Bo TO ORDER Fla,q Salute Mayor Booth called the meeting to order at 7:30 p.m. and led those in attendance in the pledge of allegiance. Roll Call Those in attendance included Mayor Booth and members of the Auburn City Council as follows: Pat Burns, Virginia Haugen, Trish Borden, Jeanne Barber, Stacey Brothers, and Don Kurle. Councilmember Rich Wagner was excused from the meeting. Staff members present included: Police Chief Dave Purdy, Fire Chief Bob Johnson, Personnel Director Brenda Kennedy, Parks and Recreation Director Len Chapman, Assistant Finance Director Arlene Mempa, City Engineer Dennis Dowdy, Planning and Community Development Director Paul Krauss, Assistant City Attorney Judy Ausman, City Clerk Robin Wohlhueter, and Deputy City Clerk Dani Daskam. Audience Participation Nina Auerbach, Executive Director, Child Care Resources, 15015 Main Street, Bellevue, WA Ms. Auerbach presented a packet of information to each Councilmember. She stated she learned a few weeks ago that the Human Services Committee has not recommended that Child Care Resources continue to receive funding from the City of Auburn in 1996. Ms. Auerbach stated the City of Auburn has participated in funding Child Care Resources since its inception in 1990, and participated in the Human Services Roundtable which saw the need for a single coordinating entity in King County to increase the amount of affordable quality child care and the creation of Child Care Resources. Ms. Auerbach stated that even though the amount of funding received from each suburban city is not large, the total amount of funding is substantial; and she expressed concern with other cities' interpretation of Auburn's discontinuance of funding. As an example of their services, Ms. Auerbach explained how Child Care Resources recently helped an Auburn woman locate child care services. Ms. Auerbach also made the following comments regarding Child Care Resources: they assisted 140 parents locate child care this year; Auburn residents received 18% of Child Care Resources' total telephone and referral services in 1994; their data base of licensed child care providers contains over 150 Auburn child care providers. Ms. Auerbach also stated that Child Care Resources provides information about types of child care programs, vacancies, fees, hours, and training and education of the providers. Ms. Auerbach explained that Child Care Resources works to improve the quality of child care by training child care providers through workshops and home visits. Ms. Auerbach stated their resource center, located in Kent, was visited over 300 times this year by Auburn residents. Ms. Auerbach stated local funding is important to Child Care Resources in light of reductions in Page 2 City of Auburn Council Meetin;I Minutes October 16, 1995 federal funding. Ms. Auerbach urged the City Council to consider continuing its funding partnership with Child Care Resources. Janelle Burger, 4703 South 309th Street, Auburn, WA Ms. Burger stated she is a single mother of three including a special needs child. Ms. Burger stated she has been on a waiting list for five years to receive State funding for respite care. Ms. Burger stated approximately a year ago she learned of Child Care Resources and through them received some funding for respite care. Child Care Resources also provided a list of child care providers trained to care for special needs children, and through them found a very good provider. Councilmember Kurle asked the amount of Child Care Resources' funding request. Ms. Auerbach responded by saying she believed it was approximately $10,000. Carol Livingston, 832 21st Street SE1 Auburn, WA Ms. Livingston stated she is a home day care provider in Auburn. Ms. Livingston stated Child Care Resources is essential to day care providers as they are the providers' only link with upgraded education and provides the only on- site support and training for new providers. Ms. Livingston stated Child Care Resources also provides training for providers caring for special needs children. Ms. Livingston stated Child Care Resources is the backbone of the areas over 100 child care providers. Councilmember Haugen questioned the amount of funding requested by Child Care Resources. Ms. Auerbach stated last year Child Care Resources received $7,000 from the City of Auburn. Ms. Auerbach stated she is not as concerned with the amount of funding, but is more concerned with maintaining a partnership with the City of Auburn. Councilmember Borden suggested that representatives of Child Care Resources meet with the members of the Human Services Committee at its next meeting. Vir,qinia Moses, 114 M Street SE, Auburn, WA Ms. Moses reported that approximately twenty street lights on Main Street are not working. City Engineer Dennis Dowdy explained staff is aware several lights are not working. He explained the City rents a lift truck once a month to replace the lights all at one time. Mayor Booth added that some lights are turned off as a conservation measure. City Engineer Dowdy confirmed that approximately 50% of the street lights are turned off after 10:00 p.m. for conservation purposes. Ms. Moses also reported she was grabbed by a man in the parking lot behind Wagner's Hobby Shop on Main Street. She also stated other retired women have had problems with panhandlers at the same location. Ms. Moses stated the lighting in the area of the parking lot and the bus stop is not adequate. Correspondence There was no correspondence for City Council review. COUNCIL COMMITTEE REPORTS Ao Municipal Services Chair Brothers reported the Municipal Services Committee did not meet this afternoon. The next regular meeting of the Municipal Services Committee