, Borden, Barber, Brothers and Kurle. Councilmember Burns was excused from the meeting. Staff members present included Police Chief Dave Purdy, Fire Chief Bob Johnson, Personnel Analyst Shelley Werner, Assistant Parks and Recreation Director Dick Deal, Planning Director Paul Krauss, Public Works Director Frank Currie, Associate Planner Bill Mandeville, Senior Planner Lynn Rued, Senior Planner Al Hicks, Acting City Attorney Mike Reynolds, Assistant City Attorney Judy Ausman, Deputy Finance Director Arlene Mempa, City Clerk Robin Wohlhueter, and Deputy City Clerk Dani Daskam. C. Announcements and Aooointments 1. Announcements a. Financial Presentation F4.10.1.3 Presented to the City of Auburn a Certificate of Achievement for Excellence in Financial Reporting for its Comprehensive Annual Financial Report for the Fiscal Year Ended December 31, 1992. Council member and Finance Committee Chair Barber, on behalf of the Mayor and City Council, presented the Government Finance Officers Association Certificate of Achievement for Excellence in Financial Reporting for its Comprehensive Annual Finance Report for the fiscal year ended December 31, 1992, to Deputy Finance Director Arlene Mempa. Councilmember Barber recognized and thanked the following staff members for their contributions to the achievement of this distinguished award: Deputy Finance Director Arlene Mempa, Senior Accountant Sally Finch, Enterprise Fund Accountant Megan V oth, Financial Analyst Alice Strand, Deputy City Clerk Gayle Butcher, Graphics Specialist Tu Nguyen, and Printer Dave Curtis. A UBURN CITY COUNCIL MINUTES Page No.2 April 4, 1994 b. Annual Residential So ring Clean-uo Program A1.12 Presentation by Public Works regarding the Spring Clean-up Program. Public Works Director Frank Currie announced the annual city of Auburn Spring Clean-up will be held April 11 through May 13, 1994. Mr. Currie pointed out the City's full-page ad in the April 4, 1994 issue of Your Auburn Community, which contains the collection schedule, guidelines for participation, and recycle drop station locations. Mr. Currie explained each year Auburn school children participate in a competition for the selection of the Spring Clean-up slogan. This year's winning slogan, "Keep Auburn Fantastic: Recyle Paper, Glass, and Plastic" was submitted by Mrs. McCloskey's fifth and sixth grade class at Gildo Rey Elementary School. 2. Aooointments - None D. Agenda Modifications - None. II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE A. Public Hearings 1. 1994 Community Develooment Block Grant F5.4.3 The City of Auburn expects to receive $376,000 in 1994 Community Development Block Grant Funds. This public hearing is being held to receive public comment on the use of these funds. Mayor Booth opened the public hearing. Lynn Roberts. 11219 SE 323rd Street. Auburn Ms. Roberts, representing Washington Women's Employment and Education (WWEE) Program, thanked the City Council for its past and continued support of the WWEE Program. Ms. Roberts stated the WWEE Program is grateful for the Community Development Block Grant funds; however, if the Council could support the Program with General Fund monies, the WWEE Program would be eligible to receive federal matching funds. Ms. Roberts then introduced Lynn Hall, a graduate of the WWEE Program. Lynn Hall. 1322 30th Street SE #1. Auburn On behalf of herself and other graduates of the Washington Women's Employment and Education Program, Ms. Hall thanked the City Council for its support of the WWEE Program. Ms. Hall stated the WWEE Program has enabled her to develop employment skills, establish personal goals, and maintain a positive attitude. Auburn Mr. Kyle, Chairman of the Auburn Community Fund Board of Directors, spoke in support of the Auburn Community Fund. Mr. Kyle read the mission statement of the Auburn Community Fund describing the organization as a volunteer organization responsible for providing food, clothing, referrals, and emergency financial assistance to those in need within the Auburn School District boundaries. Mr. Kyle distributed copies of the Auburn Community Fund Mission Statement and a list of its Board of Directors to the City Council. Dick Brugger. 816 "F" Street SE, Auburn Dick Brugger, Executive Director of Auburn Youth Resources, spoke in support of the creation of a supervised youth center in Auburn. Mr. Brugger thanked the City Council for its past support of Auburn Youth Resources and requested approval of their request for funding. Mr. Brugger also spoke in favor of the funding requested for the Auburn Coalition on Teenage Pregnancy Prevention (ACT APP) to provide case management services through Auburn Youth Resources. Kate Cadoo, 1025 South 3rd Street Ste. A. Renton. W A 98055 Ms. Kate Cadoo, Director of Resource Development with Community Health Centers of King County, thanked the City Council for its support of the Auburn Community Health Center. Ms. Cadoo stated Auburn Community Health Center provides primary health care services, including obstetrics and prenatal, for