I. CALL TO ORDER
A. Flag Salute
Mayor Charles A. Booth called the meeting to order at 7:30 PM and
led those in attendance in the Pledge of Allegiance.
B. Roll Call
Mayor Booth and the following Councilmembers were present:
Rich Wagner, Jeanne Barber, Sue Singer, Fred Poe, Pete Lewis,
and Stacey Brothers. Councilmember Trish Borden was excused.
Staff members present included: Police Chief Jim Kelly, Assistant

City Council to confirm the appointment of D'Arcy
Heiber to the Landmarks and Heritage Commission
for a three-year term.
Councilmember Poe moved and Councilmember
Singer seconded to confirm the appointment of
D'Arcy Heiber to the King County Landmarks and
Heritage Commission for a three-year term.
MOTION CARRIED UNANIMOUSLY. 6-0.
D. Agenda Modifications
Agenda modifications included corrected agenda bills with regard
to liquor license renewals for the Home Plate Tavern, Jade House
Restaurant, and the Main Street Pub under Consent Agenda Items
IV.D.1 through 3.
Mayor Booth indicated that the recommendations on the agenda
bills regarding the liquor licenses are correct and that the captions
on the agenda are incorrect and should be corrected to reflect the
agenda bills.

II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE
A. Public Hearings
1. Application Number V-02-99

City Council to conduct a public hearing on a petition filed by
Auburn Regional Medical Center for vacation of an alley
located on the north side of 1st Street NE and east of North
Division Street.
Special Projects Engineer Jack Locke presented the staff
report on Street Vacation No. V-02~99. Mr. Locke stated the
applicant has requested the vacation of a dead-end alley
that is bordered on three sides by the applicant's property.
The purpose of the request for vacation is to enable the
completion of the Auburn Regional Medical Center complex.
The vacation meets all the City and state statutory
requirements and is consistent with the City's Downtown
Plan. The value of the alley was determined in accordance
with state statute and Auburn City Code Chapter 12.48.
Staff recommends approval of the alley vacation.
Mayor Booth opened the public hearing.
John Keegan, 1501 Fourth Avenue, Seattle, WA
Mr. Keegan spoke on behalf of Auburn Regional Medical
Center. He urged the Council to support vacation of the
alley. However, he requested the Council not assess the
Auburn Regional Medical Center for one-half the appraised
value. One-half the appraised value is approximately
$11,000. He acknowledged that state law provides that the
City can require compensation for the alley. He questioned
the City's policy on compensation for vacated right-of-way,
as it has not been imposed in the past. He noted that the
City acquired the alley at not cost.
Councilmember Wagner moved and Councilmember Lewis
seconded to close the public hearing.

In response to a question from Councilmember Poe, Public
Works Engler advised that the policy to require
compensation for vacated right-of-way is already contained
in Auburn City Code Chapter 12.48. Councilmember Poe
commented that he could not recall requiring compensation
for other vacations in the recent past. Councilmember
Wagner concurred with Councilmember Poe's comment.
MOTION CARRIED UNANIMOUSLY. 6-0.
Councilmember Wagner moved and Councilmember Poe
seconded to instruct the City Attorney to prepare the
necessary ordinance to effect the street vacation at no
reimbursement cost to the applicant based upon the fact it
was deeded to the City at no cost.
MOTION CARRIED. 5-0. Councilmember Singer
abstained.
2. Application Number ANX0002-99
O3.1 ANX0002-99, 03.8 REZ0001-00
City Council to conduct a public hearing on a petition for
annexation of a 1.5 acre parcel of land located on South
85th Avenue.
Assistant Planning Director Rued presented the staff report
on Applications Nos. ANX0002-99 and REZ0001-00 as both
applications effect the same parcel of property. The
annexation lies on 85th Avenue and is an unincorporated
island of King County. The City's Comprehensive land use
map illustrates the property as appropriate for light industrial
uses. The only issue with the rezone relates to
infrastructure and access. If rezoned, it should be
conditioned to provide that any development of a permitted
use under the M-1 zone shall require extension of
infrastructure to the south, including access.
Mayor Booth opened the public hearings on Application
Numbers ANX0002-99 and REZ0001-00 concurrently.