is scheduled for Monday, November 6, 1995 at 4:30 p.m. Planning & Community Development Chair Burns reported the Planning and Community Development Committee met October 9, 1995. Chair Burns reported the Committee discussed coming up with a predictable budget figure for funding human services from General Fund revenue on an annual basis. Chair Burns stated the Committee discussed a proposal for upcoming years based on the amount spent in the previous year and adjusting it by the increase or decrease in the City's General Fund revenues, and using that amount as a starting point. Chair Burns stated the Committee expects a presentation on an ordinance to that effect at its next Committee meeting. Chair Burns stated the remaining Committee items are a matter of public record, and requested the City Council's support of the Planning and Community Development Committee items appearing on Page 4 City of Auburn Council Meetin,q Minutes October 15, 199_; tonight's agenda. The next meeting of the Planning and Community Development Committee is scheduled for October 23, 1995 at 7:30 p.m. Co Public Works Vice Chair Burns reported the Public Works Committee met October 9, 1995 at 5:30 p.m. Vice Chair Burns stated the matters discussed and acted upon by the Committee are a matter of public record, and requested the City Council's support of the Public Works Committee items appearing on tonight's agenda. Finance Chair Barber reported the Finance Committee met this evening at 7:00 p.m. and discussed the 1996 Preliminary Budget, and requested the City Council's support of the call for hearings on the 1996 Preliminary Budget and approval of the claims and payroll vouchers. The next meeting of the Finance Committee is scheduled for November 6, 1995 at 7:00 p.m. IV. CONSENT AGENDA A. Minutes Minutes of the October 2, 1995 regular City Council meeting. ORDINANCES AND RESOLUTIONS A. Ordinances Ordinance No. 4792 A3.5.5.16 An Ordinance of the City of Auburn, Washington, amending Ordinance No. 4771 passed July 17, 1995 (Auburn City Code Section 16.06.120) entitled "Authority to Condition or Deny Proposals" contained in Chapter 16.06 entitled "Environmental Review Procedures" to correct an inadvertent error which deleted subsections D, E and F of Section 16.06.120. Motion by Councilmember Burns, second by Councilmember Haugen to introduce and adopt Ordinance No. 4792. MOTION CARRIED UNANIMOUSLY. 6-0. Ordinance No. 4797 03.10.1 CUP0009-95 An Ordinance of the City of Auburn, Washington, providing for a Conditional Use Permit to allow the expansion of an existing nursing home on property zoned R-4 (Multi-Family) located at 2830 I Street NE, within the City of Auburn, Washington. Motion by Councilmember Burns, second by Councilmember Brothers to introduce and adopt Ordinance No. 4797. MOTION CARRIED. 5-1. Councilmember Haugen voted no. Motion by Councilmember Burns, second by Councilmember Brothers to introduce and adopt Ordinance No. 4798. MOTION CARRIED UNANIMOUSLY. 6-0. Ordinance No. 4799 F5.4.1 An Ordinance of the City Council of the City of Auburn, Washington, approving Federal ISTEA Preservation Grant Funds with local matching funds as provided in the Local Agency Agreement between the City and the Washington State Department of Transportation for the 1994-95 Commercial Sidewalk Improvement Program, PR 513C. Motion by Councilmember Burns, second by Councilmember Kurle to introduce and adopt Ordinance No. 4799. MOTION CARRIED UNANIMOUSLY. 6-0. Resolutions Resolution No. 2675 03.5 PLT0004-95 A Resolution of the City Council of the City of Auburn, Washington, approving the Preliminary Plat of a 2-lot subdivision located on the west side of "A" Street SE, in the 4200 Block, within the City of Auburn, Washington. MAYOR'S REPORT ko Notice to Water System Users Mayor Booth requested a brief presentation by City Engineer Dowdy on the Notice to Water System Users previously distributed to the City Council. City Engineer Dowdy stated the notice is regarding a bacterial infection detected on Lea Hill during the City's routine water quality testing. City Engineer stated the City is required to issue a public statement to the local newspaper regarding the infection by October 22, 1995. City Engineer Dowdy explained the City routinely tests the water system at 50 different points throughout the system each month, and the results of the tests are usually negative. City Engineer Dowdy stated the infection was detected approximately 300 feet from a water line that dead ends, and resulted from poor circulation in the system. City Engineer Dowdy stated that through three consecutive cycles of testing and chlorination, the contamination was cleared up. City Engineer Dowdy advised there were no Ecoli bacteria found in the system. City Engineer Dowdy assured the system is healthy, and there is no reason for continued concern. In response to a question from Councilmember Borden, City Engineer Dowdy explained that once a negative test result is found, follow-up tests are conducted immediately both upstream and downstream in the system in order to confine the source of the bacteria infection and immediate chlorination is done. He stated the infection affected an approximately two block area on Lea Hill north of Green River Community College. The infection was minimal, and no one became ill as a result. City Engineer Dowdy stated the City has over 300 water line dead ends in the water system where contamination due to lack of circulation can occur. He added that this occurrence is the first within the last two years. B. Executive Session Mayor Booth recessed the meeting to Executive Session at 8:03 p.m. for approximately 20 minutes to discuss potential litigation.
