CITY COUNCIL
MEETING MINUTES
December 4, 2006 7:30 PM
A. Flag Salute
Mayor Lewis called the meeting to order at 7:30 p.m. and led those
in attendance in the Pledge of Allegiance.
B. Roll Call
Mayor Lewis and the following Councilmembers were present:
Rich Wagner, Sue Singer, Gene Cerino, Nancy Backus, Bill
Peloza, Roger Thordarson and Lynn Norman.
Staff members present included: Information Services Director

1. Announcements
a) Proclamation -Miss Auburn Scholarship Program
Mayor Lewis welcomed the Miss Auburn Scholarship
Program contestants to the meeting and presented a
proclamation declaring January 12 and 13, 2007 as a
time to honor parents, participants and volunteers for
the Miss Auburn Scholarship Program to Julie Poe

and Donna Hamilton, Co-Executive Directors of the
Miss Auburn Scholarship Program.

b) Community Calendar
Communications and Community Relations Manager
Duanna Richards and Recreation Special Programs
and Marketing Supervisor Julie Brewer presented the
Council with the new 2007 Community Calendar.
Communications Manager Richards introduced the
other partners in the 2007 Community Calendar
project including Debbie Luce, Director of the Auburn
Downtown Association, Ann Bonnick from Green

River Community College, Amy Spence from the
Auburn School District, and Nancy Wyatt from the
Auburn Chamber of Commerce. An additional
partner, Pat Bailey from the Auburn Regional Medical
Center, was unable to attend this evening. Each
partner contributed to the project by submitting
important dates for events, photographs,
organizational information, as well as financial
assistance for the cost of calendar production.
Recreation Special Program and Marketing
Supervisor Julie Brewer presented the Council with a
PowerPoint presentation highlighting the components
of the calendar. Each month of the calendar includes
a descriptive caption related to the images, date
boxes provide information on activities and events in
Auburn, service club annual events, special
performances, school and city holiday closures and
other useful information. The calendar also. includes
a detailed map of the city, a list of frequently called
phone numbers, official City of Auburn meeting dates,
and Auburn service clubs and organizations meeting
dates.
Communications Manager Richards reported that
40,000 calendars were printed for distribution to
Auburn area residents. Distribution will take place on
December 13, 2006 via the Auburn Reporter.
Additional copies will be available at various
locations.
2. Appointments
There were no appointments for Council consideration.
D. Agenda Modifications
A revised Exhibit A to Resolution No. 4117 was distributed during
the meeting.
II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE
A. Public Hearings
No public hearing was scheduled for this evening.

B. Audience Participation
This is the place on the agenda where the public is invited to speak
to the City Council on any issue. Those wishing to speak are
reminded to sign in on the form provided.
Michael Newman, Associate Superintendent for the Auburn School
District, 915 4t" Street NE, Auburn
Mr. Newman thanked the City and the street crew employees for
the job they did to remove snow and ice from the city streets last
week. The condition of the roads allowed the Auburn School
District to operate schools on time. Mr. Newman also spoke in
favor of Ordinance No. 6060 relating to school impact fees. He
briefly updated the Council on the district's capital facilities plan.
Rodger Campbell, 1402 22"d Street NE #432, Auburn
Mr. Campbell questioned the policy for taping and broadcasting
Council meeting proceedings. He expressed disappointment that
the portion of the meeting for audience participation is not
televised. Mayor Lewis advised that any public testimony taken as
part of a public hearing is televised; however, comments under
audience participation are not and have never been televised since
the time Council meeting broadcasts began. Mr. Campbell also
expressed concern with the Council's recent vote with regard to
Comprehensive Plan amendments. He noted that the Council had
not accepted the recommendation of the Planning Commission for
some of the Comprehensive Plan amendments. Mayor Lewis
explained that that the purpose of the boards and commissions is
to provide recommendations and advice to the Council; the board
and commission recommendations are one source of information
that the Council uses in its decision making process.
Virginia Haugen, 2503 R Street SE, Auburn
Ms. Haugen complained that the audience participation portion of
the Council meeting is not televised. City Attorney Heid stated that
there is no requirement for the City to televise the audience
participation portion of the meeting. Ms. Haugen also questioned
whether the city code allows the City-owned gravel parking lot
located south of City Hall. She requested a copy of the city code
that allows a gravel parking lot.