Mr. DeLaHunt spoke on behalf of the owners of the subject
property. He urged the Council to act favorably on the
applications.
Councilmember Singer moved. and Councilmember Lewis
seconded to close the public hearing.
MOTION CARRIED UNANIMOUSLY. 6-0.
Councilmember Singer moved and Councilmember Lewis
seconded to approve the annexation and instruct the City
Attorney to prepare the necessary resolution, and authorize
the Planning Department to prepare the notice of intention
and forward to the King County Boundary Review Board.
MOTION CARRIED UNANIMOUSLY. 6-0.
3. Application Number REZ0001-00
03.8 REZ0001-00, O3.1 ANX0002-99
City Council to conduct a public hearing on the request of
Bruce and Heidi Elliott and George and Cindy Codiga to
rezone property located at 28418 85th Avenue in King
County to M-1 Light Industrial.
Refer to Item II.A.2 above for the staff report and public
hearing on Application Number REZ0001-00.
Councilmember Singer moved and Councilmember Poe
seconded to approve the rezone based upon the Hearing
Examiner's Findings of Fact, Conclusions and Conditions
and instruct the City Attorney to prepare the necessary
ordinance.
MOTION CARRIED UNANIMOUSLY. 6-0.
B. Audience Participation
This is the place on the agenda where the public is invited to speak
to the City Council on any issue.

Mayor Booth opened audience participation immediately following
Item I.D of these minutes in light of the capacity audience this
evening.
City Engineer Dennis Dowdy was invited to speak regarding the
City's proposed plans to install c-curbing on 15th Street NE between
"D" Street and "A" Street NW. Mr. Dowdy explained that when the
developer of the future Eagle (Lowe"s) Hardware Store located in
the Market Place project looked to create more access for the
store, the City looked for a way to create a safer corridor on 15"'
Street NE. City Engineer reported that the initial proposal to alter
the corridor was forwarded to the businesses along the corridor.
Mr. Dowdy noted that several people are in the audience this
evening to express concerns with the proposed c-curbing on 15"`
Street NE. Mr. Dowdy stated that this week staff analyzed the
future of the corridor and looked at possible alternatives to improve
the safety of corridor. Mr. Dowdy introduced Mr. Tim Miller, the
City's transportation consultant, and Joe Welsh, Transportation
Planner, to comment on the draft proposal and possible alternative
solutions.

Mr. Welsh reviewed the accident history for the 15"` Street NE
corridor, between "D" Street NE and "A" Street NW, using overhead
slides. Over the past three years, twenty-six accidents occurred
exclusive of the intersections. The accidents involved fifty-four
vehicles and resulted in eight injuries. In most cases, the accidents
occurred when drivers turned across the traffic stream. Mr. Welsh
stated that the majority of the across-traffic stream accidents, also
called approach turn accidents, occurred when exiting the fast-food
restaurants on the south side of 15"' Street. One of the ways to
address this type of accident is to install signage for no left turns. A
more effective alternative to prevent accidents is to install c-curbing
to prohibit left turns across the traffic stream.
Councilmember Brothers asked the number of accidents which
have occurred either entering or exiting businesses on the north
side of 15"` Street. Mr. Welsh reported no left turn accidents have
occurred while accessing businesses on the north side of 15th
Street. Mr. Welsh indicated the lack of accidents is due to less
traffic accessing Sorello's Espresso and the "D" Street access for
Freddie's Casino.

Tim Miller, 1607 East Main Street, Auburn
Mr. Miller is a traffic consultant. He discussed Auburn Market
Place development and the 15t" Street corridor utilizing overhead
slides. The project calls for access to 15th Street via property
located between the Grease Monkey and Dairy Queen businesses.
The project also .provides driveway accesses in the back of the
businesses located along 15th Street between D Street and A
Street. The new access to 15th Street will be restricted as right turn
only when leaving the development. The c-curbing on 15th Street
NE will allow a yielding left turn from 15th Street to the new access
street.
In response to a question from Councilmember Lewis, Mr. Miller
explained that the access to the back of the businesses on 15th
Street does not extend as a through access from D Street NE to A
Street, but is a circuitous access which requires traversing the
aisles in the parking lot.
In response to a question from Councilmember Poe, Mr. Miller
advised there are no "no left turn" signs at the businesses on the
south side of 15th Street. Chief Kelly confirmed that left turns in
violation of City signs are a citable offense.
Mr. Miller displayed an overhead slide which illustrated the left turn
storage needed along 15th Street NE in the next five years.
Approximately 140 feet of left turn storage will be needed on 15th
Street at D Street NE and approximately 175 feet of left turn
storage will be needed on 15th Street for traffic turning left at the
new access street. Under current traffic conditions, 75 feet of
storage is needed at D Street and 100 feet of storage is needed at
the new access. Mr. Miller advised that the storage relates to 25
feet per car.
Mr. Miller presented the next overhead slide which included the
orientation of the c-curbing and the amount of storage available.
Approximately 180 feet is available for traffic turning at D Street NE
and approximately 175 feet of storage is available for traffic turning
at the new access. Mr. Miller pointed out that simply omitting the
curbing across from Sorello's ddveway would create a safety
hazard.

