COUNCIL MEETING MINUTES

Mayor Booth called the meeting to order at 7:32 p.m. and led those
in attendance in the pledge of allegiance.
Roll Call
Those in attendance included Mayor Booth and members of the
Auburn City Council as follows: Pat Burns, Rich Wagner, Virginia
Haugen, Trish Borden, Jeanne Barber, Stacey Brothers and Don
Kurle.
Staff members present included: Police Chief Dave Purdy,
Assistant Fire Chief Monroe Shropshire, Personnel Director
Brenda Kennedy, Parks and Recreation Director Len Chapman,
Finance Director Victor Thompson, Public Works Director Frank
Currie, Planning and Community Development Director Paul
Krauss, City Attorney Michael Reynolds, and Deputy City Clerk
Dani Daskam.

III.
COUNCIL COMMITTEE REPORTS
Municipal Services
Chair Brothers reported the Municipal Services Committee met this
afternoon at 4:30 p.m. and unanimously approved and
recommends Council approval of Ordinances No. 4757, 4754,
4768, 4777, 4778, and 4779. Chair Brothers reported the
Committee also discussed the surplus of found bicycles and other
police property. The next regular meeting of the Municipal
Services Committee is scheduled for Monday, August 21, 1995 at
4:30 p.m.
Planning & Community Development
Chair Burns reported that the Planning and Community
Development Committee has not met since the last City Council
meeting. The next regular meeting of the Planning and Community
Development Committee is scheduled for August 14, 1995 at 7:30
p.m.
Public Works
Chair Wagner reported the Public Works Committee met on July
24, 1995 and considered a Payback Agreement for Henderson
Homes and several ordinances ensuring consistency in Payback
Agreements for all developments and requested the City Council's
support of these items. Chair Wagner also reported the Committee
reviewed sidewalk program funding and fire and building codes.
The next regular meeting of the Public Works Committee is
scheduled for August 14, 1995 at 5:30 p.m.
Finance
Chair Barber reported the Finance Committee met this evening at
7:00 p.m. and considered Ordinance No. 4781, and requests the
City Council approval of the ordinance. Chair Barber also reported
the Committee recommends approval of the extension of an
interfund loan, a call for public hearing on the 1996 Budget, and
claims and payroll vouchers. Chair Barber reported the Committee
also discussed the sale of LID bonds. The next regular meeting of
the Finance Committee is scheduled for Monday, August 21, 1995
at 7:00 p.m.

(Fund 341 ) up to $1.3 million from the Storm Drainage Fund or the
Arterial Street Fund at a rate to be adjusted monthly based on the
rate earned by the State's investment pool from July 31, 1995 to

City Council to call for a public hearing to be held on
Tuesday, September 5, 1995 to receive public comment,
proposals, and suggestions on matters for the City Council
and Mayor to consider during the preparation of the 1996
Budget.
Motion by Councilmember Kurle, second by Councilmember Burns to
approve Consent Agenda Items IV.A through IV. F. 1.
Councilmember Haugen requested Item IV.D related to surplus property
be removed from the Consent Agenda.
Councilmember Kurle amended his motion and Councilmember Burns
amended his second to remove Item IV.D from the Consent Agenda.
MOTION TO APPROVE CONSENT AGENDA ITEMS IV.A, IV.B, IV.C,
IV.E AND IV.F.1 CARRIED UNANIMOUSLY. 7-0.
Councilmember Haugen stated she does not feel able to be accountable
for property that she doesn't personally see disposed. Councilmember
Haugen stated she is in favor of the Optimist Club taking the bicycles as a
charitable act. Councilmember Haugen stated some people in the
community have problems with not knowing the disposition of the articles,
and she stated she will vote against surplusing them.
Councilmember Barber stated she disagrees with Councilmember
Haugen's position. Councilmember Barber stated persons who need
more information about the articles can either ask the City or the Optimist
Club. Councilmember Barber stated the City should donate them to the
Optimist Club so the bicycles can be distributed to needy children in the
community.
Councilmember Kurle asked if Councilmember Haugen has a suggestion
for an alternative for the bicycles. Councilmember Haugen responded
that she has asked in the past for a review of evidence records from the
Auburn Police Department, and to this date she has not been allowed to
see them. Councilmember Haugen stated she has had complaints from
Auburn citizens who are concerned.

Chief Purdy explained the bicycles are all found property, either left on
the street and recovered or brought in by others. He stated the bicycles
are brought to the Police Department, recorded, assigned an incident
number, and retained by the Police Department in secured storage until
they have exceeded the .time required by law, which is a minimum sixty
days, at which time they can be surplused if not claimed. Chief Purdy
stated the bicycles are available for viewing by the public. Chief Purdy
stated City Ordinance allows the City to dispose of the bicycles by
surplusing them and donating them to a charitable organization. Chief
Purdy stated the Optimist Club has offered to take the bicycles, rebuild
them, and distribute them to the community. Chief Purdy stated the
Police Department's confiscated, seized and found property is held in
accordance with state law and the department is audited by the State
Auditor, and their procedures are further audited and reviewed by the
State of Washington Accreditation Board.
Motion by Councilmember Kurle, second by Councilmember Burns to
approve Item IV.D on the Consent Agenda.
MOTION CARRIED. 6-1. Councilmember Haugen voted no.

Washington, amending Chapter 2.64 entitled "Deferred
Compensation Plan" by amending Section 2.64.010 entitled
"Recognition and Approval" contained in Auburn City Code
Title 2 entitled "Administration and Personnel" to allow
multiple deferred compensation plans to meet employees
differing needs and allow an open market approach to the
selection of deferred compensation plans, and name the
Personnel Director as the Plan Administrator, who in turn
would oversee the Deferred Compensation Committee.

MAYOR'S REPORT
Special Meeting with King County Executive Locke
Mayor Booth asked for the City Council's consent to hold a special
meeting of the City Council on Monday, August 14, 1995 at 9:15
a.m. for the purpose of meeting with King County Executive Gary
Locke.
Motion by Councilmember Borden, second by Councilmember
Haugen to conduct a special meeting on Monday, August 14, 1995
at 9:15 a.m. to meet with King County Executive Locke.
MOTION CARRIED UNANIMOUSLY. 7-0.
Mayor Booth stated the agenda for the meeting with Executive
Locke will include discussion of such items as transportation,
economic development, annexation, and human services.
City Wide Goals
Mayor Booth stated that with the background work done last year,
the City Council may be able to proceed with setting this year's
city-wide goals utilizing a staff facilitator. Mayor Booth stated
Personnel Director Brenda Kennedy would act as facilitator. After

discussion among the Councilmembers, it was consensus to
conduct a workshop on setting 1996 city-wide goals on
Wednesday, August 30, 1995 at 4:30 p.m. in the Council work
area. After discussion, it was consensus the format for the
workshop should be to include a staff summary of goals followed
by a review of the Council's goals.
Executive Session
Mayor Booth recessed the regular meeting to executive session for
approximately 30 minutes at 8:03 p.m. in order to discuss potential
litigation. Mayor Booth stated no action is anticipated as a result.
The regular City Council meeting was reconvened at 8:50 p.m.
IX. ADJOURNMENT
There being no further business to come before the City Council, the
meeting adjourned at 8:50 p.m.