low- income and uninsured residents. Last year Auburn Community Health Center served 1,659 City of Auburn residents. Ms. Cadoo explained Community Health Centers of King County receives one quarter of its budget funding from King County, and King County Health has alerted them that funding from the County for Community Health Centers may be drastically reduced by mid-1995. Ms. Cadoo stated that in order for Auburn Community Health Center to continue providing primary health care services in the future, its funding sources will also need to change drastically. Judy Dunham, 21011 26th Street Court East. Sumner. W A 98390 Ms. Judy Dunham, Chair of the Auburn Coalition on Teenage Pregnancy Prevention (ACT APP), thanked the City Council for its interest in the ACT APP Project. Ms. Dunham explained ACT APP provides child care and related support services for teen parents continuing their education in the Auburn schools. Kathy Clark. 39 Pike Street SE. Auburn Ms. Kathy Clark, member of the Board of Directors of Auburn Youth Resources and Chair of the Direct Services Committee, expressed her support for the Auburn Youth Resources request for funds under the Community Development Block Grant Program and the need for a teen center in Auburn. AUBURN CITY COUNCIL MINUTES Page No.4 April 4, 1994 Katherin Scire. 1102 "J" Street SE. Auburn Ms. Katherin Scire, Executive Director of ACAP Day Care Association, thanked the City Council for its continued support of the ACAP day care program. Ms. Scire explained ACAP provides day care services to low-income families and allows these families the opportunity to be employed. Ms. Scire reported that ACAP served 25 families last year. Elena Gonzales- Kennv. 601 Industrv Drive #5, Seattle, W A 98188 Ms. Elena Gonzales-Kenny, a certified court interpreter and alcohol counselor, explained she is establishing a non-profit agency, ALPHA International, designed to provide an educational training program for low and moderate income clients whose primary language is Spanish. Ms. Gonzales-Kenny said ALPHA was established to fulfill the need for bilingual and bicultural alcohol and drug services for the growing Spanish-speaking community in Auburn. Ms. Gonzales- Kenny stated services would be provided through a Spanish alcohol and other drug information school, AIDS education and self -assessment, and DUI assessments. Ms. Gonzales-Kenny urged the City Council to consider funding for ALPHA in order to provide services not now provided to Auburn residents. Betsy Albrecht. 12815 SE 186th Street. Renton Ms. Betsy Albrecht spoke in support of funding for the Auburn Community Fund food bank, and reported the Auburn Community Fund served 1,024 households last month. Ms. Albrecht thanked the City of Auburn for its continued support. Motion by Councilmember Barber, second by Council member Borden to close the public hearing. MOTION CARRIED UNANIMOUSLY. 6-0. Councilmember Kurle asked for confirmation that funding is not proposed for ALPHA International. Senior Planner Hicks advised the Human Resources Committee recommendation does not include funding for ALPHA International. Council member Kurle pointed out a letter contained in the 1994 Community Development Block Grant proposals from the City's public defender, Timothy Jenkins, in which he describes the need for the type of services proposed to be provided by ALPHA International. Senior Planner Hicks advised that ALPHA International has applied for status as a non-profit corporation, but to his knowledge, ALPHA has not yet received that designation. Councilmember Kurle noted the Catholic Community Services' proposal includes separate requests for funding for emergency services and counseling services, and the Human Resources Committee recommendation includes funding for the emergency services and not the counseling services. Senior Planner Hicks explained the Human Resources Committee decided with the limited Community Development Block Grant Funds and the extensive needs in other areas, funding AUBURN CITY COUNCIL MINUTES Page No. 5 April 4, 1994 would not be provided for the counseling services request from Catholic Community Services. Councilmember Brothers requested additional time to review the Human Resource Committee recommendations and the proposals for 1994 Community Development Block Grant funds. Councilmember Kurle reiterated his concerns in meeting the needs of the Hispanic speaking community as is described in the letter from Timothy Jenkins, Auburn Public Defender, and requested the Human Resources Committee assess the need. Motion by Councilmember Borden, second by Councilmember Brothers to request the Planning and Community Development Committee to investigate the need for bilingual counseling services for residents of Auburn. MOTION CARRIED UNANIMOUSLY. 6-0. Motion by Councilmember Barber, second by Council member Borden to approve the Human Resource Committee recommendations for use of $376,000 in 1994 Community Development Block Grant Funds, and to instruct the City Attorney to prepare the necessary ordinance. MOTION CARRIED. 