Councilmember Brothers questioned the feasibility of installing "no
left turn" signs instead of the c-curbing. Mr. Miller recalled a similar
scenario for the McDonald's restaurant located north of 15*h Street
on Auburn Way North. He explained that although a solid yellow
stripe was installed there indicating no crossing, left turn accidents
continued to occur. C-curbing was ultimately installed, and remains
there today.
Mr. Miller presented a slide illustrating a concept design of
alternate channelization to accommodate access to Freddie's
Casino and Sorello's Espresso. The only way to provide a left turn
pocket to Freddie's and Sorello's is to take away traffic storage
space from the traffic turning left on to the new access street. The
tapers have been reduced and the storage space into Sorello's is
fifty feet, or about two cars. Mr. Miller does not recommend the
alternate channelization concept due to safety issues.
Councilmember Barber questioned the reaction of the fast food
restaurant owners regarding the proposed traffic channelization
plan. Traffic Planner Joe Welsh responded that he was contacted
by Arby's regarding their on-site conditions and access from the
south.
Councilmember Singer questioned the need for an additional
access to the Market Place development when there is access at D
and A Streets. Mr. Miller assumed the developer proposed the
new access for market needs.
In response to questions from Councilmember Wagner regarding
the alternate channelization concept, Mr. Miller explained that 15th
Street traffic will be required to slow to access the left turn storage
areas which are at a more severe angle than those in the proposed
channelization plan.
Mr. Miller reported on the traffic counts at Freddie's and Sorello's
conducted on April 25, 2000. The traffic counts were performed in
two-hour blocks during the following periods: 7-9:00 AM, 11:30-
1:30 PM, and 4-6:00 PM. In the morning, there were 29 vehicles
traveling east that turned left into Sorello's and nine cars left
Sorello's turning left to continue eastbound. At the noon two hour
period, fifty-one vehicles turned left into Sorello's and six vehicles
turned left leaving the site. In the evening two-hour period, thirty-

four vehicles turned left into the site, and five turned left leaving the
site.
Councilmember Poe requested the developer's projections for
north and southbound traffic on the access street. Mr. Miller did
not have the 'data available at the meeting. Mr. Poe expressed
support for Mr. Miller's alternate channelization concept and
lengthening the taper on the west side to sixty feet.
Heidi Wood, 333 15th Street NW, Auburn, WA
Ms. Wood identified herself as co-owner of Sorello's Espresso
located at 333 15th Street NW. She and her sister opened
Sorello's Espresso at its current location approximately eight years
ago. She expressed opposition to the installation of c-curbing on
15th Street NE thereby eliminating the center left turn lane. She
stated the c-curbing would restrict traffic to her business and
diminish her business by one-half. She requested the City
reconsider the proposal to install c-curbing on 15th Street NE.
Dave Christensen, 1709 19th Drive NE, Auburn, WA
Mr. Christensen identified himself as a twelve-year resident of
Auburn. He expressed opposition to the installation of c-curbing on
15th Street NE. He noted that all reported accidents were from
exiting the fast food restaurants on the south side of 15th Street.
He spoke in favor of installing "no left turn" signs at the fast food
restaurants.
Angela Thompson, 20424 97th Avenue, Kent, WA
Ms. Thompson read her letter into the record. She is an employee
of Sorello's Espresso located on the north side of 15th Street NE.
She spoke in opposition to the proposed installation of c-curbing on
15th Street NE. She contended the c-curbing would restrict
business traffic to Sorello's and destroy the livelihood of the
owners.
Jennifer Lloyd, 2812 R Place SE, Auburn, WA
Ms. Lloyd identified herself as a resident of Auburn for over twenty
years and is an employee of Sorello's Espresso located on 15th
Street NE. She expressed support for the owners of Sorello's
Espresso. She stated that the proposed c-curbing on 15th Street
NE would prevent seventy-five percent of Sorello's drive-by
clientele from entering the business and effectively close the

