Lewis called the meeting to order at 7:30 p.m. and led those in attendance in the Pledge of Allegiance. B. Roll Call Mayor Lewis and the following Councilmembers were present: Rich Wagner, Gene Cerino, Nancy Backus, Bill Peloza, Roger Thordarson, and Lynn Norman. Councilmember Sue Singer was excused. Staff: Police Chief Jim Kelly, Parks and Recreation Director Daryl Faber, Public Works Director Dennis Dowdy, Planning and Community Development Director Paul Krauss, City Attorney Daniel B. Heid, Information Services Director Lorrie Rempher, Finance Director Shelley Coleman, Fire Chief Russ Vandver, Human Resources/Risk Management Director Brenda Heineman, Assistant Police Chief Bob Lee, Acting Assistant Fire Chief Mike Gerber, Environmental Protection Manager Eric Hagen, Police Commander Bob Karnofski, Police Officer Steven Sills, Fire Captain Doug Degraff, Firefighters Bill Mack, Matt Herrington, Mike Batchelor, Rick Olson, and Karl Hoel, and Deputy City Clerk Cathy Richardson. C. Announcements and Appointments 1. Announcements a) Distinguished Budget Presentation Award Mayor Lewis presented a plaque to Finance Director Shelley Coleman from the Government Finance Officers Association for the Distinguished Budget Page 1 City of Auburn Council Meetina Minutes September 7.2004 Presentation Award for the fiscal year beginning January 1, 2004. b) Police and Fire Chaplain John Partridge Mayor Lewis recognized Chaplain John Partridge for his participation in the Auburn Fire and Police Chaplain Program. Mayor Lewis commended Chaplain Partridge for his years of service, dedication, and many accomplishments, including assisting with the formation of and serving as Secretary and Chaplain Coordinator for the Chaplaincy Program. Chaplain Partridge thanked Mayor Lewis, Councilmembers, and staff members for allowing him the opportunity to serve the City and community. Chaplain Partridge also thanked his family members for their sacrifices during his years of service. c) Salmon Habitat Planning King County Public Outreach Stewardship Coordinator Dennis Clark displayed a PowerPoint presentation on the Green/Duwamish and Central Puget Sound Watershed. Mr. Clark IS presentation included a review of salmon habitat, the Endangered Species Act, the decline of salmon and the recovery plan, the watershed approach and creating a healthy watershed, funding for planning and action, and Auburn's role in the preservation of the Green/Duwamish and Central Puget Sound Watershed known as Water Resource Inventory Area 9 (WRIA 9) Mr. Clark also spoke regarding the important roles of the WRIA 9 Watershed Steering Committee and the WRIA 9 Forum of Local Governments. Mr. Clark distributed a handout entitled "What Auburn Residents Should Know About: Watershed Salmon Habitat Planning and Action 2004-2005" Page 2 City of Auburn Council Meetina Minutes September 7.2004 2. Appointments City Council to confirm the following Board and Commission appointments: a) Planning Commission The appointment of Judi Roland to fill an unexpired term that will expire December 31,2005. Councilmember Wagner moved and Councilmember Cerino seconded to confirm the appointment of Judi Roland to the Planning Commission. MOTION CARRIED UNANIMOUSLY. 6-0. b) Arts Commission The re-appointment of Barbara Sharrard to three-year term to expire December 31, 2005. Councilmember Wagner moved and Councilmember Cerino seconded to confirm the re-appointment of Barbara Sharrard to the Arts Commission. MOTION CARRIED UNANIMOUSLY. 6-0. c) Human Services Committee The appointment of Daryl Thompson to fill an unexpired term that will expire December 31, 2005. Councilmember Wagner moved and Councilmember Cerino seconded to confirm the appointment of Daryl Thompson to the Human Services Committee. MOTION CARRIED UNANIMOUSLY. 6-0. D. Agenda Modifications There was no agenda modification. II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE A. Public Hearings No public hearing was scheduled for this evening. Page 3 City of Auburn Council Meetina Minutes September 7.2004 B. Audience Participation This is the place on the agenda where the public is invited to speak to the City Council on any issue. Leonard Couch, 1203 28th Street SE, Auburn Mr. Couch expressed concerns related to the lack of adequate curb markings designating prohibited parking in front of fire hydrants. Mr. Couch also expressed concern related to blatant disregard by some citizens of laws prohibiting parking in front of fire hydrants. Mayor Lewis directed staff to follow up regarding curb markings for fire hydrants and advised Mr. Couch to report parking violations to 911 as a non-emergency report. C. Correspondence No correspondence was submitted. III. COUNCIL COMMITTEE REPORTS A3.7.6 A. Municipal Services Chair Cerino reported that the Municipal Services Committee met this evening at 5:00. The Committee discussed a proposed ordinance on prohibited parking areas on 6th Street NE, and received reports on the ambulance transport contract and an espresso cart at the Auburn Justice Center. The Committee also received budget reviews on the Airport, Commercial Retail Fund, Solid Waste Division, and Police Department. The next regular meeting of the Municipal Services Committee is scheduled for September 20, 2004 at 5:00 p.m. B. Planning & Community Development Vice Chair Norman reported that the Planning and Community Development Committee met August 23, 2004 at 5:00 p.m. The Committee discussed the Non-motorized