Lewis called the meeting to order at 7:30 p.m. and led those in attendance in the Pledge of Allegiance. B. Roll Call Mayor Lewis and the following Councilmembers were present: Rich Wagner, Sue Singer, Gene Cerino, Nancy Backus, Bill Peloza, Roger Thordarson, and Lynn Norman. Staff members present included: City Attorney Daniel B. Heid, Parks Planning and Development Manager Dan Scamporlina, Risk ManagemenUHuman Resources Director Brenda Heineman, Police Chief Jim Kelly, Executive Assistant Duanna Richards, Public Works Director Dennis Dowdy, Planning and Community Development Director Paul Krauss, Finance Director Shelley Coleman, Acting Assistant Fire Chief Mike Gerber, City Clerk Danielle Daskam, and Deputy City Clerk Cathy Richardson. Agenda Modifications Agenda modifications included transmission of a revised Ordinance No. 5864 under Item VIII.A.1 of these minutes. II. Audience Participation This is the place on the agenda where the public is invited to speak to the City Council on any issue. There was no audience participation. C. Correspondence No correspondence was received. III. COUNCIL COMMITTEE REPORTS A3.7.6 A. Municipal Services Chair Cerino reported that the August 2, 2004 Municipal Services Committee was cancelled. The next regular meeting of the Municipal Services Committee is scheduled for August 16, 2004 at 5:00 p.m. B. Planning & Community Development Chair Singer reported that the Planning and Community Development Committee met on July 26, 2004 at 5:00 p.rn. The Committee received a summary of Auburn residents survey results from Hebert Research and reviewed a draft Consolidated Plan for Human Services. The Committee also discussed and recommends approval of Resolution Nos. 3747 and 3753, and received updates on the 15th Street NW median project, the new Tree Board, and new Community Center Committee. The next regular me1eting of the Planning and Community Development Commilltee is scheduled for August 9, 2004 at 5:30 p.m. C. Public Works Chair Wagner reported that the Public Works Committee met on July 26, 2004 at 3:30 p.m. The Committee discussed right-of-way use permits, contract administration of Project Number C303A, Resolution Nos. 3747, 3751, and 3752, and Ordinance NCI. 5864. The Committee also discussed survey results from Hebert Research, the Six-year Transportation Improvement Prograrn (TIP), 3rd Street NW pedestrian crossing near the Auburn Post Office, and "R" Street SE parking restrictions, reviewed Utilitites and Equipment Rental 2005 budgets and Chapter 6 of the Design Standards Manual, and received a report on completion of Page 2 . r- - --- City of Auburn Council Meetinll Minutes Auaust 2. :2004 downtown lighting. The next regular meeting of the Public: Works Committee is scheduled for August 9, 2004 at 3:30 p.m. D. Finance Chair Backus reported that the Finance Committee met this evening at 6:30. The Committee discussed and recommends approval of consent items, and Resolution Nos. 3746, 37'49 and 3754. The Committee also discussed Resolution No. 37'56 and Ordinance No. 5864. The next regular meeting of the Finance Committee is scheduled for August 16, 2004 at 6:30 p.m. IV. COUNCILMEMBER REPORTS At this time Councilmembers may report on items not spE~cifically described on the agenda, which are of interest to the community. Councilmember Thordarson reported that he attended a Regional Transit Committee meeting. Topics of discussion included ride free zones, and shuttle and private bus efficiency. Council member Thordars()I1 also attended a Freight Mobility Strategic Investment Board (FMSIB) meeting and received reports from railroad, Port of Seattle, and trucking lindustry representatives. The Board also received a report presented by Mayor Lewis representing cities regarding the FAST corridor. Councilmember Singer reported that she attended a Puget Sound Regional Council Executive Committee meeting. The Committee discussed transportation funding and governmental issues. Councilmember Singer also met with a representative from the C.ascadia project, which is a sub-group of the Discovery Institute, and discussed regional government issues with regard to south counties and cities. Councilmember Singer also participated in a ribbon cutting ceremony for Adessa, which remarkets and auctions vehicles. Councilmembel' Singer also reported that the Cascade Bicycle Club will give a presentatilon at a special City Council meeting on August 9, 2004 at 5:00 p.m. Bicycle safety, City Hall courtyard improvements, and demographics will be some