business. She spoke against the installation of c-curbing on 15th
Street NE.
Terry Sue Gonzalez, Federal Way, WA
Ms. Gonzalez identified herself as an employee of Sorello's
Espresso located on 15th Street NE. She spoke in support of
Sorello's and spoke against the proposal to install c-curbing on
15th Street NE as it prevents access to Sorello's.
Hank Thompson, 732 44th Avenue SW, Seattle, WA
Mr. Thompson identified himself as the father of Angela Thompson
who spoke earlier. He has known the owners of Sorello's for many
years. He spoke in favor of an alternate solution to the c-curbing
on 15th Street NE. He proposed using curbing at the fast food
establishments' driveways to prevent left turns from the
restaurants.
Gary Olson, Federal Way, WA
Mr. Olson identified himself as a professional truck driver. He
expressed support for Sorello's Espresso, and urged the City to
find another solution to the traffic problem on 15th Street NE other
than the c-curbing. He suggested that the City delay installing the
c-curbing for three to five years to allow Sorello's an opportunity to
relocate or contemplate other alternatives. He also noted that
another espresso business is proposed at the intersection of 15th
Street and A Street NW and questioned its impact on 15th Street
traffic.
Wes Pulst, 218 6th Avenue North, Algona, WA
Mr. Pulst expressed support for Sorello's Espresso located at 15th
Street NE and urged the City to pursue an alternate solution.
SheIll Dawn Borchers, 333 15th Street NE, Auburn, WA
Ms. Borchers identified herself as a partner of Sorello's Espresso
located at 333 15th Street NE. She spoke in favor of Sorello's
Espresso and questioned Lowe's Hardware as a member of the
Auburn community. She stated that Lowe's Hardware is stealing
Sorello's access by proposing c-curbing on 15th Street. She asked
the City to investigate the proposal further.

Cam Brown (no address given)
Ms. Brown identified herself as the niece of the owners of Sorello's
Espresso on 15th Street NE. She stated that commuters from
Highway 167 make up approximately seventy-five percent of
Sorello's customers. The installation of c-curbing on 15th Street
will jeopardize the owners' ability to continue their business. She
urged the City Council consider the effect of the c-curbing on the
Sorello's business.
William Bratten, Auburn
Mr. Bratten identified himself as a certified public accountant
residing in Auburn. He requested the City reconsider the proposal
to install c-curbing on 15th Street NE and urged the Council to find
an alternate solution.
Rosemary Borchers, Puyallup
Ms. Borchers identified herself as the mother of Heidi and SheIll,
owners of Sorello's Espresso. She expressed appreciation for the
opportunity to address the Council and urged the Council to find an
alternate solution to the proposed c-curbing on 15th Street NE.
She acknowledged the number of Sorello's customers who
attended the Council meeting this evening.
Jacque Repeden, 10615 Madrona, Anderson Island, WA
Mr. Repeden requested the City Council find an alternate solution
to the c-curbing on 15th Street NE and ensure access to Sorello's
Espresso.
DJ Van Grinsven, 1411 17th Street NE, Auburn, WA
Mr. Van Grinsven questioned the need for the new access from the
proposed Eagle/Lowe's Hardware Store to 15th Street NE. He
spoke against the installation of c-curbing on 15th Street NE and
the elimination of left turn traffic into Sorello's Espresso. He
requested the City Council reconsider the installation of c-curbing
on 15th Street.
Troy Whitney, 1816 Riverview Drive NE, Auburn, WA
Mr. Whitney identified himself as a life-long resident of Auburn and
worked at Auburn Sports and Marine for over eighteen years. He
spoke against the installation of c-curbing on 15th Street. He
recalled when Fred Meyer developed in Auburn and adjacent