Transportation Plan, and received reports on Auburn's Sister Cities Plan, Auburn Justice Center artwork, front yard parking in residential zones, Parks Plan, Parks and Recreation Department budget, fair housing as part of the Consolidated Plan, and the zoning code for wireless communication facilities. The next regular meeting of the Planning and Community Development Committee is scheduled for September 13, 2004 at 5:30 p.m. Page 4 City of Auburn Council Meetina Minutes September 7.2004 Council member Cerino thanked the Planning and Community Development Committee for their efforts related to parking in residential zones. C. Public Works Chair Wagner reported that the Public Works Committee met August 18, 2004 at 5:30 p.m. The Committee discussed revisions to the 2004 Design Standards, contract administration items, Resolution No. 3761, storm rates, the 2005-2010 Six-year Transportation Improvement Program, and pavement improvements on Auburn/Black Diamond Road. The next regular meeting of the Public Works Committee is scheduled for September 13, 2004 at 5:30 p.m. D. Finance Chair Backus reported that the Finance Committee met this evening at 6:30. The Committee discussed consent agenda items, and reviewed the Finance Department, Human Resources, and Information Services Department budgets, and the Springbrook Software Licensing Agreement. The next regular meeting of the Finance Committee is scheduled for September 20, 2004 at 6:30 p.m. IV. COUNCILMEMBER REPORTS At this time Councilmembers may report on items not specifically described on the agenda, which are of interest to the community. Councilmember Norman reported that she attended the Economic Development District meeting and reported that the Auburn Symphony will be performing this weekend at the Auburn Performing Arts Center. Councilmember Peloza reported that he attended the artwork dedication at Lakeland Hills, welcome breakfast for new teachers hosted by the Auburn Area Chamber of Commerce, and meetings of the Water Resource Inventory Area (WRIA 9) Committee, Council Committee of the Whole, Metropolitan Water Pollution Abatement Advisory Committee, and the Law Enforcement Officers and Fire Fighters Board. Mayor Lewis reported that he attended the artwork dedication at Lakeland Hills, a Valley Com Board meeting, spoke at the welcome breakfast for new teachers hosted by the Auburn Area Chamber of Commerce, and attended meetings on homelessness, streamlined sales tax, a public meeting on 6th Street NE, the Cities and Schools Forum, Career Fair efforts by the Auburn Area Chamber of Commerce and the City of Page 5 City of Auburn Council Meetina Minutes September 7.2004 Auburn, a Regional Planning Commission meeting, and an Economic Development District meeting. Mayor Lewis commented on the WRIA 9 display, which included the City of Auburn Environmental Park. V. CONSENT AGENDA All matters listed on the Consent Agenda are considered by the City Council to be routine and will be enacted by one motion in the form listed. A. Minutes 1. Minutes of the August 16, 2004 regular City Council meeting. 2. Minutes of the August 9, 2004 special City Council meeting. B. Vouchers F4.9.2.F4.9.5 1. Claims Claims check numbers 333729 through 334240 in the amount of $2,053,183.16 and dated September 7, 2004. 2. Contract Administration 1. Public Works Project Number C324A 04.11.1 PR C324A City Council grant permission to advertise for bids for Project Number C324A, Well Number 5B Expansion. 2. Public Works Project Number C401A 04.11.1 PR C401A City Council approve Final Pay Estimate Number 3 to Small Works Contract 04-03 with Holt Drilling Inc. and accept construction of Project Number C401A, Well Number 6 and Braunwood Investigation and Rehabilitation. 3. Public Works Project Number C402A 04.9.1 PR C402A City Council award Contract 04-14, Project Number C402A, 2004 Pavement Preservation - Arterial, to ICON Materials, on their low bid of $286,540.00. E. Call for Public Hearing 1. 2005-2008 Consolidated Plan Project and 2005-2006 CDBG Action Plan 03.4.1.7 City Council call for a public hearing to be held September 20, 2004 on amendments to the City of Auburn 2005-2008 Consolidated Plan for Housing and Community Development and 2005-2006 Community Development Block Grant (CDBG) Action Plan. Councilmember Wagner moved and Councilmember Cerino seconded to approve the consent agenda. MOTION CARRIED UNANIMOUSLY. 6-0. VI. Resolution No. 3761 04.9.3 A Resolution of the City Council of the City of Auburn, Washington, fixing 7:30 p.m. on September 20,2004, as the time and date for a public hearing before the City Council on the 2005-2010 Six-year Transportation Improvement Program Councilmember Wagner moved and Councilmember Cerino seconded to adopt Resolution No. 3761. MOTION CARRIED UNANIMOUSLY. 6-0. IX. MAYOR'S REPORT A. Executive Session Mayor Lewis recessed the meeting to executive session at 8:26 p.m. for approximately thirty minutes in order to discuss pending or potential litigation. The regular meeting reconvened at 8:57 p.m. Councilmember Backus moved and Councilmember Norman seconded that the City of Auburn write-off the storm drainage back bills for City of Auburn account numbers 02-60-2410-00, 02-99- 8018-00, 02-99-8020-00, 02-99-8017-00, 02-99-8019-00, and 02- 99-8024-00 because they have been deemed legally uncollectible. MOTION CARRIED UNANIMOUSLY. 6-0. X. ADJOURNMENT There being no further business to come before the Council, the meeting adjourned at 8:59 p.m. .
