Lewis called the meeting to order at 7:30 p.m. and led those in attendance in the Pledge of Allegiance. B. Roll Call Mayor Lewis and the following Councilmembers were present: Rich Wagner, Gene Cerino, Nancy Backus, Bill Peloza, Roger Thordarson, and Lynn Norman. Councilmember and Mayor Pro Tem Sue Singer was excused. Over 100 athletes representing Auburn participated in the Special Olympics summer !~ames. Over 200 medals were awarded to the Auburn athletes. Director Faber introduced the following Special Olympians in attendance: Paige Wintler participated in swimming, Austin Clemons participated in track, Breann Apodaca participated in soccer, Sue Rowland participated in track, Andy Rowland participated in soccer, Robert Rowland participated in c:ycling, Heather Rowland participated in soccer, Chuck Monaco participated in swimming, Jeff Morgan participated in power lifting, Lori Baxter participated in cycling, Eric Aronson participated in swimming, and David Delaune participated in power lifting. Director Faber recognized Recreation Coordinator Jamie Werner for a successful Special Olympics Tournament. Each Special Olympian in attendance received a City of Auburn baseball cap and the congratulations of the Mayor and City Council. Page 2 City of Auburn Council Meetina Minutes June 2CI, 2005 c) Tree Steward Award Mayor Lewis and Parks and Recreation Director Faber presented Auburn Tree Board's Tree Steward Award to Dr. Mary Jo Burns. During construction of her dental office at 321 4th Street SE, Dr. Burns ensured the preservation of an 80-year-old maple tree on the site. Dr. Burns was accompanied by her husband, Municipal Court Judge Patrick Burns. d) Miss Teen Auburn Councilmember Backus introduced Stephanie Berger, the current Miss Teen Auburn. Miss Berger will be competing on July 1 and 2 at the Meydembauer Center in Bellevue for the title of Miss Teen Washington. Miss Berger is sixteen years old and is in the tenth grade at Auburn High School. She was accompanied by her parents, John and Cindy Berger. Miss Berger thanked everyone for their support and encouraged other teenage girls to participatE! in the Miss Teen program. 2. Appointments There were no appointments for Council consideration. D. Agenda Modifications A revised Ordinance No. 5919 was transmitted under Item VIII.A.1 of these minutes. II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE A. Public Hearings No public hearing was scheduled for this evening. B. Audience Participation This is the place on the agenda where the public is invited tc' speak to the City Council on any issue. Chris Kellv, 6117 Isaac Avenue, Auburn Mr. Kelly identified himself as an employee of the City of Auburn. He spoke on behalf of the Teamsters bargaining unit for outside workers. Mr. Kelly expressed concern with the ongoing negotiations with the City. He indicated the main issue of concern is the cost of medical premiums for employees. Page 3 - ._-------~- . --~---..~------ City of Auburn Council Meetina Minutes June 2(1, 2005 Richard Kammever, 16929 SE 376th Street, Auburn Mr. Kammeyer identified himself as an employee for the City of Auburn for 26 years. He spoke regarding the ongoing labor negotiations between the City and the Teamsters bargaining unit for outside workers. He expressed concern with the cost of medical premiums for members of the bargaining unit compared to other bargaining units in the City. He urged the Council tel review their stand on the issue. Pete Deraitus, 3022 Scenic Drive, Auburn Mr. Deraitus identified himself as an employee of the City of Auburn for 26 years and spoke on behalf of the Teamsters bargaining unit for outside workers. He expressed conce¡rn with ongoing negotiations between the Teamsters bargaining Llnit and the City of Auburn. He urged the Council to request thl~ City's negotiating committee to reconsider their position on the issue of health care coverage. Greaorv Slauahter, Teamsters Local Union 117, 553 John Street, Seattle Mr. Slaughter, union representative for Teamsters Local 1 H, is the negotiator for the Teamsters unit for outside workers. He n~ported that negotiations with City have been ongoing for approximately eight months. He stated that while the wages for the outside workers are commensurate with other groups, the employee's out- of-pocket