CITY COUNCIL MEETING MINUTES OF THE SEPTEMBER 18, 1995
MEETING THAT RECESSED TO SEPTEMBER 25, 1995 AT 7:15 PM
Mayor Charles A. Booth reconvened the meeting at 7:15 pm. for the purpose of
awarding a contract for Emerald Downs roadway improvements. Mayor Booth
requested the City Clerk to call the roll. Councilmembers in attendance included
the following: Councilmember Rich Wagner, Councilmember Pat Burns,
Councilmember Trish Borden, Councilmember Jeanne Barber, Councilmember
Stacey Brothers, and Councilmember Don Kurle. Councilmember Virginia
Haugen was absent.

Recommend awarding contract for construction of PR 573A,
Contract No. 95-19, Emerald Downs Roadway Improvement to MA
Segale, Inc., on their Iow bid of $427,687.00.
City Engineer Dennis Dowdy summarized the background
information with regard to the award of this contract. He said the
roadway improvements are related to the Emerald Downs racetrack
project, Phase I. He said the construction of this street relates to a
north/south arterial that is considered a public street and is grant
fundable. Mr. Dowdy stated the developer is interested in paving
the street before the winter season.
Mr. Dowdy pointed out award of this contract is not full construction
of the main arterial. He said it only includes construction of a four-
lane arterial of curb and gutters and allows for design work of
intersections at 15th Street NW north to 37th Street NW.
Connection to 37th Street NW from 15th NW will be made by a
dedication of private property. Mr. Dowdy stated the owner of this
property has agreed to dedicate to the City 350 feet of private road
that would connect the intersection of 15th Street NW with 37th
Street NW and will be maintained and operated by the City.

Councilmember Brothers asked for location clarification of the
proposed street improvement. Mr. Dowdy explained the proposed
street will be located between the railroad tracks and follows on the
west side of the Union Pacific right-of-way.
It was moved by Councilmember Wagner to recommend awarding
contract for construction of PR 573A, Contract No. 95-19. Second
by Councilmember Burns. (Prior to the meeting City
Councilmembers were presented with an agenda that included an
agenda bill recommending bid award to MA Segale, Inc. on their
Iow bid of $427,687.00 for construction of street improvements
related to Emerald Downs. For the purpose of these minutes the
intent was to award the contract to MA Segale even though it was
not included as part of the motion. Clarification of this motion will
be made at a later date.)
A vote was taken and the motion carried unanimously. 6-0.
ADJOURNMENT
There being no further business to come before the City Council,
the meeting was adjourned at 7:25 PM.
