MEETING MINUTES

I. CALL TO ORDER
A. Flag Salute
Mayor Lewis called the meeting to order at 7:30 p.m. and led those
in attendance in the Pledge of Allegiance.
B. Roll Call
Mayor Lewis and the following Councilmembers were present:
Rich Wagner, Sue Singer, Gene Cerino, Nancy Backus, Bill
Peloza, Roger Thordarson and Lynn Norman.
Staff members present included: Information Services Director

Mayor Lewis introduced Mr. Max Torres who
presented the City with a framed inscribed verse,
entitled Pledge of Remembrance, in honor of
Veterans' Day 2005.

a) Airport Advisory Board
City Council to confirm the appointment of Thomas
Matson to the Airport Advisory Board to fill an
unexpired term to expire December 31, 2007.
Councilmember Singer moved and Councilmember
Wagner seconded to confirm the appointment of
Thomas Matson to the Airport Advisory Board.
MOTION CARRIED UNANIMOUSLY. 7-0.
D. Agenda Modifications
Agenda modifications included the addition of Resolution No. 3935
transmitted under Item VIILBA of these minutes, and revised
Resolution Nos. 3931 and 3933 and revised Ordinance No. 5950.
II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE
A. Public Hearings
1. 2006 Budget

The 2006 Preliminary Budget for the fiscal year January 1,
2006 through December 31, 2006 has been placed on file
with the City Clerk. The public is encouraged to provide
written or verbal testimony on any provision of the proposed
2006 Budget.
Mayor Lewis opened the public hearing at 7:37 p.m.
Marvin Eckfeldt, 11428 SE 226th Street, Kent, WA, 98033
Mr. Eckfeldt, a member of the Board of Trustees for the King
County Sexual Assault Resource Center, thanked the City
Council for their continuing support and funding for the
Center. Mr. Eckfeldt reported that the Center provided
1,800 hours of service and assistance to 240 victims from
Auburn in 2004. Mr. Eckfeldt urged the Council to continue
its support of the King County Sexual Assault Resource
Center in 2006.
There being no further public comment, the Mayor closed
the hearing.

City Council to conduct a public hearing on amendments to
the City of Auburn Consolidated Plan for Housing and
Community Development and 2006 Community
Development Block Grant Action Plan
Planner Bill Mandeville presented the staff report for the
Consolidated Plan 2006 Action Plan. The preparation of the
Annual Action Pan is required by the United States
Department of Housing and Urban Development (HUD) in
order for the City to receive Community Development Block
Grant (CDBG) funds. The purpose of the hearing is to
gather public comment about the updates to the Annual
Action Plan. Auburn's Program Year 2006 Action Plan
outlines proposed expenditures to implement the third year
of the four-year Consolidated' Plan. The Plan identifies
federal and local funds expected to be available, indicates
the activities on which the funds will be spent, and sets goals
for the number and type of services to be provided. The City
anticipates receiving approximately $574,240 in CDBG
funds for the 2006 program year. The Plan will be
presented to the Council on November 21, 2005 for
adoption.
Mayor Lewis opened the public hearing at 7:44 p.m.
Linda Rasmussen, 1010 S 2nd Street, Renton, WA, 98055
Ms. Rasmussen, Regional Director for the South King
County Branch of the YWCA, spoke on behalf of the YWCA,
whose services are represented in the Plan. She
complimented the City on the Plan and the City's approach
to funding human service needs.
There being no further public comment, Mayor Lewis closed
the public hearing.
B. Audience Participation
This is the place on the agenda where the public is invited to speak
to the City Council on any issue.

Mr. Keimig of Keimig and Associates Architects spoke in support of
Ordinance No. 5962, which would approve a conditional use permit
at 337 4th Street NE.
C. Correspondence
There was no correspondence for Council review.
III. COUNCIL COMMITTEE REPORTS
A3.7.6
A. Municipal Services
Chair Cerino reported the Municipal Services Committee met
earlier this evening and discussed the Red Light Photo
Enforcement Program, Resolution No. 3931 authorizing an
agreement between the City and Seattle Mental Health, airport fuel
pricing, solid waste rates, and parking regulations specific to
overnight parking. The next regular meeting of the Municipal
Services Committee is scheduled for November 21, 2005 at 5:00
p.m.
B. Planning & Community Development
Chair Norman reported the Planning and Community Development
Committee met October 24, 2005. The Committee discussed the
Consolidated Plan Action Plan for the 2006 program year, the
Wesley Homes project, short plat regulations, street naming and
address policies, school impact fees, and proposed
Comprehensive Plan amendments. The next regular meeting of
the Planning and Community Development Committee is
scheduled for November 14, 2005 at 5:00 p.m.
C. Public Works
Chair Wagner reported the Public Works Committee met October
24, 2005. The Committee reviewed and recommended approval of
Ordinance No. 5954 relating to administrative fees for processing
Payback Agreements. The Committee also discussed 4th Street
sewer options, private streets, the Comprehensive Transportation
Plan, traffic calming devices and the traffic calming projects slated
for 2006, the Save Our Streets Program and the construction plan
for 2006. The next regular meeting of the Public Works Committee
is scheduled for November 14, 2005 at 3:30 p.m.

