SPECIAL MEETING MINUTES
March 16,2006 5:00 PM
I. CALL TO ORDER
A. Flag Salute
Mayor Lewis called the special meeting to order at 5:00 p.m. in the
Council Chambers located at City Hall, 25 West Main Street in
Auburn. The purpose of the special meeting is to conduct a
closed record hearing for Application No. PL T05-0003, the request
of Terrace View Properties LLC for preliminary plat approval.
Mayor Lewis led those in attendance in the Pledge of Allegiance.
B. Roll Call
Mayor Lewis and the following Councilmembers were present:
Rich Wagner, Sue Singer, Gene Cerino, Nancy Backus, Bill
Peloza, and Roger Thordarson. Councilmember Lynn Norman
was excused from attendance.
Staff members present included: Parks Planning and
Development Manager Dan Scamporlina; City Attorney Daniel B.
Heid; Planning, Building and Community Director Paul Krauss;
Public Works Director Dennis Dowdy, Assistant Fire Marshal Jeff
Stottlemyre; Development Services Coordinator Steven Pilcher;
and City Clerk Danielle Daskam.
II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE
A. Closed Record Hearing
The following is a closed record hearing where any public
testimony must be strictly limited to the issues involving the
proposals and must also be limited to comments "on the record".
No new or additional evidence may be allowed.

The request of Terrace View Properties, LLC for preliminary
plat approval of a 59 lot subdivision of an approximate 6.042
acre site to allow for future development of an attached
townhouse development. The site is located at the
northeast corner of Terrace View Drive and East Valley
Highway.
Development Services Coordinator Steve Pilcher presented
the staff report for the request for preliminary plat approval
from Terrace View Properties, LLC. Mr. Pilcher recalled that
during the February 21, 2006 Council meeting,
Councilmember Wagner expressed concern regarding the
allowance for 12 percent road grades within the plat. Mr.
Pilcher referred the Council to a pre-annexation agreement
between the City and Terrace View, specifically Section
4.4.2 on page 8, which states:
"All roads and road approaches on the property
shall meet or exceed the private road standards
as set forth in the City of Auburn Design and
Construction Standards in effect on the date of
execution of this agreement, except for the
allowance of a sidewalk on one side only,
conceptually as shown in Exhibit E."
Mr. Pilcher advised that the pre-annexation agreement was
signed in 2000, at which time 12 percent road grades were
allowed. Therefore, the project is vested with the ability to
include 12 percent grades on its roads.
Mr. Pilcher noted that the applicant has applied for approval
of a 59-lot subdivision of an approximate six acre site to
allow for development of an attached townhouse
development located along the East Valley Highway at
Terrace View Drive. The proposed townhouse style includes
zero lot line dwelling units with approximately four units per
structure. Mr. Pilcher explained that the Terrace View Zone
is zoned similarly to the City's C-3 Zoning District, except
that it allows multiple family housing as a right. The original
proposal and Environment Impact Statement (EIS)
anticipated commercial development on the site. The
applicant's request to construct multi-family units rather than

commercial units on the northern lowland bench was
determined by the Planning Director to be a minor
amendment of the site plan. The overall density of the
project is approximately 9.5 units per acre.
Mr. Pilcher also advised that the applicant has agreed to
install traffic calming devices consisting of speed tables on
plat roads A and B to mitigate any cut-through traffic.
Mr. Pilcher reported that the existing water pump station will
be re-Iocated by the applicant to the south with increased
visual screening, landscaping, noise attenuation, security
and access, since the station will be located in a residential
area rather than a commercial development.
Stormwater will be collected on site and then directed to the
regional stormwater pond known as the Trillium pond.
There is an abutting wetland to the north of the property.
Wetland analysis and mitigation occurred under Pierce
County jurisdiction.
In accordance with the pre-annexation agreement, the
applicant will pay a park impact fee of $720 per unit.
The site is located in the Dieringer School District. The 2006
impact fee rate is $3,500 for single family units and $739 for
multi-family units. The development is considered to be
single family units.
The Hearing Examiner conducted the public hearing on the
preliminary plat application and approved the request with
conditions.
Mayor Pro Tem Singer inquired regarding any further
commercial development expected for the site. Mr. Pilcher
advised that the "south bench" of the Terrace View property
would be available for commercial development.
Councilmember Peloza inquired regarding the Planning
Director's finding that the site plan change is a minor
modification. Mr. Pilcher stated that the Planning Director
determined that the modification fit within the scope of the

overall project and was minor and had less impacts than
commercial development.
Mary Urback, representing Terrace View Properties LLC,
spoke on behalf of the applicant and urged the Council to
affirm the Hearing Examiner's recommendation.
Mayor Lewis opened the closed record hearing. No one in
the audience requested to speak, and Mayor Lewis closed
the hearing.
Councilmember Cerino moved and Councilmember Backus
seconded to approve the preliminary plat bsed upon the
Hearing Examiner's Findings of Fact, Conclusions and
Conditions; and adopt Resolution No. 3932.
MOTION CARRIED. 6-0.
III. ADJOURNMENT
There being no further business, the meeting adjourned at 5:13 p.m.
