Lewis called the meeting to order at 7:30 p.m. and led those in attendance in the Pledge of Allegiance. B. Roll Call Mayor Lewis and the following Councilmembers were present: Rich Wagner, Sue Singer, Nancy Backus, Bill Peloza, Roger Thordarson, and Lynn Norman. Councilmember Gene Cerino was excused. Staff members present included: Planning and Community Development Director Paul Krauss, Information Systems Director Lorrie Rempher, Fire Chief Russ Vandver, City Attorney Daniel B. Heid, Public Works Director Dennis Dowdy, Human Resources/Risk Management Director Brenda Heineman, Fiscal Services Manager Craig Violante, Police Chief Jim Kelly, Parks and Recreation Director Daryl Faber, Financial Planning Manager Dawna Truman, Community Development Administrator David Osaki, and Deputy City Clerk Cathy Richardson. C. Announcements and Appointments 1. Announcements a) Evergreen Heights Elementary School Evergreen Heights Elementary School Principal Anne Gayman, PT A President Sue Weaver, and students expressed their appreciation to Mayor Lewis and City Councilmembers for a neighborhood matching grant which funded new playground equipment. Page 1 City of Auburn Council Meetina Minutes November 1.2004 The following representatives from Evergreen Heights Elementary School were in attendance: Principal Anne Gayman, PTA President Sue Weaver, students Jason Weaver, Danika Weaver, Michael Spray, Jonathan Taylor-Kantz, Jeffery Taylor-Kantz, Jamie Hudspeth, Carolyn Hudspeth, Jake Weipert, and parent Jan Spray. b) Proclamation - "Don't Drink and Drive Week" Mayor Lewis declared November 1 through November 5, 2004 as "Don't Drink and Drive Week" in the City of Auburn. Auburn High School (AHS) DECA Members Alex Johnson, Holly Gibson, and Joni Gibson, were present to receive the Proclamation. 2. Appointments There were no appointments for Council consideration. D. Agenda Modifications There was no agenda modification. II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE A. Public Hearings 1. 2005 Preliminary Budget F3.19 The 2005 Preliminary Budget for the fiscal year January 1, 2005 through December 31, 2005 has been placed on file with the City Clerk. The public is encouraged to provide written or verbal testimony on any provision of the proposed 2005 Budget. Mayor Lewis opened the public hearing. No one in the audience requested to speak. Mayor Lewis closed the public hearing. B. Audience Participation This is the place on the agenda where the public is invited to speak to the City Council on any issue. Council member Thordarson reviewed various improvements to purification and quality for drinking water and salmon habitat. Councilmember Peloza also reported on the Howard Hansen Dam tour. Councilmember Peloza noted that a fish ladder is under construction which will increase the survival rate of fish to approximately ninety percent. The current fatality rate is sixty-six percent. Councilmember Peloza also attended a Water Resource Improvement Area (WRIA 9) meeting and discussed the Regional Salmon Recovery Plan. He also attended the Cities and Schools Forum, toured the Renton South Plant Waste Water Treatment Facility, and attended the WRIA 9 tree planting project at the Fenster levee. Councilmember Wagner reported that there are $50,000,000 in improvements to Howard Hansen Dam, which is part of a $200,000,000 water project to provide water to the Tacoma area. The Howard Hansen Dam project serves as a model for benefits to both human and salmon habitat. Councilmember Backus reported that she toured the Auburn Justice Center (AJC) and expressed great community pride in the addition of the AJC in Auburn. Councilmember Backus stated that the AJC will serve as a tremendous asset to the City of Auburn. Mayor Lewis reported that he attended the Fenster property tree planting, which was a coordinated effort between the City of Auburn, King County, and Washington State. The project included restoration of natural habitat, river bank improvements, and numerous plantings. Close to 300 volunteers participated in the project. Mayor Lewis also reported on the Leadership Conference in Vancouver, British Columbia and commended Councilmembers for their efforts and participation at the conference. Mayor Lewis also reported that the next City Council will be held at the AJC on November 15, 2004 at 7:30 p.m. Mayor Lewis commended staff efforts related to the completion of the AJC. Mayor Lewis reviewed statistics related to vehicle break-ins and urged citizens to be cautious and responsible with regard to unlocked vehicles and leaving valuable items in their vehicles. Mayor Lewis noted that the City of Auburn Veteran's Day Parade is scheduled for Saturday, November 6, 2004 and the Santa Parade is scheduled for the first weekend in December. Page 5 City of Auburn Council Meetina Minutes November 1. 2004 of the Public Works Committee is scheduled for November 8, 2004 at 5:30 p.m. D. Finance Chair Backus reported that the Finance Committee met this evening at 6:30. The Committee discussed and recommends approval of claims and payroll vouchers and surplus property. The Committee also received reports on "Future Visions" related to alternatives to incarceration and "Wireless and Beyond" related to wireless communications. The next regular meeting of the Finance Committee is scheduled for November 15, 2004 at 6:30 p.m. IV. COUNCILMEMBER REPORTS At this time Councilmembers may report on items not specifically described on the agenda, which are of interest to the community. Councilmember Singer reported that she attended a Leadership Conference with Mayor Lewis, Councilmember Norman, and Economic Development Manager Holly Ryan. The conference focused on building regional economy around the research industry. The goal was to launch new partnerships with business, government, and research institutions in order to capture benefits of research grants. Councilmember Singer noted that competition is tremendous throughout the world and enumerated many assets that the Puget Sound area has to offer. Attendees included presidents of major universities and colleges, Senator Maria Cantwell, King County Executive and Councilmembers, chief executive officers of major banks, and representatives from Port of Seattle, Burlington Northern Santa Fe Railroad, Microsoft, Comcast, bio- medical research firms, investment firms, chambers of commerce, and the cities of Auburn, Seattle, and Renton. Councilmember Norman reported that the Leadership Conference provided an arena to expound on the quality of community in the City of Auburn that would attract biotech industries. Councilmember Norman reviewed various assets and resources that the biotech industries could provide to Auburn and the numerous qualities of community, life, and education that the City has to offer such industries. Councilmember Norman also spoke in favor of installing four way stop signs as suggested by Mr. Williams. Councilmember Thordarson reported that he, Mayor Lewis, and Councilmembers Wagner and Peloza accompanied City staff members on a tour of Howard Hansen Dam.
