SPECIAL COUNCIL MEETING MINUTES
January 13, 2000 4:30 p.m.
Council Work Area
I. CALL TO ORDER
Mayor Charles A. Booth called the special meeting of the Aulburn City
Council to order at 4:30 PM in the Council work area located in the
Mayor's office. Councilmembers Rich Wagner, Jeanne Barber, Trish
Borden, Sue Singer, Pete Lewis, and Stacey Brothers were present.
Councilmember Fred Poe was excused from the meeting. Staff members
present included: City Attorney Michael J. Reynolds, Public Works
Director Christine Engler, City Engineer Dennis Dowdy, Traffic Engineer
Steve Mullen, Parks and Recreation Director Dick Deal, FinancE; Director
Diane L. Supler, and City Clerk Danielle Daskam.
II. RESOLUTIONS
Mayor Booth introduced the purpose of the special meeting, Council
consideration on Resolution Nos. 3164 and 3165 to change the date of
the special election on transportation and parks and recreation impact
fees from February 29, 2000 to November 7, 2000. Mayor Booth read the
title of each resolution.
A. Resolution No. 3164
A Resolution of the City of Auburn, Washington, amending
Resolution No. 3154, adopted January 3, 2000, requesting the
County Auditor to call for a special election in the City of Auburn for
February 29, 2000 for the purpose of submitting the asses.,sment of
transportation impact fees on new development within the city limits
of Auburn, to change the date for the special election from
February 29, 2000 to November 7, 2000.
Councilmember Wagner moved and Councilmember Barber
seconded to adopt Resolution No. 3164.

Discussion ensued regarding the merits for holding tile special
election during the November general election rather than the
primary election. Mayor Booth indicated the additional time allows
the citizens to obtain the information they need to make a decision
regarding their vote on impact fees. Councilmember Wagner
added that there is greater opportunity to meet the validation
requirements during the general election.
MOTION CARRIED UNANIMOUSLY. 6-0.
B. Resolution No. 3165
A Resolution of the City of Auburn, Washington, amending
Resolution No. 3155, adopted January 3, 2000, requesting the
County Auditor to call for a special election in the City of Auburn for
February 29, 2000 for the purpose of submitting the assessment of
parks and recreation impact fees on new development within the
city limits of Auburn, to change the date for the special election
from February 29, 2000 to November 7, 2000.
Councilmember Borden moved and Councilmember Singer
seconded to adopt Resolution No. 3165.
MOTION CARRIED. 5-1. Councilmember Lewis voted no.
III. ADJOURNMENT
There being no further business before the Council, the meeting
adjourned at 4:35 PM.
