The City and Schools Forum convened at 6:00 PM. Those in attendance included
Auburn School District Superintendent Jim Fugate, Assistant Superintendent Linda
Cowen, and Auburn School Board Members Donna Foxley, Ray Bradley, Dick Burkhart,
Betty Smith, and Ted Leonard. City of Auburn Mayor Charles A. Booth and
Councilmembers Gene Cerino, Trish Borden, Jeanne Barber, Sue Singer, and City
Clerk Robin Wohlhueter. City of Pacific Mayor Debra Jorgensen and Councilmembers
Kathi Barrett, and Steven Saylor. City of Algona Mayor Glenn Wilson and
Councilmembers Dan Johnson and Phillip Legg.
I. Introduction
Linda Cowen provided a brief overview of the purpose of meeting. Those in attendance
introduce themselves.
II. Update on Library Collaboration
Mayor Booth reported that the City of Auburn is considering placing an annexation vote
on the ballot to become a part of the King County Library System. The City is looking at
a number of options with regard to providing library services that include using the
existing structure, expanding or new construction. On three occassions Auburn voters
have defeated ballot measures to expand the Library and senior center, and build a
community center.
III. Update on Emergency Preparedness
Emergency preparedness collaboration continues.
IV. Printing Subcommittee Report
Jim Fugate introduced Tim Cummings from the Auburn School District. Mr. Cummings
manages the Auburn School District printing services area employing two full time staff.
He presented economical concepts in managing printing services. Mr. Cummings
discussed benefits of combining printing services with the Auburn School District and
surrounding cities. It was agreed that each respective City representative will meet with
Mr. Cummings to develop a proposal to collaborate on printing services. Tim
Cummings will contact City of Auburn representative Bonnie Dann, City of Pacific
representative Kathi Barrett, City of Algona representative Diane Jenks.
V. Communications with Legislators Subcommittee Report
Trish Borden presented a proposed agenda for a meeting between the Cities and
Schools Forum and Washington State Legislators. The purpose of the meeting is to

present the impacts of state legislation and its effect upon City revenue. The meeting
would also provide an opportunity for sharing legislative funding concerns and legislative
philosophy. It was recommended district legislators from all of agency legislative
districts be invited to attend. The subcommittee will meet again to determine a date and
finalize an agenda.
VI. Determination of Future Topics for Collaboration
A. Water
Mayor Wilson briefly reviewed the water rights availability and mandates
regarding water supply. Mr. Wilson described instances where collaboration
efforts in this area are working well. The possibility of a reservoir in Lakeland Hill
was also mentioned.
B. VehiCle Maintenance
Economic benefits of collaborating to provide vehicle maintenance was
discussed. Vehicle maintenance is an activity that all four agencies fund either
internally or through contracted services. A concept of combining vehicle
maintenance services was discussed along with current and future maintenance
facilities.
C. Finances
Sue Singer presented areas of possible collaboration in financing, technology,
and purchasing. Shared technology may include development of an internet
home page, computer expertise, and telecommunications, Shared billing and
outsourcing may provide shared resources for Local Improvement Districts
(L.I.D) and utility billing. Purchasing coordination for such items as paper
products, computers and office equipment, and maintenance equipment.
Shared financing of studies and consultants might include grant administration
and consultant fees.
D. Parks and Ground Maintenance
Kathy Barrett reported that the Monroe School District and the City of Monroe
are collaborating on parks and field maintenance. This saves both agencies in
the cost of equipment and supplies.
VII. Current Hot Topic: Increased Railroad Traffic
Mayor Booth reported a lawsuit to secure mitigation efforts for railroad underpasses in
Auburn has been referred to a U.S. District Court. This delays a date for a hearing
originally scheduled to be heard in King County Superior Court. He stated Auburn
mitigation efforts may be decided with the federal Surface Transportation Board.

VIII. Develop Next Agenda
Sub committees were established to examine collaboration in areas of vehicle
maintenance, finances, and parks and ground maintenance. Vehicle maintenance Chair
is Mayor Charles Booth and sub-committee members are Ray Bradley, Jim Denton, and
Mayor Glenn Wilson; Finance Chair is Sue Singer and subcommittee members are Dick
Burkhart, Trish Borden, and Kathy Barrett; and Parks and Ground Maintenance Chair is
Kathi Barrett, and subcommittee members are Dan Johnson, Phil Legg, Bryan Welsh
(Auburn School District), and Gene Cerino.
The next meeting is tentatively scheduled for Thursday, April 24, 1997 at 6:00 PM.
Mayor Booth, Phil Legg, Debra Jorgensen will plan the next meeting. It was suggested
that the meeting could take place in Olympia with State Legislators.
