MEETING MINUTES
DECEMBER 1, 2003 7:30 PM
CALL TO ORDER
Flag Salute
Mayor Peter B. Lewis called the meeting to order at 7:30 PM and
led those in attendance in the Pledge of Allegiance.
Roll Call
Mayor Lewis and the following Councilmembers were present:
Trish Borden, Fred Poe, Sue Singer, Stacey Brothers, Gene
Cerino, and Nancy Backus. Councilmember Rich Wagner was
excused.
Staff members present included: Planning and Community
Development Director Paul Krauss, City Attorney Daniel B. Heid,
Public Works Director Dennis Dowdy, Interim Fire Chief Russ
Vandver, Police Chief Jim Kelly, Human Resources/Risk
Management Director Brenda Heineman, Finance Director Shelley
Coleman, Community Development Administrator David Osaki,
Parks and Recreation Director Daryl Faber, Planner Sean Martin,
and City Clerk Danielle Daskam.
C. Announcements and Appointments
1. Announcements
a)
Hometown Hero Award
Mayor Lewis presented Auburn's Hometown
Award to Helen Norman and Lynn Norman.
Hero
Ms. Helen Norman thanked those responsible for the
honor of receiving the Hometown Hero Award. Ms.
Norman was accompanied by numerous friends and
family members including her son Dan, daughter

Angie, great-grandchildren Kyle, Garret and Keegan,
grandson Shawn and his wife Sheena.
Ms. Lynn Norman expressed gratitude for being
selected for the Hometown Hero Award and
especially to be chosen with her mother-in-law,
Helen. Ms. Norman commended the many other
volunteers in Auburn for their contributions to the
community. Ms. Norman was accompanied by
various friends and family members including her
sister and brother-in-law.
b)
Proclamation - Miss Auburn Scholarship Program
Mayor Lewis welcomed the Miss Auburn Scholarship
Program contestants and read a Proclamation
declaring January 30 and 31, 2004 as days to
recognize the contribution of parents, participants and
volunteers for the Miss Auburn Scholarship Program.
The following Miss Auburn contestants were in
attendance:
Cherise Mattingly, Kristine True, Alana Morgan,
Brandi Williams, Joycealyn Syph, Telah Hill, Lindsey
Rothleutner, April Curtis, Heather Christianson,
Brandi Hyder, Caitlin Jones, Britney Schaeffer,
Marissa Spaid, April Billington, Ashley Bothell, Katrina
Lantz, Asacia Thomas, Kimberly Schmidt, Linda
Heng, and Heather Tumia.
Appointments
a)
Cemetery Board
City Council to confirm the appointment of Warren
Olson to fill an unexpired term on the Cemetery Board
through December 31,2004.
Councilmember Singer moved and Councilmember
Cerino seconded to confirm the appointment of
Warren Olson to the Cemetery Board.

Agenda modifications included revised Ordinance Nos. 5797, 5804
and 5810.
CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE
Public Hearings
No public hearing was scheduled for this evening.
Audience Participation
This is the place on the agenda where the public is invited to speak
to the City Council on any issue.
Leonard Couch, 1203 28th Street SE, Auburn
Mr. Couch expressed appreciation to staff members for responding
to his request to fill two potholes on "M" Street SE.
Correspondence
No correspondence was received.
COUNCIL COMMITTEE REPORTS

A.
Municipal Services
Chair Singer reported that the Municipal Services Committee met
this evening at 5:00. The Committee discussed Resolution No.
3661 and received information regarding the fireworks enforcement
plan for New Years Eve. The Committee also received a report on
the City Hall plaza renovation project and discussed the proposed
Auburn Airport management agreement. The next regular meeting
of the Municipal Services Committee is scheduled for December
15, 2003 at 5:00 PM.
Planning & Community Development
Chair Borden reported that the Planning and Community
Development Committee met November 24, 2003 at 5:00 PM. The
Committee received a report on the permit processing study and
reviewed the consultant recommendations. The Committee also
discussed and recommended approval of Resolution No. 3663, and
Ordinance Nos. 5803, 5807 and 5811. The Committee tabled
Ordinance No. 5802. The Committee also awarded $6,000 to
Pioneer Elementary School for courtyard improvements under the
neighborhood grant program. The next regular meeting of the

Planning and Community Development Committee is scheduled for
December 8, 2003 at 5:00 PM.
Public Works
Vice Chair Poe reported that the Public Works Committee met on
November 24, 2003 at 5:30 PM. The Committee discussed and
recommended approval of a contract administration item and
Ordinance No. 5812. The Committee also discussed the potential
closure of "C" Street SW due to a large sewer project, revised
street delay agreement language and plan review fees, and
Ordinance Nos. 5802 and 5803. The Committee also received
updates on the Lake Tapps Task Force, and reviewed the permit
processing study and the State Growth Management grant for the
Auburn Way Corridor study. The next regular meeting of the Public
Works Committee is scheduled for December 8, 2003 at 5:30 PM.
Finance
Chair Poe reported that the Finance Committee met this evening at
6:00. The Committee discussed and recommended approval of
claims and payroll vouchers, surplus property, and a contract
administration item. The Committee also discussed Ordinance
Nos. 5797, 5800, 5804, and 5808. The next regular meeting of the
Finance Committee is scheduled for December 15, 2003 at 5:30
PM.

Committee on Committees
Vice Chair Singer reported that the Committee on Committees met
this evening at 7:10. The Committee discussed Council Committee
assignments and will present recommendations at the next City
Council meeting.

At this time Councilmembers may report on items not specifically
described on the agenda, which are of interest to the community.
There were no Councilmember reports.

City Council to consider the request of Lakeridge Development for
final plat approval for River Park, an 18-1ot single family subdivision
located in the Lea Hill area of the city immediately south of the
Auburn Golf Course.
Councilmember Borden moved and Councilmember Singer
seconded to approve the final plat of River Park.
MOTION CARRIED UNANIMOUSLY. 6-0.

NEW BUSINESS
Preliminary Plat Application Number PLT03-000'I

City Council to consider the request of Lakeland Land
Development LLC, for preliminary plat approval for a 64-1ot
subdivision located on the west side of Evergreen Way SE,
extending from its intersection with Elizabeth Avenue SE
approximately 1,380-feet south and to the top of slope within the
annexed area of Pierce County in the Lakeland South Planned Unit
Development (PUD).
Councilmember Borden moved and Councilmember Singer
seconded to approve the preliminary plat based on the Hearing
Examiner's Findings of Fact, Conclusions and Conditions, and to
instruct the City Attorney to prepare the necessary Resolution.
MOTION CARRIED UNANIMOUSLY. 6-0.

An Ordinance of the City Council of the City of Auburn,
Washington, amending Sections 3.84.040 and 3.88.040 of
the Auburn City Code relating to taxes on outside utilities
Councilmember Poe moved and Councilmember Cerino
seconded to introduce and adopt Ordinance No. 5797.
In response to questions from Councilmember Borden,
Finance Director Shelley Coleman stated that the revised
copy of Ordinance No. 5797 removes the cable
communications utility tax increase. The cable
communications utility presently includes a franchise fee of
5%.
MOTION CARRIED UNANIMOUSLY. 6-0.