D. Finance
Chair Backus reported the Finance Committee met this evening at
6:30. The Committee recommends approval of consent items,
including claims and payroll vouchers, Ordinance No. 5950 (as
revised) regarding school impact fees, Resolution No. 3931 (as
revised) authorizing an agreement between the City and Seattle
Mental Health, Resolution No. 3933 (as revised) relating to surplus
property, and Resolution No. 3935 authorizing an agreement
between the City and the South County Area Transportation Board.
The Committee also discussed quarterly revenue and expenditure
reports, a draft property tax ordinance, and airport fuel pricing.
IV. COUNCILMEMBER REPORTS
At this time Councilmembers may report on items not specifically
described on the agenda, which are of interest to the community.
Mayor Pro Tem Singer reported on several activities she participated in
associated with the Puget Sound Regional Council (PSRC), including the
PSRC Prosperity Partnership Lncheon where the new regional economic
development plan was presented. Mayor Pro Tem Singer also reported
on Veterans' Day activities held Saturday, November 5, 2005, and she
thanked all who contributed to the events.
Councilmember Wagner reported on his attendance at the Puyallup River
Watershed Forum, where discussion centered on flooding and water
quality issues, and the Pierce County Cities and Towns Association
meeting.
Councilmember Backus reported on the Cities and Schools Forum held
October 25th at the Green River Community College. Councilmember
Backus also proudly reported that she was accompanied by her father,
Cecil Karr, a United States Army Air Force and World War II veteran, at
this year's Veterans' Day parade.
Councilmember Norman reported on her attendance at the Association of
Washington Cities dinner meeting, Green River Community College
Foundation scholarship banquet, several economic development
meetings, Growth Management Board of the Puget Sound Regional
Council, the Prosperity Partnership Luncheon, the Food Bank breakfast,
and the Cities and Schools Forum. Councilmember Norman especially
commented on the Veterans' Day Parade and the traveling Vietnam War
Memorial Wall.

Councilmember Cerino commented on the origins of the Green River
Community College in the Auburn community. Councilmember Cerino
also reported on his attendance at the Pierce County Cities and Town
Association meeting.
Councilmember Thordarson reported on a recent meeting of the King
County Regional Transit Committee meeting where discussion centered
on transit security.
Councilmember Backus reported on a recent event held at Game Farm
Wilderness Park called "S'more Than You Imagined." Approximately 350
people attended the event where stories were told around a campfire and
Park staff served up s'mores and other refreshments. Councilmember
Backus commended the Parks staff for their hard work at the "S'more"
event and the Veterans' Day Parade.
Councilmember Peloza advised that Mayor Lewis signed the King County
Water Resource Inventory Area (WRIA 9) 2006 Extension Interlocal
Agreement. The next day, Councilmember Peloza presented the official
signed agreement to King County at the WRIA 9 Forum meeting and
thanked Councilmembers for expediting the agreement through
Committees and Council. Councilmember Peloza also reported that he
and other Councilmembers attended the East Main Street neighborhood
meeting at St Matthew's Church on October 20th where residents were
able to comment on the preliminary plan of the Southeast of East Main
Street Neighborhood Plan. Additionally, Councilmember Peloza reported
that he participated with King County and other volunteer groups in the
planting of region vegetation in the Auburn Narrows Wildlife Habitat
Creation and Restoration Area. Councilmember Peloza also commented
on his attendance at the White River Valley Museum fund raising event. It
was reported that the event raised approximately $20,000.
Councilmember Peloza further reported on his attendance at the
Metropolitan Water Pollution Abatement Advisory Committee meeting, a
Regional Water Quality Committee meeting where the main topic was
processing recycled waste water from the Brightwater Treatment Plant
with startup costs between $26 and $130 million, the Auburn Food Bank
fund raising event, and the Veterans' Day activities including a visit to the
traveling Vietnam War Memorial Wall.
Mayor Lewis commented on a visit to the White River Valley Museum by
4Culture (previously King County Arts Commission). Mayor Lewis
reported on his attendance at a dinner for the Rainier Christian School;
Rainier Christian School is the new owner of the Thomas Academy
building. Mayor Lewis also reported on his attendance at the CamWest

ribbon cutting for their development on I Street NE, the Washington
Elementary School Harvest Festival, the Museum Harvest Ball, and the
Food Bank Breakfast. Mayor Lewis commented on the Veterans' Day
activities held Saturday, November 5th including the American Legion
breakfast, Veterans' parade, luncheon, and the marching band
competition held at Auburn High School. Mayor Lewis commended City
employee Jeff Mcintyre for his efforts in bringing the traveling Vietnam
War Memorial Wall to Auburn during the Veterans' Day remembrance.

plan approval for a 40.9 acre Ptarcel located on the south side of
1200-1700 block of South 277 h Street and approximately 20 feet
east of the undeveloped right-of-way of I Street NE.
Councilmember Norman moved and Councilmember Cerino
seconded to schedule a closed record hearing on Application
Number PUD04-0001 for November 18, 2005 at 3:00 p.m.

South 277th Street and approximately 20 feet east of the
undeveloped right-of-way of I Street NE.
Councilmember Norman moved and Councilmember Cerino
seconded to schedule a closed record hearing on Application
Number PL T04-0006 for November 18, 2005 at 3:00 p.m.

Councilmember Norman moved and Councilmember Cerino
seconded to introduce and adopt Ordinance No. 5960.
Councilmember Wagner expressed opposition to the
number of homes proposed for the property and the
proposed street.

seconded to substitute the pending question with the

IX. MAYOR'S REPORT
A. Executive Session
Mayor Lewis recessed the regular meeting to executive session at
8:37 p.m. for approximately fifteen minutes in order to discuss
personnel matters.
Mayor Lewis reconvened the regular meeting at 8:55 p.m.
