HomeMy WebLinkAbout05-06-1998sp (2) CITY OF AUBURN SPECIAL CITY COUNCIL MEETING VISION AND GOALS STUDY SESSION May 6 and 7, 1998 Minutes. The special meeting of the Auburn City Council convened at 4:00 p.m. in the Council Work Area located in the Mayor's Office at Auburn City Hall. Mayor Booth and the following Councilmembers were present: Jeanne Barber, Rich Wagner, Sue Singer, Gene Cerino, Fred Poe, Sue Singer, and Pete Lewis. Also present was City Clerk Danielle Daskam and Facilitator Kathy Kirk. I. ORIENTATION AND INTRODUCTIONS Mayor Booth explained the purpose of the study session is to develop the City's visions and goals which is the first step of the 1999 Budget process. Mayor Booth introduced Ms. Kathy Kirk of KK Enterprises who will facilitate the study session both evenings. Ms. Kirk explained the process and reviewed the agenda with the Council and Mayor Booth. Initially, the Council will participate in exercises, which focus on long-range (five year) goals for Auburn. Thursday evening, the Council will identify 1999 goals. II. RESPONSE TO DEPARTMENT DIRECTORS' REPORT Councilmembers and Mayor Booth reviewed the summaries of Ms. Kirk's interviews of the City's department directors. Each department director was asked to identify accomplishments, policy/management issues, constituent concerns, desired future state, barriers and external threats, and opportunities. Councilmembers and Mayor Booth discussed the department director interview summaries and identified key points and messages. III. COMMON FUTURE Ms. Kirk directed the Councilmembers and Mayor Booth in visioning exercises to identify common themes and ideas among the Councilmembers for Auburn's future. The common futures were prioritized as follows: 1. Economic Development 2. Transportation Issues Resolved 3. Community Identify Preserved 4. Healthy Environment for Youth 5. Revitalize Downtown 6. Water Issues Resolved 7. Annexations are Resolved The Councilmembers and Mayor Booth were asked to develop strategies for attaining the common futures for discussion during the Thursday session of the vision and goals study session. Other interesting ideas noted during the evening were: O Create "welcoming" community (Councilmember Singer) O Neighborhood planning emphasis (Mayor Booth) O Headquarters company (Councilmember Poe) O Contemporary yet historic -identify historic and natural treasures - preserve while we can O Transportation means from Les Gove Park to City Hall areas to consolidate city "community" areas. The "Parking Lot" was used to list issues which came up during the retreat that were determined not to be directly related to the agenda but were worthy of keeping for a later discussion. Parking Lot issues included: Muckleshoot relationship, administrative versus legislative issues (proper roles and responsibilities of Council and Mayor), Council and department directors communications, Department Directors' concerns about leadership development, and survey of City-owned property. IV. MID-RETREAT EVALUATION The evening concluded with a mid-retreat evaluation of the process and the work accomplished to date. SPECIAL CITY COUNCIL MEETING VISION AND GOALS STUDY SESSION May 6 and 7, 1998 Page 3 The meeting was adjourned at 8:00 p.m. to meet again on Thursday, May 7, 1998 at 4:00 p.m. in the Council Work Area. On Thursday, May 7, 1998, the special study session of the Auburn City Council reconvened at 4:00 p.m. in the Council Work Area at Auburn City Hall. Mayor Booth and the following Councilmembers were present: Rich Wagner, Trish Borden, Gene Cerino, Sue Singer, and Pete Lewis. Councilmembers Jeanne Barber and Fred Poe were excused. Also present were Facilitator Kathy Kirk and City Clerk Danielle Daskam. V. COMMON FUTURE: STRATEGIES Ms. Kirk directed the Councilmembers and Mayor Booth in exercises to identify strategies for common futures and to prioritize the strategies. All high priority strategies were transformed to Common Future Goals. Once the participants identified and prioritized the seven Common Future issues, they proposed and responded to strategies for realizing their vision for the City of Auburn in 2003 AD. The following are those strategies organized by Common Future issue. The key to understanding the Reactions column is to know that participants had three colors of "sticky dots" to apply: Green, Orange and Red. The Reactions are not numerically weighted but rather indicate whether or not the respondent liked (Green) or disliked (Red) the proposed strategy or had reservations or questions about it (Orange). One strategy that did not fit into any of the seven Common Future categories but was supported by the participants was "keeping up with technological changes, especially in the computer area." I have reservations/questions Red - Stop. No. I don't like it. VI. 1999 GOALS Councilmembers and Mayor Booth reviewed the long-term goals for those that lend themselves to 1999 goals. Councilmembers prioritized goals through various activities and exercises. For the 1999 Goals, the participants used the same seven issues that were established during the Common Future discussion: Economic development Transportation issues resolved Community identity preserved Healthy environment for youth Revitalized downtown SPECIAL CITY COUNCIL MEETING VISION AND GOALS STUDY SESSION May 6 and 7, 1998 Page 9 Water issues resolved Annexations are successful Once goals were proposed (see Suggestions column), each participant applied "sticky dots" in the same manner as before. The key for the Reactions column is: Green - Yes! Go for it. Orange - Caution. I have reservations/questions Red - Stop. No. I don't like it. Once this was done, each participant received $700 in play money. Each could put from $100 to $700 on any of the goals. The Money Vote column shows how that money was distributed. The final chart in this section lists the goals receiving money votes in descending order. Economic Development (E.D.) - 1999 AD Suggestions Reactions (see key) Money "Vote ' Hire E.D. Specialist. RETREAT SUMMARY AND EVALUATION Councilmembers and Mayor Booth discussed the overall vision and goal setting process, the accomplishments that resulted from the study session, and the next steps in the process. Members of the Council indicated a desire to meet again to review the final product of the study session. It was the consensus of the Council to forward the facilitator's summary for review and comment by each Councilmember. Their comments will be forwarded to Mayor Booth for inclusion in the final report prior to public dissemination.
