SPECIAL CITY COUNCIL MEETING
May 22, 1997 - 4:00 PM
MINUTES
The special meeting of the Auburn City Council convened at 4:00 PM in the
Council Work Area located in the Mayor's Office at Auburn City Hall. Those in
attendance included Mayor Charles A. Booth and Councilmembers Rich
Wagner, Sue Singer, Stacey Brothers, Fred Poe, Gene Cerino, and Trish
Borden. Jeanne Barber arrived at 5:00 PM. Facilitator Don Kurle and City Clerk
Robin Wohlhueter were also in attendance.
The vision and mission statements were presented to the workshop participants.
Mr. Kurle presented an example of FANs vision and mission statement
developed over a period of two weeks. It was suggested that the City's vision
and mission statement be widely displayed throughout the City's public facilities.
Following discussion and review, the Council adopted a vision and mission
statement presented as an attachment to the minutes.
I. Continuation of Goals
Mr. Kurle directed attention and focus to the fifty-one goals listed at the previous
work session. Participants spent some time reviewing each goal for clarification
and detail. Several goals were combined into conceptual categories that were
similar in nature, and others were dropped as being duplicated. The list was
reduced to twenty-five goals. Participants then voted on each goal reducing the
number of goals.
II. Summary
In conclusion, it was agreed that another workshop would be held with city
department heads to develop tasks to accomplish the 1998 goals.
The meeting adjourned at 7:40 PM.

education, retail services, medical facilities, cultural, religious, and
entertainment activities, a vibrant downtown, and a healthy environment
· valuing the diversity of its people and neighborhoods
This mission will be approached with efficiency, fiscal responsibility and
professional management through responsive and accessible leadership by the
City Administration and City Council.

1998 GOALS
1. Protect and improve our residential neighborhoods Encourage neighbors to know one another
Establish a community based neighbor to neighbor outreach program
Work on eliminating non-code businesses in neighborhoods (perhaps stronger
language in code for faster response to citizen complaints)
- Continue neighborhood based planning
2. Assure Public Safety - Place increased emphasis on community policing
- Continue the war on drugs
- Establish fiscally sound policy to deal with welfare cuts
- Continue implementation of non-motorized transportation alternatives
- Provide bicycle safety courses
3. Dramatically increase revenue for transportation construction
4. Increase number of opportunities for youth involvement
- SupportJcreate more youth activities including facilities
- Create more non-structured activities such as dancing, skateboarding (including
a skateboard facility
5. 'Increase planning efforts for targeted areas
- Transit hub economic and comprehensive planning including proactive economic
development
- Proactive economic development which encourages light manufacturing to locate
in Auburn
-. Review residential development standards to help control cost to homeowners
6. Complete comprehensive utilities plans for storm/sanitary system including
cost of service study and rate restructure
7. Improve the management of capital projects
8. Continue to seek a positive relationship with the Muckleshoot Tribe
9. Mitigate impacts of state and federal regulation by increasing revenue
10.Create a Property Advisory Board to help the city improve property
management
