CITY COUNCIL GOAL-SETTING WORKSHOP
Minutes
August 30, 1995
The City Council goal-setting workshop convened in the Council Work
Area located in the Mayor's office at 4:30 p.m. Mayor Charles A. Booth
and the following members of the Auburn City Council were present:
Trish Borden, Rich Wagner, Don Kurle, Stacey Brothers, Jeanne Barber,
and Pat Burns. Councilmember Haugen arrived at 4:54 p.m.
Staff members present included: Personnel Director Brenda Kennedy,
Parks and Recreation Director Len Chapman, Assistant City Attorney
Judy Ausman, City Attorney Michael Reynolds, Finance Director Victor
Thompson, Public Works Director Frank Currie, Planning and Community
Development Director Paul Krauss, Fire Chief Bob Johnson, Police Chief
Dave Purdy, and Deputy City Clerk Dani Daskam.
The workshop session began with each department director making a
brief presentation on his/her departmental goals and objectives for 1996.
Councilmember Wagner stated he objects to the wording contained in the
City of Auburn Vision Statement, particularly the words "the citizens who
have empowered it." Councilmember Wagner proposed revising the
entire Vision Statement.
Mayor Booth stated a vision is defined as an expansive picture of a
desired future state. It provides a direction and a framework for the
future. It captures a future direction envisioned for the City and is not
entirely intended to describe the specific objective of the budget or to bind
the City to any specific action or commitment. It is a very generalized,
ideal statement.
After discussion among the City Councilmembers, it was their consensus
that Councilmember Wagner will work on a draft revision of the City of
Auburn Vision Statement by soliciting comments from other interested
Councilmembers and then presenting the revised Vision Statement to the
full City Council for approval.
Councilmember Haugen left the meeting at approximately 7:10 p.m.

Councilmember Burns stated he is comfortable with the 1996 City-wide
Goals as presented. Councilmember Burns moved to adopt the 1996
City-wide Goals as the City's.financial policies for the upcoming budget
session. Councilmember Brothers seconded the motion.
Councilmember Borden asked for information on alternative methods for
financing the construction of a community center. Councilmember Kurle
stated he is in favor of constructing a community center, but he is not in
favor of putting forth a levy vote. Councilmember Kurle state he would be
in favor of exploring alternatives for financing the construction of a
community center. Mayor Booth noted Goal IV includes the goal to
develop a plan for constructing a community center.
Councilmember Borden expressed concern with human services funding
in the city of Auburn. She noted that the Community Development Block
Grant funding may be reduced by 30%. She also stated the City will have
a windfall in public health financing in 1996 because the City will no
longer have to pay King County for public health services. Mayor Booth
explained the state legislature's health care reform allocates other state
revenues to fund public health care services at the 1995 service level.
Mayor Booth said state funding of public health care services will free up
approximately $500,000 previously allocated by the City for payment to
King County for public health care services; however, he cautioned that
the City does not yet know the negative impact on the City's 1996 Budget
of other recently passed state legislation which includes a tax exemption
on manufacturing technology. Councilmember Borden stated the City
needs to ensure that public health services continue to be provided in the
community through the public health department and the Auburn
Community Health Center. Councilmember Burns stated there never has
been a City position to dedicate a fixed amount of funding to human
services as the City needs flexibility in its budget because of its sensitivity
to the economic climate. Councilmember Burns stated the funding
previously allocated to pay for public health services provided by King
County could be used for funding an inside levy to construct a community
center, to improve the library, or to improve the senior center.
Councilmember Burns also expressed concern with the City's
infrastructure and other capital facilities needs including the city jail.
MOTION CARRIED UNANIMOUSLY. 6-0.