medical costs are not. He also stated that although employees may receive an annual increase in salary, no increase is realized because of the cost of the employee's portion of the medical premium. Mr. Slaughter provided a copy of the Association of Washington Cities 2004 Salary and Benefit Survey for review. He urged the Council to direct the City's negotiating team to reconsider their position on health and welfare. C. Correspondence There was no correspondence for Council review. III. COUNCIL COMMITTEE REPORTS A3.7.6 A. Municipal Services Chair Cerino reported the Municipal Services Committee met this evening at 5:00. The Committee approved consent items and discussed and recommended approval of Ordinance No. 5919, relating to leaving children unattended in a vehicle with keys in the ignition. The Committee discussed Ordinance Nos. 592~1 and Page 4 ._---~--_._._--_._----_.- City of Auburn Council Meetina Minutes June 2(1, 2005 5923, which will be removed from this evening's agenda pending further discussion in Committee. The Committee also discussed contracting for ambulance service, the shopping cart ordinance and possible amendments, and amendments to the City Code relating to the Airport Advisory Board. The next regular meetin~1 of the Municipal Services Committee is scheduled for Tuesday, July 5, 2005 at 5:00 p.m. B. Planning & Community Development Chair Norman reported the Planning and Community Development Committee met June 13, 2005. The Committee mviewed Neighborhood Matching Grants for the Wayland Arms Pea Patch Project and Pioneer Community Playground at Pioneer Elementary; both grants will be considered by Council this evening under Resolution No. 3865. The Committee discussed the Dieringer School District school impact fees and the implications of the Religious Land Use and Institutionalized Persons Act of 2000. The Committee also received an update on the Latino Cenller and presentations relating to the Nonmotorized Transportation Plan and Wayfinding Signs. Chair Norman commented that work has begun to improve the medians on 15th Street and urged Councilmembers to visit the area. C. Public Works Vice Chair Thordarson reported on the Public Works Cornmittee meeting held June 13, 2005 at 3:30 p.m. The Committee approved all-way stop controls on 2nd Street SE at D Street SE, H Street SE and K Street SE. The Committee also reviewed and approved several contract administration items relating to Project C512A Emergency Standby Power Generators for the Lea Hill Intertie Pump Station and Well 4, Project C425A Pioneer Elementary School Walkway, Project C502C 2005 Citywide Asphalt Overlays for nonclassified streets (Save Our Streets Program), Project C406A the 2004 Storm Pond Retrofit, Project MS781 for 2004 Traffic Signal Safety Improvements, and Project C228A thl~ 2004 Sanitary Sewer Repair Replacement Program. The Committee discussed Project C324A relating to Well 5B, Project C221 B relating to the 15th Street NW medians, Project C1014 Auburn Way South Safety Improvements, Project C207 A A Street NW C'Jrridor, C Street Roadway Improvements Project, Project C422A Gateway Project at Peasley Canyon and West Valley Highway, and traffic signals at Oravetz Road and Kersey Way. Finance Chair Backus reported the Finance Committee met this evøning at 6:30 p.m. The Committee discussed and recommended approval of consent items including claims and payroll vouchers,. The Committee discussed and recommended approval of Ordinance No. 5922 relating to 2005 Budget amendments. The Committee discussed bond refunding, Urban Design and Wayfinding cøntracts, Ordinance No. 5920 relating to the Lodging Tax Advisory Committee and Ordinance No. 5919 related to leaving I~hildren unattended in a vehicle with keys in the ignition. The next regular meeting of the Finance Committee is scheduled for Tuesday, July 5, 2005 at 6:30 p.m. IV. COUNCILMEMBER REPORTS At this time Councilmembers may report on items not spe'Cifically described on the agenda, which are of interest to the community. Councilmember Wagner reported on his attendance at a recent SUlburban Cities Association meeting with other members of the Council where State Attorney General McKenna spoke about a statewide effort to combat the illegal manufacture and use of methamphetamine. Councilmember