Introduction The special meeting of the Auburn City Council to discuss the Terrace View Pre- annexation Agreement was called to order at 6:05 PM in the Council Work Area located in the Mayor's office. Mayor Charles A. Booth and the following Councilmembers were present: Trish Borden, Pete Lewis, Stacey Brothers, Rich Wagner, Sue Singer, and Fred Poe. Councilmember Jeanne Barber was excused. Staff members present included: Planning and Community Development Director Paul Krauss, Parks and Recreation Director Dick Deal, Assistant Fire Chief Russ Vandver, Public Works Director Christine Engler, and City Clerk Danielle Daskam. I1. Terrace View Pre-annexation Agreement Planning Director Krauss explained that the purpose of the meeting is to review the pre-annexation agreement with Terrace View which will allow water and sewer certificates for their development located in Pierce County. The Planning and Community Development Committee opened their public hearing on the agreement at their March 13, 2000 and continued the public hearing to their meeting this evening at 7:00 PM. The Terrace View project has received approval from Pierce County. The project consists of approximately 425 housing units and 63,000 square feet of commercial development on a 52-acre site. Mr. Krauss noted the Terrace View developers are in the audience this evening. The Terrace View project has been revised over the years due to the construction of the Lake Tapps Parkway. The completion of the parkway is expected later this year. The bridge over the Burlington Northern tracks is fully funded but will not be completed for another year. Special City Council Meeting Minutes April 10, ;~000 Page 2 The Terrace View pre-annexation agreement provides that the project will receive city utilities in exchange for annexation at the Council's discretion. Mr. Krauss advised that City staff are very close to reaching agreement on a potential annexation area agreement with Pierce County, which is a necessary prior to annexation of Terrace View. By. entering into the pre-annexation agreement with Terrace View, the City agrees to provide utilities and adopt a special Terrace View zoning district. Mr. Krauss noted that Terrace View has not requested any deviations from the City's proposed zoning standards for the Terrace View zoning district. The proposed Terrace View district deviates slightly from the City's standard zoning in two areas. The Terrace View district deletes a requirement for multi-family homes to have RV parking spaces and gives flexibility on building heights. Pierce County approved the Terrace View environmental impact statement approximately four years ago. Since then, the traffic levels on East Valley Highway and "A" Street have increased significantly, and the level of sen/ice has become degraded. Paragraph 4.4.5 will be added to the pre-annexation agreement to provide that the developer contribute $6,200 towards the installation of a traffic signal at "A" Street and Lakeland Hills Way. The developer has agreed to the provision. City Attorney Reynolds and the developer have also agreed on new language for paragraph 4.7.3 of the agreement regarding the Trillium Pond. Mr. Krauss presented a copy of a new page 10 of the pre- annexation agreement which incorporates changes made to paragraph 4.7.3. The paragraph states: "Terrace View acknowledges that the City makes no representation and assumes no liability for the adequacy of storm water planning or coordination between Terrace View and Pierce County, or the design or construction of the Regional Trillium Stormwater System, or the maintenance of the System as long as the Trillium Stormwater System is operated by Pierce County." The annexation agreement with Pierce County provides that once construction of the pond is complete, the City will take possession of and ultimately annex the Trillium Pond. The Trillium Pond drains an area that will be primarily Auburn. It drains the Terrace View and Lakeland properties. Public Works Director Engler confirmed that upon annexation of Terrace View and Lakeland, the Trillium Stormwater Pond capacity will be used entirely by Auburn. In response to a question from Councilmember Wagner, Mr. Krauss explained that the signal participation amount of $6,200 was determined using the City's Special City Council Meeting Minutes April 10, 2000 Page 3 standard methodology. Mr. Krauss added that Terrace View and Lakeland negotiated traffic mitigation agreements with Pierce County. A representative from Terrace View stated that the Terrace View developer is contributing approximately $800,000 towards construction of the Lake Tapps Parkway and ramps. Responding to a question from Councilmember Brothers, Mr. Krauss explained that the Auburn Comprehensive Plan is consistent with the Pierce County Comprehensive Plan for the Lakeland and Terrace View development areas. The Auburn Comprehensive Plan anticipates multi-family and commercial development. III. Adjournment There being no further discussion, the meeting adjourned at 6:24 PM.
