SPECIAL MEETING MINUTES
I. CALL TO ORDER
Kent City Council President Debbie Ranniger called the meeting to order
at 5:00 p.m. in the Council Chambers located at Kent City Hall, 220 - 4th
Avenue South, Kent.
City of Kent Councilmembers present included: Debbie Ranniger, Tim
Clark, Ron Harmon, Debbie Raplee, Les Thomas, Bob O'Brien, and
Elizabeth Watson.
City of Auburn Mayor Peter B. Lewis and the following Councilmembers
were present: Rich Wagner, Sue Singer, Gene Cerino, Nancy Backus,
Roger Thordarson, and Bill Peloza. Councilmember Lynn Norman was
excused.
City of Kent staff member presents included: Design Engineer Manager
Tim LaPorte and Transportation Engineer Manager Steve Mullen.
City of Auburn staff members present included: Public Works Director
Dennis Dowdy and Deputy City Clerk Cathy Richardson.
II. SOUND TRANSIT
Sound Transit Chief Executive Officer Joni Earl congratulated Kent and
Auburn City Councilmembers regarding the interagency cooperation to
ensure construction of transit stations and parking garages in their cities.
Ms. Earl displayed a Power Point presentation and reviewed the following:
o Sounder Corridor
o 2005 and 2006 Milestones
o Future Possibilities - Sound Transit District
o Future Possibilities - South Sound Area
o Sound Transit 2 - Expanding Mass Transit

o Projects Currently Under Construction
o Increased Ridership
III. WASHINGTON STATE DEPARTMENT OF TRANSPORTATION
(WSDOT)
WSDOT representatives Urban Corridors Administrator David Dye, Urban
Projects Director Craig Stone, and Acting Urban Planning Manager Chris
Picard displayed a Power Point presentation and reviewed the following:
o Regional Transportation Plan Corridors
o People and Freight Movement
o Planned Land Use and Regional Centers
o Central Puget Sound's Transportation System
o Interstate 5 (1-5) Corridor and Alternate Corridors
o Interstate 405 (1-405) Corridor
o State Route (SR) 167
o SR 512
o Key East-West Corridors
o With Ferries
o Key Connecting Corridors
o SR 167 High Occupancy Toll (HOT) Lanes Pilot Project
IV. Adjournment
Kent Council President Ranniger adjourned the meeting at 6:35 p.m.