Wagner also reported on today's Chamber of Commerce luncheon where King County Sheriff Sue. Rahr also spoke about King County's efforts to fight the manufacture and use of meth. Councilmember Backus reported that she attended the Miss Auburn send- off for Miss Auburn Valerie Brogden and Miss Auburn Valley Tealah Hill, who are preparing for the Miss Washington Pageant on June 24, 2005. She also attended a concert at the White River Amphitheatl~r with members of the Muckleshoot Indian Tribe, the dedication and grand opening for the Muckleshoot Tribe Health and Wellness Center, and the City's Environmental Park kick-off meeting. Councilmember Norman reported that she attended the Environmental Park Project kick-off meeting held June 16, 2005. She congratulatE!d staff on a successful meeting that was well attended by the public. Councilmember Norman also attended the Washington State Hispanic Chamber of Commerce Networking event at SeaTac and the Valley Cities Counseling and Consultation meeting. Mayor Lewis noted that Valley Cities Counseling and Consultation specially recognized Councilmember Norman and the Leadership Institute for South King County for outstanding collaborative leadership in the region. Council member Cerino reported on his attendance at the Suburban Cities Association meeting where State Attorney General McKenna discussed his office's initiatives. Councilmember Cerino also attended a Pierce County Regional Council meeting regarding growth managements issues. Councilmember Thordarson reported that he attended the SLlburban Cities Association meeting, the Pioneer Queen banquet, the dedication and grand opening ceremonies for the new Muckleshoot Health and Welfare facility, and the King County Regional Transportation Committee that was held in Auburn on June 15, 2005. Councilmember Thordarson also attended the Auburn Environmental Park Project kick-off meeting and the Valley Cities Counseling and Consultation meeting. Councilmember Peloza reported on his attendance at the King County Water Resource Area (WRIA 9) meeting, which consisted of a presentation and tour of the Auburn Narrows project located in the vicinity of Highway 18 and Black Diamond Road. Auburn Narrows is a two purpose wetland project just outside the city limits. Project 1 is a Tacoma Water Utility wetland habitat project and a King County mitigation for the Tacoma Water Project. Project 2 in the Auburn Narrows area is a King County floodplain salmon habitat restoration project. Councilmember Peloza also attended a Suburban Cities Association meeting wher,e State Attorney General McKenna spoke regarding fraud, methamphetamine use and manufacture, and identification theft. Councilmember Peloza reported on a Metropolitan Solid Management Waste Advisory Committee meeting where discussion centered on private and public developeid solid waste facilities. Councilmember Peloza also attended the Muckl'eshoot Tribe Health and Welfare Center grand opening, a memorial service for ten year old Raynia Bradsher, the Auburn Elks Club Flag Day cen~mony, the Auburn Environmental Park Project kick-off meeting, and the groundbreaking ceremony for the new Auburn School District elementary school at Lakeland Hills. Mayor Lewis commented on the Auburn Environmental Park I<ick-off meeting held June 16, 2005. He thanked members of the public that attended and commented on the park project. Mayor Lewis reportEid on a meeting of the Valley Cities where mayors of the cities discussed Highway 167 projects, connecting urban trails, streamlined sales tax, and other common issues and shared strategies. Mayor Lewis commented on the improvements to the medians on 15th Street NW and their aesthetic appearance. Mayor Lewis also reported on the difficulty in obtaining state and federal funding for much needed repairs to the City's arterial streets. V. Executive Session Mayor Lewis recessed the meeting at 8:32 p.m. for a five-minute intermission and then to executive session for approximately fifteen minutes for the purpose of discussing property acquisition and potential litigation pursuant to RCW 42.30.110(1)(b) and (i). X. ADJOURNMENT At 8:56 p.m. Mayor Lewis reconvened the meeting and immE!diately adjourned to closed session (pursuant to RCW 43.20.140) in order to discuss labor relations.
