CITY COUNCIL
MEETING MINUTES
JANUARY 3,2006 7:30 PM
I. CALL TO ORDER
A. Flag Salute
Mayor Lewis called the meeting to order at 7:30 p.m. and led those
in attendance in the Pledge of Allegiance.
B. Roll Call
Mayor Lewis and the following Councilmembers were present:
Rich Wagner, Sue Singer, Gene Cerino, Nancy Backus, Bill
Peloza, Roger Thordarson, and Lynn Norman.
Staff members present included: Public Safety Director Jim Kelly;
Public Works Director Dennis Dowdy; City Attorney Daniel B. Heid;
Parks, Arts and Recreation Director Daryl Faber; Fiscal Services
Manager Craig Violante; Human Resources and Risk Management
Director Brenda Heineman; Information Services Director Lorrie
Rempher; Planning, Building and Community Director Paul Krauss;
and City Clerk Danielle Daskam.
C. Announcements and Appointments

a) Auburn Tourism Board
City Council confirm the reappointment of Susie
Sourwine to the Auburn Tourism Board for a three
year term to expire December 31, 2008.
b) Park Board
City Council confirm the reappointment of Michael
Hassen to the Park Board for a three-year term to
expire December 31, 2008.

c) White River Valley Historical Society
City Council confirm the following appointments to the
White River Valley Historical Society:
The appointment of Ronnie Beyersdorf to a three-
year term to expire on December 31, 200S.
The appointment of Terry Davis to a three-year term
to expire on December 31, 200S
Councilmember Singer moved and Councilmember
Wagner seconded to confirm the above described
appointments to boards and commissions.
Councilmember Peloza spoke in favor of the
appointment of Ronnie Beyersdorf and Terry Davis to
the White River Valley Historical Society Board.
MOTION CARRIED UNANIMOUSLY. 7-0.
D. Agenda Modifications
Ordinance No. 59S4 was removed from the agenda.
II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE
A. Public Hearings
No public hearing was scheduled for this evening.
B. Audience Participation
This is the place on the agenda where the public is invited to speak
to the City Council on any issue.
There was no audience participation.
C. Correspondence
No correspondence was received for City Council review.
III. COUNCIL COMMITTEE REPORTS
A3.7.6
A. Municipal Services
Chair Cerino reported the Municipal Services Committee met this
evening at 5:00. The Committee discussed Resolution No. 3963,
Ordinance No. 597S, potential cost of the Jovita Heights fee-based

wetland mitigation, the red light photo enforcement project, the golf
course clubhouse, emergency telephone citizens notification
system, and the Regional Alternate Information Network. The next
regular meeting of the Municipal Services Committee is scheduled
for January 17, 2006 at 5:00 p.m.
B. Planning & Community Development
Chair Norman reported that the Planning and Community
Development Committee has not met since the last Council
meeting. The next regular meeting of the Planning and Community
Development Committee is scheduled for January 9, 2006 at 5:00
p.m.
C. Public Works
Chair Wagner reported that the Public Works Department has not
met since the last Council meeting. The next regular meeting of
the Public Works Committee is scheduled for January 9, 2006 at
3:30 p.m.
D. Finance
Chair Backus reported the Finance Committee met this evening at
6:00. The Committee reviewed and approved claims and payroll
vouchers, Ordinance No. 5978 regarding a Transit Center Property
Management Fund, and Resolution No. 3964 accepting a grant for
records archiving. The next regular meeting of the Finance
Committee is scheduled for January 17, 2006 at 6:30 p.m.
IV. COUNCILMEMBER REPORTS
At this time Councilmembers may report on items not specifically
described on the agenda, which are of interest to the community.
Mayor Pro Tern Singer reported that on December 30th she accompanied
Max Torres to Fort Lewis to assist in the presentation of a plaque in
appreciation of the United States service men and women. Mr. Torres in
turn received civilian medals of appreciation and honor from the military.
Councilmember Norman congratulated the newly re-elected members of
the Council and Mayor Lewis.
Councilmember Peloza also congratulated newly re-elected
Councilmembers Backus, Cerino and Wagner and Mayor Lewis on their
election for another four year term.

Mayor Lewis reflected on the accomplishments of the past year and a look
forward to the new year's opportunities. Mayor Lewis also urged citizens
to put forward ideas for new projects and partnerships for the City to
undertake.
V. CONSENT AGENDA
All matters listed on the Consent Agenda are considered by the City
Council to be routine and will be enacted by one motion in the form listed.

1. Minutes of the December 19, 2005 regular City Council
meeting.
2. Minutes of the December 13, 2005 special City Council
meeting.
3. Minutes of the November 17, 2005 special City Council
meeting.

Claims check numbers 347678 through 348089 in the
amount of $1 ,287,175.46 and dated January 3, 2005.
2. Payroll
Payroll check numbers 514641 to 514776 in the amount of
$300,562.06 and electronic deposit transmissions in the
amount of $1,014,962.59 for a grand total of $1,315,524.65
for the pay period covering December 15, 2005 to
December 28, 2005.
Councilmember Singer moved and Councilmember Wagner
seconded to approve the Consent Agenda.
MOTION CARRIED UNANIMOUSLY. 7-0.

An Ordinance of the City of Auburn, Washington, adopting a
new Section 3.04.620 of the Auburn City Code to establish
the Transit Center Property Management Revolving Fund at
an initial funding amount of $1 ,500.00
Councilmember Backus moved and Councilmember
Norman seconded to introduce and adopt Ordinance No.
5978.

An Ordinance of the City Council of the City of Auburn,
Washington, amending Section 10.40.100 of the Auburn
City Code relating to impoundment of vehicles
Ordinance No. 5984 was removed from the agenda.
B. Resolutions
1. Resolution No. 3963

A Resolution of the City Council of the City of Auburn,
Washington, authorizing the acceptance of a grant from the
Fireman's Fund Insurance Company in the amount of
Twenty-nine Thousand Dollars ($29,000.00) and authorizing
the Mayor and City Clerk to ratify the necessary agreements
to accept said funds
Councilmember Cerino moved and Councilmember Peloza
seconded to adopt Resolution No. 3963.
MOTION CARRIED UNANIMOUSLY. 7-0.
2. Resolution No. 3964

A Resolution of the City Council of the City of Auburn,
Washington, authorizing the acceptance of grant funds in

the amount of Fourteen Thousand Three Hundred Ninety-
seven Dollars ($14,397.00) for the 2005-2007 Washington
State Archives Local Records Grant Program, and
authorizing the Mayor and City Clerk to execute the
necessary grant agreement documents
Councilmember Backus moved and Councilmember
Norman seconded to adopt Resolution No. 3964.
MOTION CARRIED UNANIMOUSLY. 7-0.
3. Resolution No. 3965

A Resolution of the City Council of the City of Auburn,
Washington, setting a public hearing for a six month
extension of the moratorium on acceptance of applications
for licenses, permits and approvals relating to transitory
accommodations established by Resolution Number 3808
Councilmember Norman moved and Councilmember Cerino
seconded to adopt Resolution No. 3965.
MOTION CARRIED UNANIMOUSLY 7-0.
IX. MAYOR'S REPORT
A. Executive Session
Mayor Lewis recessed the meeting to executive session at 7:46
p.m. for approximately ten minutes in order to discuss potential
litigation.
Mayor Lewis reconvened the meeting at 7:59 p.m.
X. ADJOURNMENT
There being no further business, the meeting adjourned at 7:59 p.m.