5-1. Councilmember Brothers voted no. B. Audience Particioation A3.6.4.1 Mayor Booth invited citizens in the audience to make any comments or suggestions they wished to bring to the attention of the City Council. 1. Stan Vickers, 123 "M" Street SE. Auburn Mr. Stan Vickers reported he operates a home occupation business called Steamer's Sportcard at 123 "M" Street SE and has operated his business since October 1991. Mr. Vickers distributed copies of a letter he received dated March 24, 1994, from Auburn Code Compliance Officer Lawrence T. Rushing notifying Mr. Vickers that a complaint had been received regarding retail sales from his home and his business sign. Mr. Vickers also provided copies of his 1992-93 Business Registration. Mr. Vickers requested permission to continue operation of his business and use of his sign. Councilmember Brothers suggested the appropriate staff meet with Mr. Vickers to resolve the issues raised in the letter received by Mr. Vickers. Booth and under separate cover, the same letter to the Auburn City Council from David A. Selby, Headmaster from Thomas Academy, with regard to the proposed facility for thoroughbred race track. 2. Citizen Concern A 1.6 Hand-written letter date-stamped received March 29, 1994 to the Mayor and the Auburn City Council from an unknown author with regard to a south east neighborhood. III, COUNCIL COMMITTEE REPORTS A. Municioal Services A3.6.4.4 Chair Brothers reported the Municipal Services Committee met this evening at 4:30 p.m. and discussed the new municipal services annex building and recycling rates. The next regularly scheduled meeting of the Municipal Services Committee will be Monday, April 18, 1994 at 4:30 p.m. B. Planning & Community Develooment A3.6.4.4 Vice Chair Barber reported the Planning and Community Development Committee met on Monday, March 28, 1994 at 7:30 p.m. and the minutes are of public record. The next regularly scheduled meeting of the Planning and Community Development Committee will be held on April 11, 1994 at 7:30 p.m. C. Public Works A3.6.4.4 Chair Wagner reported the Public Works Committee met Monday, March 28, 1994 at 5:30 p.m. and discussed surplus equipment and the advertisement for bids for PR502, the 37th Street SE, "A" to "M", Project. The next meeting of the Public Works Committee is scheduled for Monday, April 11, 1994 at 5:30 p.m. D. Finance A.3.6.4.4 Chair Barber reported the Finance Committee met today at 7:00 p.m. and discussed the City Council retreat and workshop and claims and payroll vouchers. Ordinance No. 4655 03.4.2.1.2, 03.8 REZ0004-93 An Ordinance of the City of Auburn, Washington, providing for the rezoning of property located at the southeast corner of 29th and "A" Street S.E., within the City of Auburn, Washington, changing the zoning classification thereof from County Suburban Residential to C-3 (heavy commercial). Resolution No. 2490 05.1 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk of the City of Auburn, to execute a Concessionaire Agreement between the City and the Auburn Optimist Club for the concession operation at the Game Farm Park ballfields. Motion by Councilmember Borden, second by Councilmember Barber to adopt Resolution No. 2490. MOTION CARRIED UNANIMOUSLY. 6-0. 2. Resolution No. 2491 05.1 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk of the City of Auburn, to execute a Concessionaire Agreement between the City and the Kiwanis of Auburn for the concession operation at the Brannan Park ballfields. Motion by Councilmember Barber, second by Councilmember Haugen to adopt Resolution No. 2491. MOTION CARRIED UNANIMOUSLY. 6-0. 3. Resolution No. 2503 03.4.1.2, 03.4.3 A Resolution of the City Council of the City of Auburn, Washington, amending the Lakeland Hills Plan Element to the City of Auburn Comprehensive Plan and directing that this Resolution be filed with the Auburn City Clerk and be available for public inspection. Resolution No. 2506 A5.3.3 A Resolution of the City Council of the City of Auburn, Washington, ratifying the Suburban Cities Association appointments to regional committees, the appointment method therefor and the Suburban Cities Association Bylaws. Motion by Councilmember Barber, second by Councilmember Borden to introduce and adopt Resolution No. 2506. MOTION CARRIED UNANIMOUSLY. 6-0. VIII. MAYOR'S REPORT A. City Council Retreat/Workshoo Councilmember Borden reported on the planning for and the selection of a facilitator for the City Council Retreat/Workshop. Councilmember Borden stated she had previously transmitted to the City Council the resume of Mike Pendleton who is considered a possible facilitator for the City Council Retreat/Workshop. Mr. Pendleton is available for the tentative meeting date of May 7, 1994. It was consensus of the Council that the date of May 7, 1994, is the preferred date for a City Council Retreat/Workshop, and May 14, 1994 is an alternate date. Mayor Booth stated a location for holding the City Council Retreat has not yet been decided. IX.
