Councilmember Singer explained that Ordinance No. 5716
contains an appeal process to the Police or Fire Chief with
regard to false alarm fees, which would allow the fees to be
dismissed. Councilmember Singer noted that the Ordinance
calls for notification of the first false alarm to the alarm user.
Councilmember Brothers stated that it is understood that if
the alarm user immediately notifies the appropriate
emergency agency of an inadvertent false alarm, there is no
false alarm fee.
Police Chief Jim Kelly reported that there have been
approximately 3,700 false alarms in 2002.
Councilmember Singer stated that it cost the City
approximately $150,000 this year for responses to false
alarms. Ordinance No. 5716 will encourage alarm users to
correct problems related to false alarms. Each alarm called
into Valley Corn (911) costs the City approximately $18 in
addition to the cost of staff response to the alarm.
Chief Kelly reported that approximately ninety-seven percent
of alarms responded to are false. Residential alarms make
up a small portion of that number. Most residential alarms
are cancelled by the alarm user when a false alarm occurs.