properties were condemned to provide access. He likened the
proposed c-curbing on 15th Street NE to accommodate the
development of Lowe's Hardware to that of the Fred Meyear
development several years ago.
Jay Long, 814 23rd Street SE, Auburn, WA
Mr. Long spoke on behalf of Arby's Restaurant on 15th Street NE.
He spoke on favor of accommodating existing businesses before
accommodating new businesses to Auburn. He urged the Council
to reconsider the proposed c-curbing on 15th Street NE
Janine Perrotti, 30124 126th Court, Auburn, WA
Ms. Perrotti expressed support for Sorello's Espresso located on
15th Street NE.
Dave Andrews, 1315 8th Street NE, Auburn, WA
Mr. Andrews identified himself as a professional truck driver. He
expressed opposition to the installation of c-curbing on 15th Street
NE.
Ken Moore, 16010 SE 267th Court, Covington, WA
Mr. Moore identified himself as Auburn business owner
(Competition Specialties). He expressed concern with the
proposed c-curbing and channelization of traffic on 15th Street and
its effect on the Sorello's business.
Cara, 1411 17th Street NE, Auburn, WA
Cara identified herself as the daughter of Heidi Wood who spoke
earlier. She expressed support for Sorello's Espresso.
Roger Hadand, Kent, WA
Mr. Harland noted that there is a right turn only sign at the Top
Foods Store on Auburn Way North. He questioned whether the
sign has reduced the number of accidents at that location. He also
noted that there is no barrier down Auburn Way North, and left
turns are still permitted on Auburn Way North.
Angel Audette, 31639 122nd Avenue SE, Auburn, WA
Ms. Audette stated she moved to Auburn from Seattle because of
the community. She is a customer of Sorello's Espresso located
on 15th Street NE. She asked that the City Council consider an

alternate to c-curbing on 15th Street and let Sorello's continue in
business as in the past.
Mansur, 12725 312th Street, Auburn, WA
Mansur spoke in support of Sorello's Espesso and spoke in favor of
"no left turn" signs at the fast food restaurants on 15th Street rather
than a cement barrier down the middle of 15th Street NE.
John Mitchell, 36923 33rd Avenue South, Auburn, WA
Mr. Mitchell spoke in support of the small businesses in Auburn
and urged the Council's support of small businesses in the city of
Auburn.
Fred Lang, 59 Broadway, Tacoma, WA
Mr. Lang spoke in support of Sorello's Espresso. He spoke in favor
of adding driveway curbing at the fast food restaurants to prevent
left turns exiting the businesses. He also questioned the need for
an additional access for Lowe's Hardware Store on 15th Street
noting access is already available from D and A Streets. He spoke
against the installation of c-curbing on 15th Street NE.
Todd Plummer, 1120 Skyler NE, Portland, OR
Mr. Plummer identified himself as a coffee vendor who services
Sorello's Espresso on 15th Street NE. He stated that location and
access is key for business to succeed. He spoke in favor of a
mutual solution to the traffic problem on 15th Street NE.
Scott DiMerris, 5281 Harwood Road, San Jose, CA
Mr. DiMerris identified himself as a member of the Sorello family for
several years. He spoke of the owners of Sorello's and their
community oriented business.
Dee Sanders, 3011 M Drive NE, Auburn, WA
Ms. Sanders invited the Councilmembers to visit the area of 3011
M Drive NE and River Park Estates and walk the bioswale. She
reported the bioswale is ruining the backyards of the residents and
is approximately six inches deep in water now. She also reported
that the Parks Department personnel recently sprayed all the
fences along the residential property lines without regard to
children playing in the yard. She urged the Council to investigate
the condition of the bioswale.