of the issues for discussion at a Council Committee of the Whole meeting on August 30, 2004 at 5:00 p.m. Councilmember Peloza reported that he attended two Water RE~source Inventory Area (WRIA 9) meetings. Councilmember Peloza also attended a science seminar regarding salmon habitat. Topics of dis,eussion included water quality of the Green and Duwamish Rivers, including water temperature, dissolved oxygen and metal material content in thEi water, historic and current Chinook populations, aquatic habitat conditions, juvenile Chinook migration, growth and habitat use in the lower Gre!en and Page 3 -.,---.. --- City of Auburn Council Meetina Minutes Auaust 2.2004 Duwamish Rivers and Elliot Bay, and an evaluation of hatchery versus wild salmon. Councilmember Norman reported that she attended a Cultural Coalition meeting hosted by the City of Auburn. The Coalition provides an outstanding opportunity for various arts groups in the south King County area to work together. The Coalition is developing a website for the use of all cultural entities in south King County which can be used for marketing purposes. Councilmember Norman commended City of Auburn Cultural Program Coordinator Lori Patrick for her efforts as co-chair for the Coalition. Councilmember Norman also attended a King County Arts Advisory Committee meeting. The Committee is developing an arts education program which will have a very positive impact on the Auburn community. Councilmember Norman invited educators, arts groups, and artists to submit information with regard to arts education. Councilmember Cerino reported that the Lake Tapps Task Forcle is still active in their endeavors to maintain Lake Tapps. Councilmember Cerino noted that the Task Force deals with issues such as water temperature and migration reported by Councilmember Peloza. The Task Force works with a number of federal agencies. Mayor Lewis reported that, in addition to attending a FMSIB meeting, he chaired a South County Area Transportation Board (SCATBd) meeting. The Board received a presentation related to freight transported through Auburn. Mayor Lewis reported on the tremendous number of trucking firms located in the Green River Valley and the Puget Sound area. The Green River Valley has almost half of the total industrial and manufacturing capacity for the puget Sound region. There are over 200,000,000 square feet of manufacturing and industrial capacity located in the Puget Sound area. Approximately 97,000,000 square feet are located in the Green River Valley. Mayor Lewis spoke regarding the importance of improving highways and elevated roadways so that freight and commuter transportation have adequate access to and from our valley. All trains traveling north or south must pass through Auburn. A panamax ship (a ship that is too large to pass through the Panamal Canal) carries 6,600 containers. It takes thirty trains to offload a panamax ship. The capacity is expected to increase by 20% by year 2020. Mayor Lewis also reported he attended a meeting of the NClrthwest Leadership Group, visited the Latino community and other neighborhoods, attended economic development meetings, met with the Mayorsi of the cities of Pacific and Algona and discussed streamlined sales tax issues, participated in the Renton and Des Moines parades, and attended the Page 4 ".. Mayor Lewis noted that Willie Nelson and Fiarm Aid will perform their first concert west of the Rockies at the White River Amphitheater in September 2004. Mayor Lewis also participat,ed in a presentation regarding the retirement of Councilmember Wagn,er from Weyerhaeuser. Mayor Lewis stated that Councilmember Wagner is held in high esteem by his colleagues at Weyerhaeuser and will bE! sorely missed. Councilmember Wagner is a tremendous asset to the City of Auburn. V. CONSENT AGENDA All matters listed on the Consent Agenda are considered by the City Council to be routine and will be enacted by one motion in the form listed. A. Minutes 1. Claims Claims check numbers 332961 through 333354 in the amount of $1,557,593.10 and dated August 2,2004. 2. Payroll Payroll check numbers 509093 to 509282 in the amount of $324,269.20 and electronic deposit transmissions in the amount of $987,516.72 for a grand total of $1 ,311 ,785.92 for the pay period covering July 15, 2004 to July 28, 2004. MOTION CARRIED UNANIMOUSLY. 