SPECIAL MEETING MINUTES
June 8. 2004 4:00 PM
Council Chambers
On June 8, 2004, the Auburn City Council met at 4:00 p.m. in the Council
Chambers of Auburn City Hall, 25 West Main Street for the purpose of
conducting a training session for the City Councilmembers. The meeting was
called to order at 4:00 p.m. Mayor Lewis and the following Councilmembers
were present: Rich Wagner, Sue Singer, Gene Cerino, Nancy Backus, Bill
Peloza, Roger Thordarson, Lynn Norman. Staff members present included
Human Resources/Risk Management Director Brenda Heineman and City Clerk
Danielle Daskam.
The City Council discussed the City's insurance coverage and risk
management issues. Director Heineman introduced Lew Leigh of Washington
Cities Insurance Authority (WCIA). WCIA is a municipal risk pool comprised of
109 cities that provides the City of Auburn with liability and property financial
protection. The WCIA pool currently collects $22.5 million in premiums annually
and self-insures the first $3 million of any loss. A delegate from each member
entity is a member of the WCIA Board of Directors which elects an Executive
Board.
Besides being an insurance provider, WCIA provides pre-loss training to
all departments and types of employees, from police to maintenance and
operation workers. Each year the City is required, as part of its membership in
the WCIA pool, to train employees on three topics of risk management.
Councilmembers discussed WCIA's claims management practices and
litigation support. Director Heineman briefly explained the process for handling
claims for damages.
Mayor Pro Tem Singer led discussion during the second part of the
meeting regarding the role of the City Council versus the role of the Mayor.
Councilmembers discussed the protocol for conveying issues to the Mayor and
communications with staff, special (fifth Monday of the month) meeting topics,
and evaluation of Council effectiveness.

The final phase of the meeting included a presentation from City Clerk
Daskam on parliamentary procedure and making motions. The presentation
included an overview of parliamentary procedure, commonly used motions, and
debate.
There being no further discussion, the meeting adjourned at 7:00 p.m.