Jeff Mesner, 144 East Main Street, Auburn, WA
Mr. Mesner appeared on behalf of the Home Plate Tavern located
at 144 East Main Street and spoke regarding the liquor license
renewal under the Consent Agenda this evening. He disputed the
accuracy of reports presented to the Council on the number of.
police-related incidents at the Home Plate Tavern. He noted that
the Council has been presented information that reports thirty-eight
police calls to the Home Plate Tavern resulting in twenty-six arrests
over the past three years. Mr. Mesner contended that nine of the
incidents are redundant, one was a traffic accident, one was a
mental case from the apartments in the area, one was suspicious
circumstances, one was theft of mail related to the apartments
upstairs from the tavern, one was a rock through the window, one
was lost property, one was a vehicle theft that occurred elsewhere,
and one was a stereo stolen from the parking lot. He also
questioned whether the remaining were actually related to the
tavern or to the residents of the upstairs apartments using the
tavern phone. He spoke regarding the tavern ownership's effort to
cooperate with the Police Department and keep the tavern a clean
environment. He also addressed the tavern's gambling taxes and
reported that he met with Finance Director Supler to formulate a
payment agreement for delinquent gambling taxes.
Bruce Alverson, 22 A Street SW, Auburn, WA
Mr. Alverson is the owner of the Sun Break Restaurant located at
22 A Street SW. He described incidents of property damage and
disturbances at his restaurant property, which he believes were
caused by tavern patrons. He asked that the City Council take
action to control the activities in the downtown area.
Pat Cavanaugh, 26 East Main Street, Auburn, WA
Mr. Cavanaugh is the owner of Cavanaugh's Hardware at 26 East
Main Street and other properties in the same block. He expressed
concern with activities occurring around the taverns in the
downtown area. He reported that his business property has been
damaged by tavern patrons and the tavern environment has
affected business sales. He described incidents of prostitution and
drug-dealing in the area. He stated that the taverns in the
downtown are a stumbling block to development in the downtown
area and prohibit family shopping in the downtown.

Councilmember Poe stated that the Planning and Community
Development Committee requested staff to develop criteria for
evaluating liquor license renewals. The Committee reviewed the
three liquor licenses on the Consent Agenda this evening and
expressed some concerns with their operations. Councilmember
Poe also stated that gambling taxes should be paid on time.
Jeff Mesner, Home Plate Tavern, 144 East Main Street. Auburn,
WA
Mr. Mesner responded to Councilmember Poe's comments
regarding gambling taxes. He explained the tax calculation and

Chair Singer reported the Municipal Services Committee met this
evening at 6:00. The Committee discussed and recommended
approval of Resolution No. 3210 and surplus property. The
Committee also received a citizen complaint regarding restricted
parking on Main Street. The C~mmittee also discussed fireworks.
The next regular meeting of the Municipal Services Committee is
scheduled for May 15, 2000 at 6:00 PM.
B. Planning & Community Development
Vice Chair Singer reported the Planning and Community
Development Committee met April 24, 2000. The Committee
discussed liquor license renewals and the Muckleshoot traffic study
related to their amphitheater project. The next regular meeting of
the Planning and Community Development Committee is
scheduled for May 8, 2000 at 6:30 PM.
C. Public Works
Chair Wagner reported the Public Works Committee met April 24,
2000. The Committee discussed and recommended approval of
Ordinance No. 5375 related to grant funds, Resolution No. 3207
approving a Stormwater Drainage Agreement with Fisher

Properties, and street vacations for Sound Transit and Safeway.
The Committee also discussed the c-curbing on 15th Street NE.
Chair Wagner recommended forwarding the 15th Street c-curbing

Storm Drainage Comprehensive Plan, and the Lea Hill Sewer
Comprehensive Plan update. The next regular meeting of the
Public Works Committee is scheduled for May 8, 2000.
D. Finance
Chair Barber reported the Finance Committee met this evening at
6:30 PM. The Committee discussed and recommended approval
of Resolution No. 3215 and consent agenda itemS. The Committee
discussed the hotel/motel tax. The next regular meeting of the
Finance Committee is scheduled for May 15, 2000 at 6:30 PM.

VIII. MAYOR'S REPORT
A. 277th Street Project
Mayor Booth announced that funding for the 277th Street Project
has been signed into effect by Governor Locke.
B. Auburn Library
Parks and Recreation Director Deal presented plaques to members
of the City Council commemorating the opening of the new Auburn
Library. Mr. Deal reported that the new library has been well
received by the community and usage has increased dramatically.
Mr. Deal also reported that the Parks Department is partnering with
the Library to promote summer activities.

C. Puget Sound Regional Council
Councilmember Singer announced that the Growth Management
Planning Council of the Puget Sound Regional Council will be
touring the Auburn area on May 11, 2000 reviewing transportation.
Planning Director Paul Krauss advised that he and Mayor Booth
will be addressing the Council while in Auburn.
D. Executive Session
Mayor Booth recessed the meeting to executive session at 10:05
PM for approximately fifteen minutes in order to discuss litigation.
No action is anticipated following the executive session.
Mayor Booth reconvened the meeting at 10:20 PM.
IX. ADJOURNMENT
