CALL TO ORDER Mayor Booth called the meeting to order at 6:30 p.m. Attendance Those in attendance included Mayor Booth and members of the Auburn City Council as follows: Pat Burns, Rich Wagner, Virginia Haugen, Trish Borden, Jeanne Barber, Stacey Brothers, and Don Kurle. Staff members present included: Utilities Engineer Dwight Holobaugh, Finance Director Victor Thompson, City Attorney Michael Reynolds, and City Clerk Robin Wohlhueter. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE There were no requests for citizen input, no public hearings or correspondence. COUNCIL COMMITTEE REPORTS - None. CONSENT AGENDA - None. Resolutions Resolution No. 2671 O4.6.1 Page 1 City of Auburn Council Meetin;i Minutes September 13, 1995 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor to execute a Memorandum of Agreement among the Indian Health Service, the Environmental Protection Agency, the City of Auburn and the Muckleshoot Tribe of the Muckleshoot Indian Reservation Washington, to provide for a sewer connection sewerage system to the City system to resolve current health problems on the reservation. City Attorney Mike Reynolds read the title to Resolution No. 2671 and noted copies of the Resolution and the Memorandum of Agreement were distributed to each Councilmember. Also included is a Supplemental Agreement which is a result of a concern raised at the Public Works Committee meeting held on September 11, 1995. He reported that during negotiations with the Tribal attorney it was agreed conceptionally that we enter into a 2- party agreement to distinquished it from the 4-party agreement. The Supplemental Agreement, two party agreement, provides one element which is allocation of costs, both operational and capital. Mr. Reynolds explained the parties will have allocated the costs to the party who is utilizing or will utilize the sewer capacity. Mr. Reynolds pointed out the allocation of approximately 2.0 Million in Federal Funds to the Tribe must be made this month. Councilmember Wagner moved for the adoption of Resolution No. 2671 contigent upon execution of the Supplemental Agreement to the Memorandum of Agreement between the Muckleshoot Tribe of the Muckleshoot Indian Reservation Washington and the City of Auburn dated September 13, 1995. Second by Councilmember Burns. Under discussion, Councilmember Borden asked for a brief summary of a presentation made at the Public Works Committee meeting regarding sewage capacity and how it effects future capacity. Utilities Engineer Dwight Hologbaugh indicated the sewer line has been analyzed during various hours of the day. Mr. Hologbaugh explained a detail anaylsis continues that breaks this section down into 7-sections for a total build-out of the Academy zone between the Metro connection at the bottom of the hill and the connection for capacity protection for the Tribe. Councilmember Haugen asked if sewer lines will be required within other sections of land including the additional 100 homes as requested by the Tribe. Mr. Hologbaugh stated the City will only reserve capacity in order to make necessary sewer connections. MOTION CARRIED UNANIMOUSLY. 7-0. VIII. MAYOR'S REPORT IX.
