FlaQ Salute Mayor Booth called the meeting to order at 7:30 p.m., and Members of Boy Scout Troop 340 posted the colors of the flag, and led those in attendance in the pledge of allegiance. B. Roll Call Those in attendance included Mayor Booth and members of the Auburn City Council as follows: Pat Burns, Rich Wagner, Virginia Haugen, Jeanne Barber, Stacey Brothers and Don Kurle. Councilmember Trish Borden was excused. Staff members present included Police Chief Dave Purdy, Fire Chief Bob Johnson, Personnel Director Brenda Kennedy, Parks and Recreation Director Len Chapman, Public Works Director Frank Currie, City Engineer Dennis Dowdy, Planning and Community Development Director Paul Krauss, Acting City Attorney Mike Reynolds, Assistant City Attorney Judy Ausman, Finance Director Victor Thompson, and City Clerk Robin Wohlhueter. C. Announcements and Appointments 1. Announcements a. Bov Scout Troop 340 Mayor Booth acknowledged members of Boy Scout Troop 340 in the audience this evening working on Citizenship in the Community and Communication Badges. Boy Scout members include: Jesse Haines, Chris Telford, Tim Beers, Jonah Henry, Cameron Smyres, Brandon Smith, Joey Nash, Geoff Bulson, Preston Criddle, Dan Gardner, Nathan Beyer, Jerame Basarge, Dick Fish, Stuart Rasmussen, and Chris Niles. Leaders are Tom Rasmussen and G. Allen Telford. 2. Appointments - None. D. AQenda Modifications Agenda modifications were transmitted as correspondence under Agenda Item Nos. II.C.2 relating to a liquor license application for the Fortune Garden Restaurant under Consent Agenda Item IV.D.1. II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE A. Public HearinQs 1. 1995 Preliminarv Budaet Prior to the Mayor and City Council making a decision with regard to the 1995 Budget, all citizens are invited to provide the Council with written and oral r AUBURN CITY COUNCIL MINUTES November 21, 1994 Page No. 2 comments and ask questions concerning the City of Auburn's entire proposed 1995 Budget. Mayor Booth opened the public hearing on the 1995 Preliminary Budget. Bill Kyle - 2001 19th Drive N.E., Auburn WA Bill Kyle, President of the Board of Directors of the Auburn Food Bank, presented comments on behalf of the Auburn Food Bank. Mr. Kyle's comments centered around an outstanding garbage bill, a fund raising event held at the Incredible Universe, and explained the use of funds donated to the Food Bank. Mr. Kyle concluded his comments by asking the Council to come to an agreement with regard to the outstanding garbage bill. Councilmember Haugen questioned funding availability for the Auburn Food Bank. Finance Director Thompson directed attention to Human Services funding. A resolution to the Auburn Food Bank's garbage bill would be discussed during budget workshops scheduled for November 23 and November 24. Ken Rodarte 1320 8th Street NE, Auburn, WA Ken Rodarte, President of the Board of Directors for Auburn Youth Resources (AYR) , extended appreciation to the Mayor and Council for consideration during the budget process. Mary Rawley 32620 112th Place S.E., Auburn, WA Mary Rawley, Board member for Auburn Youth Resources, is a former client of A YR. Ms. Rawley stated Auburn is fortunate to have an agency like A YR. They have trained staff, therapists, and counselors to assist families and youth. Richard Bruaaer - 11244 SE 322nd Street, Auburn WA. Richard Brugger, Director of Auburn Youth Resources, extended thanks to the Mayor and City Council for the years of contribution to Auburn Youth Resources. Mr. Brugger stated his organization served over 3,000 youth and family in Auburn. Mr. Brugger submitted the 1993 statistics for client services. Mr. Brugger commented on support of other social agencies. Marilyn LaCelle - 12632 SE 79th Court, Renton WA. Marilyn LaCelle is Executive Director of Valley Cities Counseling and Consultation serving the South King County area. Ms. LaCelle thanked the Mayor and Council for past support in providing services for adult survivors of sexual assault and abuse, and their families. Ms. LaCelle spoke in support of the other social service agencies getting funding from Auburn, and expressed thanks for support. Mary Ellen Stone - 113 206th Avenue NE, Redmond, WA. Mary Ellen Stone represents King County Sexual Assault Resource Center (KSARC) as its Executive Director. Ms. Stone stated the organization has had a long relationship with the City of Auburn, and asked for consideration in expanding the amount of funds allocated for human services. She explained the goals and services provided by KSARC, and noted they would not be available without the help of other partnerships. AUBURN CITY COUNCIL MINUTES November 21, 1994 Page No. 3 Rita HaQen - 841 North Central, Kent, WA Rita Hagen is representing Child Care Resources, a nonprofit organization dedicated to ensuring quality affordable child care to all families in King County. Child Care Resources works with child care providers to improve the quality of care within the community. Ms. Hagen stated the City of Auburn has been a funding partner since 1991. Ms. Hagen urged the Council to consider increasing the human services budget. Cheryl Lewis - 810 21st Street, Auburn, WA. Cheryl Lewis, representative