III. COUNCIL COMMITTEE REPORTS
A3.7.6
A. .Municipal Services
Chair Cerino reported the Municipal Services Committee met this
evening at 5:00. The Committee approved consent items and a
contract administration item with VADIS for the year 2007. The
Committee also reviewed Ordinance No. 6063 implementing park
impact fees, Resolution No. 4118 approving an interlocal
agreement for the Water Resource Inventory Area 9, Ordinance
No. 6057 amending the 2006 Budget, Ordinance No. 6066
adopting the biennial budget for the years 2007 and 2008, and
Resolution No. 4117 adopting the 2007 fee schedule. The
Committee also reviewed an amendment to a professional services
agreement with Harris & Associates, the solid waste rate study, an
animal control and rescue proposal, the red light photo
enforcement program, and the Valley Cities wireless pilot program.
The next regular meeting of the Municipal Services Committee is
scheduled for December 18, 2006 at 5:00 p.m.
B. Planning & Community Development
Chair Norman reported the Planning and Community Development
Committee met November 27, 2006. The Committee
recommended approval of Ordinance No. 6060 relating to school
impact fees. The Committee discussed an Urban Tree Board
report, the Housing and Urban Development Section 108 loan
guarantee fund, a transportation modeling software presentation,
the Buxton Report marketing and marketplace analysis, zoning
amendments, downtown traffic impact fee exemption extension, the
Les Gove Community Center, West Main Street public art project,
downtown urban center code and rezone, the plaza sidewalk
design timeline and process for design completion, and the sign
code regarding electronic sign boards. The next regular meeting of
the Planning and Community Development Committee is
scheduled for December 11, 2006 at 5:00 p.m.
C. Public Works
Chair Wagner reported the Public Works Committee met
November 27, 2006. The Committee approved contract
administration items relating to computer software for
transportation modeling and a project for water line improvements.
The Committee also discussed school impact fees, Ordinance No.
6061 relating to address assignment, extension of downtown traffic
impact fees exemption, utility billing irregularities, truck impact fees,
2007 fee schedule, and compensation for street and alley

vacations. The next regular meeting of the Public Works
Committee is scheduled for December 11, 2006 at 3:30 p.m.
D. Finance
Chair Backus reported the Finance Committee met this evening at
6:30. The Committee recommended approval of claims and payroll
vouchers, Ordinance No. 6066 adopting the 2007-08 biennial
budget, and Resolution No. 4117 adjusting the fee schedule for
2007 fees. The Committee discussed the solid waste rate study, a
2006 budget amendment, the VADIS litter control contract for
2007, an amendment to the professional services agreement with
Harris & Associates, and Resolution No. 4118 approving an
interlocal agreement regarding Water Resource Inventory Area 9.
The next regular meeting of the Finance Committee is scheduled
for December 18, 2006 at 6:30 p.m.
IV. REPORTS
At this time Councilmembers and the Mayor may report on items not
specifically described on the agenda, which are of interest to the
community.
A. From the Council
Mayor Pro Tem Singer reported on her attendance at a meeting
with new Federal Secretary of Transportation Mary Peters. Mayor
Pro Tem Singer also reported on the Muckleshoot Tribe Legislative
reception where the Tribe highlighted their accomplishments and
efforts in education for their members. She also attended a Puget
Sound Regional Council Operation Committee meeting, a meeting
of the human services agencies regarding the one stop service
center, the Annual Army Band Red, White and Blue Concert at the
Performing Arts Center, and a tour of Vision House in Renton.
Councilmember Wagner reported the Committee on Committees
met earlier this evening to review Council committee assignments.
The Committee agreed to make slight modifications in the
committee assignments, which will be presented to the full Council
on December 18, 2006 for adoption.
Councilmember Backus stated that she and several other
Councilmembers attended the Auburn High School versus Bellevue
High School football game at the Tacoma Dome. Although the
Trojans lost, Councilmember Backus congratulated the team on
their winning season. Councilmember Backus also attended the

Miss Auburn Scholarship Program sponsor reception and the
December 2nd Santa Parade.
Councilmember Norman thanked city staff for their efforts to keep
the City running smoothly during the recent inclement weather.
Councilmember Cerino reported that, in addition to some of the
events already highlighted by Councilmembers, he attended the
Auburn Invitational Wrestling Tournament.
Councilmember Peloza reported that he served with the Auburn
Rotary and Lions Club Senior Center Thanksgiving Day lunch.
Councilmember Peloza also attended the Muckleshoot Tribe
Legislative reception, the Santa Parade, and the Annual Army
Band Red, White and Blue Concert at the Performing Arts Center.
Councilmember Peloza reported that he and Councilmembers
Backus and Thordarson will be attending the National League of
Cities Conference in Reno, Nevada, beginning tomorrow.
B. From the Mayor
Mayor Lewis expressed his appreciation for the City crews that
worked to clear the roads of ice and snow last week. Mayor Lewis
also commented on the Muckleshoot Tribe Legislative .reception, a
tour of the new Wesley Homes facility on Lea Hill, the Eagles Club
Max Baer Heart Fund event, the Santa Parade, and the Annual
Army Band Red, White and Blue Concert. Mayor Lewis also
commented on the recent passing of Jim Weese, a long time
community member and Hometown Hero.

B. Resolutions

A Resolution of the City Council of the City of Auburn,
Washington, approving a Preliminary Plat Application to
subdivide 22.97 acres into 70 lots and two tracts, within the
City of Auburn, Washington
Councilmember Norman moved and Councilmember
Backus seconded to schedule a closed record hearing on a
date to be determined.
Councilmember Cerino and Councilmember Wagner
expressed concern that the Council does not have an
opportunity to review projects, such as the subject
preliminary plat, prior to a closed record proceeding. City
Attorney Heid explained that regulatory reform and Growth
Management laws require that there is only one open record
hearing on local permits with State Environmental Policy Act
(SEPA) review. In the City of Auburn, the open record
hearing is conducted by the Hearing Examiner. The City
Council can hear argument on the record at a closed record
proceeding. City Attorney Heid also discussed the
differences between legislative and quasi-judicial matters.
MOTION CARRIED UNANIMOUSLY. 7-0.