7-0. VI. UNFINISHED BUSINESS There was no unfinished business. VII. NEW BUSINESS There was no new business. VIII. ORDINANCES AND RESOLUTIONS A. Ordinances 1. Ordinance No. 5864 F6.6.3, 04.9 An Ordinance of the City Council of the City of Auburn, Washington, relating to regular property taxes; providing for the submission to the qualified electors of the City at a special election on November 2, 2004, to be held in conjunction with the statewide general election on that date, of a proposition authorizing the City of Auburn in accordance with RCW 84.55.050 to levy regular property taxes exceeding the limitations of Chapter 84.55 RCW for the purpose of funding a local street improvement program setting forth the ballot proposition describing the proposed maximum levy rate, a limit factor and specifying that the maximum allowable levy in the é year shall establish the base for computing limits on levy increases for future! years; and providing for other property related matters Councilmember Wagner moved and Councilmember Cerino seconded to introduce and adopt Ordinance No. 5864. MOTION CARRIED UNANIMOUSLY. 7-0. Resolution No. 3746 A3.16.3 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to E~xecute an agreement for telephone trunk line services betwleen the City of Auburn and Qwest Business and GovEirnment Services for the purpose of maintaining the City's tel,ephone trunk line system Councilmember Backus moved and Councilnnember Norman seconded to adopt Resolution No. 3746. MOTION CARRIED UNANIMOUSLY. 7-0. 2. Resolution No. 3747 05.2 A Resolution of the City Council of the City of Auburn, Washington, expressing Council support for the Auburn Environmental Park Project to be located in the West- Central portion of the Ci!X within the area north of West Main Street and south of 15 h Street Northwest between State Route 167 and the Interurban Trail Councilmember Singer moved and Councilmember Norman seconded to adopt Resolution No. 3747. MOTION CARRIED UNANIMOUSLY. 7-0. 3. Resolution No. 3750 04.4.10.2 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to I~xecute an agreement between the City of Auburn (City) and JGM Landscape Architects for Project Number C407'A, the upgrade of the Mountain View Cemetery Master Plan Councilmember Cerino moved and Councilmember Wagner seconded to adopt Resolution No. 3750. MOTION CARRIED UNANIMOUSLY. 7-0. 5. Resolution No. 3751 04.9.1 C326A A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor to execute a Design and Construction Services Agreement with Safeway Inc. relating to Project Number C326A, "C" Street SW Improvements Councilmember Wagner moved and Councilmember Cerino seconded to adopt Resolution No. 3751. MOTION CARRIED UNANIMOUSLY. 7-0. 6. Resolution No. 3752 04.9.1 C326A A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor to execute a Memorandum of Agreement with the General Services Administration relating to Project Number C326A, "C" Street SW Improvements Council member Wagner moved and Councilmember Cerino seconded to adopt Resolution No. 3752. Resolution No. 3753 04.4.5 A Resolution of the City Council of the City of .Auburn, Washington, stating the City Council's support for the King County Library System's Proposition #1 (Capital Replacement Bond Measure) Mayor Lewis opened the floor to public comment regarding Resolution No. 3753. No one in the audience requE1sted to speak. Councilmember Singer moved and Councilmember Norman seconded to adopt Resolution No. 3753. Councilmembers Singer and Wagner expressed their pleasure with regard to supporting the King Council Library System's ballot measure and the benefits the adlditional funds would provide for the King County Auburn library. MOTION CARRIED UNANIMOUSLY. 7-0. 8. Resolution No. 3754 F3.18 A Resolution of the City Council of the City of Auburn, Washington, stating the City Council's support for a proposition coming before the voters of the City of Auburn that would authorize the City of Auburn to fund a 10c~11 street improvement program Mayor Lewis opened the floor to public comment re!~arding Resolution No. 3754. No one in the audience requested to speak. Councilmember Backus moved and Councilmember Norman seconded to adopt Resolution No. 3754. Councilmember Singer commended the efforts of former Councilmember Fred Poe with regard to the formation of Resolution No. 3754. MOTION CARRIED UNANIMOUSLY. 7-0. 9. MOTION CARRIED UNANIMOUSLY. 7-0. Councilmember Cerino moved and Councilmember Wagner seconded to adopt Resolution No. 3756. MOTION CARRIED UNANIMOUSLY. 7-0. IX. MAYOR'S REPORT A. Executive Session No executive session held. X. ADJOURNMENT The meeting adjourned to closed session at 8:12 p.m. to discuss labor negotiations.
