SPECIAL CITY COUNCIL MEETING
May 20, 1997 - 4:00 PM
MINUTES
The special meeting of the Auburn City Council convened at 4:00 PM in the
Council Work Area located in the Mayor's Office at Auburn City Hall. Those in
attendance included Mayor Charles A. Booth and Councilmembers Jeanne
Barber, Rich Wagner, Sue Singer, Stacey Brothers, Gene Cerino, and Trish
Borden. Mayor Booth announced that Councilmember Fred Poe will arrive at
approximately 5:30 PM. Staff in attendance included City Clerk Robin
Wohlhueter.
Mayor Booth introduced Don Kurle who will be acting in the capacity of a
facilitator for the purpose of developing the City's vision, mission, and goals for
the City of Auburn 1998 budget process.
I, General Discussion
Facilitator, Don Kurle explained his role in development of the City's vision and
mission statements, and goal setting. As a facilitator, Mr. Kurle will maintain a
neutral position and provide guidance in development of the City's vision and
mission statements, and goals for the 1998 budget process.
II. Discussion of Process
Discussion centered around the Mayor and Council's expectation of what
outcome is anticipated as a result of special Council workshops. Some of the
issues raised included understanding the difference of legislative and
administrative role of the Council, how to bring projects and recommendations
forward for consideration by the entire Council, suggested workshop subjects,
the difference between legislative and quasi-judicial processes, discussion of
projects that have been deferred in the past, periodic review of how the City is
doing in reaching goals, and knowledge of resources over a period of time.

Mr. Kurle focused on development of City's vision and mission statements. Each
participant submitted suggestions and ideas. A consensus was reached that the
City's vision statement should reflect Auburn's diverse population, heritage, and

community values. Suggested wording for the vision and mission will be
presented at the next workshop scheduled for May 22, 1997.
V, Goals
Development of goals centered around each participant submitting goals. A total
of fifty-one goals were listed as preliminary goals for discussion on Thursday,
May 22, 1997.
Mr. Kurle concluded the workshop by discussing the process for the next
workshop session. Drafts of the vision and mission statements will be provided
for review. Goals will be typed up for discussion, selection and prioritization
purposes.
The special City Council meeting adjourned at 7:40 PM.