of Families First Parent Council and Board of Trustees of Childrens Home Society of Washington, requested Council support the recommendation of the Human Services Commission, to increase the amount of City funding available for human services, so Families First will receive full funding. Ms. Lewis thanked the Council for its financial support during the past five years. She said it has enabled parents, like herself, to be able to go back to school. Help with tuition, rent, chilcare, and other emergencies enabled Ms. Lewis to complete her education at the University of Washington. Ms. Lewis thanked the Council for its past support of the Families First program. Pea Mazen - 4338 Auburn Way North, Auburn, WA. Peg Mazen represents Childrens Home Society of Washington. Ms. Mazen mentioned collaborate efforts of each social service agency when working with the Human Services Commission. Families First Program recently completed a federal audit. She said the federal audit commented upon the Families First Program as being an outstanding program of its kind in the country. Ms. Mazen stated the reasons are because the parents involved with Families First Program have succeeded due to the collaborated human service efforts with the City of Auburn and other local partnerships within the community. Ms. Mazen concluded her remarks by thanking the Mayor and Council for their past support in this program, and asked for continued support. Greta Test - 4018 20th Ave. SW, Seattle, WA. Greta Test represents Domestic Abuse Womens Network (DAWN). Ms. Test expressed thanks to the Mayor and Council for support of this program. Ms. Test explained some of the staffing and services DAWN provides in Auburn. Ms. Test stated DAWN is part of coordinated response to domestic violence; one cog in the wheel. Ms. Test pointed out money received for the community advocacy program comes from Proposition No.2, sales tax. Ms. Text's viewpoint on restoration of funding, as a result of funding cuts last year, would not effect other human services because the money that funds DAWN's position comes directly from sales tax; not from other funding. She concluded her remarks by stating that domestic violence is a health care issue, a child development issue, and a homeless issue. Alene Hicks - 30855 47th Avenue South, Auburn, WA. Alene Hicks spoke in support of the South King County Sexual Assault Resource Center. As an educator and school counselor in the Kent School District, Ms. Hicks found that classes offered at the South King County Sexual Assault Resource Center have helped her assist students who have been sexually assaulted. Ms. Hicks asked for continued support of the South King County Sexual Assault Resource Center. AUBURN CITY COUNCIL MINUTES November 21, 1994 Page NO.4 Lynn Roberts - 11219 SE 323rd Street, Auburn, WA Lynn Roberts represents Washington Womens Employment and Education. Ms. Roberts presented statistics on poverty levels in South King County, and discussed WEE program services and impacts. She said funding from Auburn is matched with federal funds. Ms. Roberts urged the Council support of the 1995 budget and to consider all human service needs. Motion by Councilmember Barber, second by Council member Kurle to close the public hearing. MOTION CARRIED UNANIMOUSLY. 6-0. Mayor Booth noted the notice of hearing for the 1995 Preliminary Budget was published on November 1st and November 8th, and a final budget hearing is scheduled for December 5, 1994. B. Audience Participation Mayor Booth asked for citizen participation. There were no requests for participation. C. Correspondence 1. A letter to the City Council from the Washington State Boundary Review Board for King County dated October 31, 1994, regarding the Olson Canyon property annexation. 2. A copy of a memo dated November 17, 1994 to the City of Auburn from Shareholders of Daisy Restaurant, Inc., d/b/a Fortune Garden regarding a Summary of Business Plan as prepared by William K. Cherry, C.PA III. COUNCIL COMMITTEE REPORTS A3.7.6 A. Municipal Services Chair Brothers reported the Municipal Services Committee met this afternoon at 4:30 p.m. and reviewed the Auburn Community Fund (Auburn Food Bank), Cops Fast Program, and Ordinance NO.4 713 with regard to King County Housing Grant for Police Services. Chair Brothers asked for unanimous approval of Ordinance No. 4713. The next Municipal Services Committee meeting is scheduled for Monday, December 5, 1994 at 4:30 p.m. Chair Brothers requested Vice-Chair Wagner to chair the next meeting as Chair Brothers will be out of town on Council business. B. PlanninQ and Community Development Chair Burns reported the Planning and Community Development Committee met on November 14, and requests support of those items considered by the Committee as they appear later in the agenda. The next Planning and Community Development Committee meeting is scheduled for November 28, 1994 at 7:30 p.m. C. Public Works Chair Wagner reported the Public Works Committee met on November 14, 1994 and one item on the agenda tonight is an agreement for professional services to delineate the wetlands on the Geodecke property located on the West Valley Highway. He said they also discussed and reviewed a joint operating agreement with South King County Regional Water Association; the Commuter Rail Siting Study, update on the Cenex AUBURN CITY COUNCIL MINUTES November 21, 1994 Page No. 5 situation, Lakeland Hill Well 5A re-testing, reviewed capital budgets, and AAA Pedestrian Award. The next Public Works Committee meeting is scheduled for November 28, 1994 at 5:30 p.m. D. Finance Chair Barber reported the Finance Committee met this evening at 7:00 p.m. and discussed Resolution No. 2564 and Resolution No. 2569, 1995 Budget, and claims and payroll. Chair Barber requests City Council approval of these items as they appear in tonight's agenda. The next meeting of the Finance Committee is scheduled for December 5,1994 at 7:00 p.m. IV. CONSENT AGENDA Prior to Councilmember Kurle's motion, he asked to pull item IV.A.1 off the Consent Agenda because Councilmember Brothers has not had a chance to review the transcript. A. Minutes 1. Minutes of the October 17, 1994 regular Council meeting. 2. Minutes of the November 7, 1994 regular Council Meeting. B. Vouchers F4.9.2, F4.9.5 1. Claim numbers 96842 through 97165 in the amount of $2,270,245.25 and dated November 21, 1994. 2. Payroll numbers 210091 to 210624 in the amount of $827,602.67 and a Direct Payroll Deposit Transmission in the amount of $9,261.26 for the pay period covering 10/19/94 to 10/21/94. C. Call for Public Hearina 1. Application Nos. PL T0001-94 and MIN0001-94 03.5 PLT0001-94, 03.10.3 MIN0001-94 City Council to call for a public hearing on the request of Centex Real Estate Corporation for preliminary plat approval for a 176-lot single family residential subdivision together with a surface mining permit for a 55.54-acre site located south of Howard Road, west of the Forest Ridge plat, east of the Southdale plat, and north of the City's Game Farm Park to be held December 19, 1994. 2. 1995 Consolidated Plan 03.11,03.4.1.7 City Council to call for a public hearing on the 1995 Consolidated Plan, a comprehensive planning document for housing and community development programs, to be held December 5, 1994. Liauor License A5.6.1 1, Fortune Garden Restaurant City Council to approve a revised liquor license application for a Class H license in lieu of the current Class A and C licenses for Fortune Garden Restaurant located at 440 - 16th Street N.E., Auburn, WA. Motion by Councilmember Kurle, second by Councilmember Haugen to approve Consent Agenda Items IVA 2 through IV.D.1. MOTION CARRIED UNANIMOUSLY. 6-0. V. UNFINISHED BUSINESS - None. VI. NEW BUSINESS - None. VII. ORDINANCES AND RESOLUTIONS A. Ordinances 1. Ordinance No. 4710 03.1 ANX0001-94 An Ordinance of the City of Auburn, Washington, annexing to the City for municipal purposes certain land contiguous thereto, known as the Olson Canyon property adjacent to the City of Auburn golf course. Motion by Councilmember Burns, second by Councilmember Barber to introduce and adopt Ordinance No. 4710. MOTION CARRIED UNANIMOUSLY. 6-0. 2. Ordinance No. 4711 03.10.1 CUP0005-94 An Ordinance of the City of Auburn, Washington, providing for a conditional use permit to allow a personal service shop on property zoned RO (Residential Office) located at 862 East Main Street, within the City of Auburn, Washington. Motion by Councilmember Burns, second by Councilmember Barber to introduce and adopt Ordinance No. 4711. MOTION CARRIED UNANIMOUSLY. 6-0. AUBURN CITY COUNCIL MINUTES November 21, 1994 Page No. 7 3. Ordinance No. 4713 03.11.2, F5.3 An Ordinance of the City Council of the City of Auburn, Washington, approving an appropriation of funds as provided in the contract for social services between the City and the Housing Authority of the County of King for the period commencing December 1, 1994 and ending November 30, 1995. Motion by Councilmember Brothers, second by Councilmember Wagner to introduce and adopt Ordinance No. 4713. MOTION CARRIED UNANIMOUSLY. 6-0. B. Resolutions 1. Resolution No. 2564 A3.12.5 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute a contract for public defense services between the City and Timothy A Jenkins, Attorney at Law. Motion by Councilmember Barber, second by Councilmember Kurle to adopt Resolution No. 2564. MOTION CARRIED UNANIMOUSLY. 6-0. 2. Resolution No. 2566 03.4.1.17, 04 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute an Agreement for Professional Services between the City and Worthy and Associates, to define and delineate the wetland boundaries on property located within the City of Auburn. Motion by Councilmember Wagner, second by Councilmember Brothers to adopt Resolution No. 2566. MOTION CARRIED UNANIMOUSLY. 6-0. 3. Resolution No. 2569 F4.9.6 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City to execute an Agreement for Collection Services between the City of Auburn and Renton Collections, Inc. for the purpose of collecting unpaid accounts due the City. Motion by Councilmember Barber, second by Councilmember Brothers to adopt Resolution No. 2569. MOTION CARRIED UNANIMOUSLY. 6-0. AUBURN CITY COUNCIL MINUTES November 21, 1994 Page No. 8 VIII. MAYOR'S REPORT A. Executive Session Mayor Booth recessed to Executive Session at 8:20 p.m. for approximately 40-60 minutes to discuss negotiations and property.
